Contractor Questions with Answers

1. Is it acceptable for a University to lead and manage this project? Our team would consist of experienced practitioners working within the university, collaborating with consulting practitioners from other firms and researchers from other universities and agencies.

Answer: Yes

2. Can any of the funding for this project be used to compensate non-US citizens working for foreign entities for their contributions?

Answer: Funding can be used to pay non-us citizens; however, foreign entities can’t be on “excluded doing business list” for certain countries. Also, Service Contract Wage rates may be applicable to non-US citizens (depends on where the work is being performed).

Exceptions/Assumptions can be listed in the technical volume.

3. Are there any guidelines as to what would be considered by BOEM to be a reasonable budget for this work?

Answer: No. This is a competitive requirement.

4. What is the expected duration of the project? Section 2.6.3 references a 12 month time frame up to the draft with then time for review and a final report. Section 3.2 references a 9 month time frame for the entire project.

Answer: The Period of Performance for the deliverable is 9 months. The overall POP is twelve months to allow for invoicing/payment.
