PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
1. Background
1.1. Marine Corps Security Force Regiment (MCSFR), located on Naval Weapons Station
Yorktown, currently has a computer lab that is fully established with the necessary ground wiring for Cox internet services. We originally contracted the services out to Cox Communications, seeing as though they already had a tap into our buildings at Naval Weapons Station Yorktown. They extended that tap into BLDG 2128 in FY 20, and we have been utilizing their services since. We were unable to submit our contract renewal due to the transition to Defense Agencies Initiative (DAI), exceeding the Period of Performance from 19-NOV-2020 to 18-NOV-2021 (FY 21). Because of this setback we were required to return the equipment and cancel the service until a new contract is submitted and awarded for said services.
2. Scope
2.1. This performance work statement defines the work required to provide high-speed internet services for the use of MCSFR computer lab in BLDG 2128.
3. General Facility Requirements

3.2. Contractor shall have the necessary credentials to access Naval Weapons Station Yorktown, if needed MCSFR can provide assistance in getting into building 2128.
3.3. Contractor will schedule all planned work at a minimum of 7 days in advance, through coordination with the Security Office (room 116) for building 2128. The security office point of contact can be reached at:
Name: SSgt Kenneth Clause Phone: (757) 637-9256

4.3. Contractor will provide Static Internet Protocol (IP) address(s) with proper activation of services.
4.4. Contractor will provide internet speeds of 1Gbps download and 35Mbps upload.
4.5. Contractor will provide appropriate personnel for Modem/Router installation.
4.6. Contractor will ensure that all equipment being provided is in working order once
Modem/Router installation is completed.
5. Period of performance
5.1. The government will allow all reasonable requests for building access in order to allow for the contractor to complete the work. Work will be performed between 0730 and 1700 Monday through Friday.
5.2. Contractor is to provide annual service from the day the contract gets awarded (to include any and all option years exercised) to the 365th day following.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
BASIS OF AWARD: Offers will be evaluated based on (1) Price; (2) Technical Capability of the Offer to Meet the Government’s Requirement; and (3) Past Performance.
The Government reserves the right to award without discussions, but reserves the right to engage in discussions if later determined to be in the best interest of the Government. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures.
A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement. Vendor quotes shall include the following information:
a. Price: The price quote must reflect unit prices, extended amounts per line item, and overall total.
(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).
b. Technical Capability of the Offer to Meet the Government’s Requirement: The vendor shall provide a capability statement/performance plan that demonstrates their ability to provide the required services in the solicitation. The vendor should address their experience providing this type of service, equipment supplied, and any other relevant information.
c. Past Performance: The contractor shall provide contact information including name, phone number, and email address for a minimum of three (3) references. The references should be for work performed within the last four (4) years and of similar size, scope and complexity.
SAM. Offerors must be registered in the System for Award Management (SAM) database. Information on registering in SAM may be obtained by contacting Nichole Dewitt by email at nichole.l.dewitt@usmc.mil or by telephone at 757-445-1545.
WIDE-AREA WORKFLOW – RECEIPT AND ACCEPTANCE. As a condition of receipt of any resulting order, the Contractor agrees to implement the Department of Defense (DOD) web-based application. Information on registering in WAWF-R&A may be obtained by contacting Nichole Dewitt by email at nichole.l.dewitt@usmc.mil or by telephone at 757-445-1545.
SUBMISSION REQUIREMENTS. Quotes submitted in response to this RFQ shall include:
(a) Technical Quote to include Delivery
(b) Price/Quote
(c) Vendors must complete and return FAR 52.212-3 Deviation and return with their quote package. FAR 52.212-3 is incorporate by FULL TEXT in this solicitation, under the Clause and Provision section.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
