SECTION C

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Propagation Characteristics of High-Frequency Sounds Emitted During

High-Resolution Geophysical Surveys: Open Water Testing

C.1 INTRODUCTION

Electromechanical geophysical sources are commonly used in support of marine mineral, renewable energy, and oil and gas exploration and development on the Outer Continental Shelf

(OCS). Geophysical surveys are integral to infrastructure or cable siting, sand resource delineation, geomorphic or environmental characterization or monitoring, and identification of shallow hazards or archaeological resources. Electromechanical sources of interest include boomers; chirp sub-bottom profilers; side-scan sonar; and single, swath, and multi-beam bathymetric fathometers. Source levels of these sources generally range from 170 to 240 dB re 1 μPa @1 m (peak-to-peak), and sources are operated in the <300 Hz to several hundred KHz range. Other sources, such as small volume air guns, are also included in this study since those sources may also be used to identify shallow geologic hazards and support structural engineering and design.

Many of these same geophysical sources are critical to the mission of other federal agencies, including the U.S. Geological Survey (USGS), U.S. Navy, U.S. Army Corps of Engineers

(USACE), National Oceanic and Atmospheric Administration (NOAA), and National Science

Foundation (NSF). USGS Coastal and Marine Geology Program (CMGP), USACE Civil Works, and NOAA NOS Office of Coast Surveys are often using the same or similar technology for similar purposes in the same footprint along the shallow inner shelf.

Given the significant scientific questions and uncertainty about the potential impacts associated with noise in the marine environment, an increasing number of regulatory requirements and precautionary mitigation strategies are being applied to lower energy geophysical surveys, even those that are short duration and limited in footprint. BOEM’s overall goal with regards to these sources is to make sure mitigation requirements moving forward are scientifically-supported, cost-effective as possible, operational feasible and impact reducing. BOEM believes that it can advance this goal by better understanding source character and sound propagation in relevant shallow water environment.

Contributing to the difficulty of understanding shallow water propagation is the limitations in the amount and quality of in-field or laboratory data regarding the acoustic propagation characteristics (e.g., pulse structure, beam directionality, transmission loss, power spectra and frequency spectra) from airgun and non-air gun marine acoustic sources, despite their wide use by industry. The propagation characteristics are especially poorly understood in shallow to intermediate water depths (e.g., 10 to <100 m), where propagation and transmission loss may be affected by complex bathymetric interaction, variable sediment composition, shallow water processes (i.e., breaking waves, local freshwater runoff, etc.) and meso-scale oceanographic

High-Resolution Geophysical Surveys: Open Water Testing Page 5 of 57 properties. The interactions of the sources, their near-fields and potentially incompletely formed beams in shallow water further complicate this understanding. But it is exactly in the shallow water were these acoustic sources/system are most often used.

C.2 STUDY OBJECTIVES

The overarching goal of this study is to accurately measure the sound field produced by various types of underwater acoustic sources typically used in high-resolution geophysical (HRG) surveys and document the propagation of sound in different shallow water environments from different sources. This dataset is critically important to support a separate and future investigation that will focus on the validation and improvement of predicative propagation modeling of these sources. Specific objectives are:

Incorporate the results (i.e., the calibrated characterization of the source, its signal parameters, and its beam patterns) from the related (previous) study (e.g., “Propagation

Characteristics of High-Frequency Sounds Emitted During High-Resolution Geophysical

Surveys: Tank Testing”) in all aspects of this project;

Prepare a Field Sampling Test Plan (FSTP) utilizing surface vessel(s), towed arrays, stationary acoustic sensors/recorders, and/or other relevant oceanographic equipment that adequately captures the extend and acoustic characteristics of the sound fields of HRG sources and the operational environment during typical/representative operations;

Execute the FSTP with sufficient personnel and equipment to successfully complete the experiment;

Process and analyze acoustic and supporting operation, oceanographic, and meteorological data to describe the sound fields for and propagation characteristics of identified acoustic sources;

Archive all acoustic and supporting operation, oceanographic, and meteorological data;

Prepare a report that identifies the testing procedure and the logic behind that plan, quantifies the measurements, analyzes the resulting data, and discusses the significance of measured data.

C.3 SCOPE OF WORK

C.3.1 Task 1: Review the Previous Study

The Contractor shall review and be conversant on the previous study titled, “Propagation

Characteristics of High-Frequency Sounds Emitted During High-Resolution Geophysical

Surveys: Tank Testing” and ensure that the results of that study are fully incorporated this project. An understanding of this document is critical to a proper design of the test plan (Task

#2) and its results should serve as standard for comparison of the results measured in situ (Task

#3) and analyzed and reported on in Tasks # 4 and 5. Copies of this document will be provided electronically to the Contractor at the Post Award Kick-off Meeting.

High-Resolution Geophysical Surveys: Open Water Testing Page 6 of 57

C.3.2 Task 2: Draft the Field Sampling Test Plan

For this task, the Contractor shall draft a Field Sampling Test Plan (FSTP) for review and approval by BOEM. BOEM will coordinate the review of the FSTP with its study partner, United States Geologic Survey (USGS).

As a minimum, the Contractor shall ensure that the FSTP is designed to adequately sample the sound fields for the HRG survey sources for the following minimum requirements:

- Up to 17 acoustic sources including the following number of different models/manufacturers for these categories of systems: three (3) chirp sonars, three

(3) boomer systems, two (2) interferometer/SWATH systems, three (3) multibeam sonars, one (1) precision fathometer, three (3) sidescan sonars, one (1) bubble gun, and one (1) GI airgun;

- All operational modes for those acoustic sources (i.e., frequencies, power levels, pulse lengths, deployment configurations, etc.);

- Test in three (3) nominal operational water depths, 10, 30 and approximately 100 m

(or as deep as is operationally possible) (Note: Fieldwork shall be performed in the coastal waters of the continental shelf off of New England or northern Mid-Atlantic

Bight as designated by BOEM.);

- Test in areas with two (2) sediments types, nominally, a strong reflector (sand) and a weak reflector (mud/silt) (i.e., the seafloor should be a predominant type in a given site);

- Measurements should include: peak SPL, root-mean-squared (RMS), and SEL values for each received signal;

- Measure SPL Received Levels (RLs) down to 100 dB (RMS) (or to ambient or a near-ambient condition) or out to ranges from the source of at least 5 nautical miles;

- Measure up, down and cross-slope propagation configurations;

- Collect supporting oceanographic, meteorological, and environmental acoustic (EVA) data; the operational specifications and deployment conditions of geophysical equipment should also be well documented;

- Determine and document the location in all three dimensions of all source and receiver positions, and

- Determine and document pertinent ship self-noise data (this may be replaced or supplemented by previous, but recent measurements of this data); and

- Record ambient sound conditions.

The measurements should be of sufficient quantity and quality so that the following can be produced for each source:

- Beam patterns;

- Measurement of the source level in the main beam without clipping of the source signal;

- Spectral density plots;

- Acoustic sound field around the source in 3D;

- Estimations of degree to which beams have been formed prior to boundary interactions; and

High-Resolution Geophysical Surveys: Open Water Testing Page 7 of 57

- Identification of the presence of all harmonics and sub-harmonics for frequencies below 200 kHz.

Additionally, the following technical issues shall be fully considered and discussed in the FSTP:

Logistics Plan: The Contractor shall include, as a part of the FSTP, a logistics plan and schedule that identifies all required equipment and personnel for both mobilization, testing, and demobilization.

Sound Field Sampling Depth(s): Even though this experiment will occur in shallow water, sampling the sound field at one depth may not be adequate to capture the sound field in the entire water column depending on prevailing oceanographic conditions. The

Contractor should identify what sampling strategy is most appropriate and document the basis for the optimal technical approach in the FSTP.

Signal Measurement Requirements: An in-situ examination of the source, its beam formation, and characteristics ideally involves the receipt of primarily direct or water-borne signals. However, it may prove challenging to directly and fully sample the sound field and the multipath structure surrounding the source. There will need to be a balance of relevant requirements to correctly conduct these measurements. The Contractor shall consider and document recommendation regarding these variables in the FSTP; the

Contractor shall identify if any of the minimum requirements impede the sufficient collection of data to achieve all desired results.

Receiver Dynamic Ranges: Another challenging requirement is accurately measuring the source’s source level (SL) in its main beam and receives the same signal at distance.

This may require either multiple receivers with different sensitivities, or receivers with very large dynamic ranges. This requirement also applies to the measurement of ambient noise, which will push the quieter end of the receivers’ range even lower. The contractor shall consider this in the FSTP and describe the proposed solution.

Data Sampling Rates or Resolutions: To adequately document source character and propagation, the Contractor must sufficient sample the beam pattern, especially main beam to ensure that it is accurately measured. Multiple diverse parameters must be considered in the FSTP including, but not limited to selecting source and receiver depths, the range of tracks from the receivers, vessel speeds, and transmission rates.

Safety Requirements:

The Contractor shall establishing safety procedures for both personnel and equipment.

Personnel safety always takes precedence, but equipment safety must include topics such as: depth separations between the various deployed equipment to prevent damage.

Simultaneous Operations: If the technical solution proposes to operate multiple sources simultaneously, factors that must be addressed in the FSTP include: 1) possible frequency or time separation of signals (i.e., coordinating signal transmissions, especially for attention to signal travel times), 2) potential saturation of hydrophones, 3) ship power

High-Resolution Geophysical Surveys: Open Water Testing Page 8 of 57 requirements as well as safety and operational considerations when deploying and operating multiple systems, 4) reverberation issues, etc.

Measurement Limitations: Some measurements may be very difficult to achieve without deliberate and advance planning. For example, measuring the near horizontal beam pattern of a source or the near-surface sound field may be difficult for hull-mounted sources without using a shallow (i.e., near-surface) receivers. The FSTP shall identify any limitations to completing the objectives and propose solutions or “work around” to minimize their impact to the project.

Operational Conditions: Conflicting requirements may cause the tests designers to choose between realistic operational conditions for the sources (i.e., to produce the sound fields one would encounter during normal operations) and the need to operate a system in a mode that allows the source to be better measured. Measurements of both types are desired and the FSTP shall strive to acquire both..

Contingency and Redundancy Planning: The Contractor shall identify planned redundancies in equipment, testing procedures, and data acquisition and management. At a minimum, the FSTP should address data storage, back-up and management during the field testing, but this should be part of the larger data management plan. The Contractor shall address contingencies in the FSTP to ensure maximum data collection and cross-reference data acquisition and management aspects with the Data Management Plan.

In preparation of the FSTP, the Contractor shall include the following details:

- The USGS will provide the acoustic source to be used during this project, including the transportation of these sources to and from the mobilization and demobilization sites;

- The USGS will provide personnel and all necessary equipment to deploy/install, operate (throughout the testing) and retrieve/de-install the acoustic sources;

- BOEM or USGS will contract and provide a medium-size research vessel (details provided below) for a period not to exceed three (3) weeks, for use as the primary test platform for deploying and retrieving acoustic sources furnished by USGS, as well as towed arrays, stationary acoustic sensors/recorders, and/or other relevant oceanographic equipment furnished by the Contractor;

- If the Contractor proposes that additional vessels are needed to undertake or support the in situ measurements during that field work the Contractor must identify the vessel specifications required and assume that they will need to include the chartering and costing (including personnel) in their proposal; and

- The Contractor shall supply and assume all responsibility for any receivers, recoverable sensors (acoustic or environmental) and/or expendable sensors required.

The research vessel planned for use in this project is the R/V Hugh R. Sharp, a University-

National Oceanographic Laboratory System (UNOLS) vessel from the University of Delaware.

Scheduling and contractual arrangements will be made by the Government. For planning purposes, the Contractor should assume this vessel, or one with roughly equivalent capabilities

High-Resolution Geophysical Surveys: Open Water Testing Page 9 of 57 will be provided. Additional information on the R/V Sharp, including schematics, floor plans and equipment details can be found at: http://www.ceoe.udel.edu/about/marine-operations

The Contractor shall provide a Draft version of the FSTP for review by BOEM and USGS.

BOEM will coordinate the review with USGS. A Final FSTP will be produced addressing those comments. These documents will be produced as scheduled in Section F of this document.

C.3.3 Task 3: Conduct Field Measurements

The Contractor shall execute the field measurements outlined in the FSTP. Generally, contingencies will be handled as described in the Contingency Planning portion of that document, but if necessary, the on-board BOEM or USGS Chief Scientist(s) can override or append those plans in circumstances that warrant it. It is expected that this situation would be very unusual and would probably consist of identifying how to proceed with testing in the event of multiple equipment failures or issues. These decisions would not expand the scope of the work identified or incur additional cost, but it would help prioritize the measurements that could still be accomplished

C.3.4 Task 4: Analyze Field Measurements

The Contractor shall analyze the data collected to: 1) characterize sources’ operating parameters

(e.g., including but not limited to: source level, spectrum, pulse lengths, beam patterns, etc.) and

2) characterize the three dimension sound field (e.g., including but not limited to: received level

[SPL peak, SPL RMS, and SEL], and signal spreading [in time and frequency]). Source or near-source measurements should be compared to measurements provided in the report highlighted in

Task 1. The Contractor should compare the propagation of each sound source relative to the study site, relative water depth, or distinguishing environmental variables, such as bottom conditions. The contractor shall discuss this proposed analysis for BOEM review in the appropriate quarterly report.

C.3.5 Task 5: Prepare Report

The Contractor shall prepare a report that addresses requirements as identified in Tasks 2 and 4.

The Contractor shall provide a draft report for review by BOEM and USGS. BOEM will coordinate the review with USGS. Addressing comments, the Contractor shall prepare a final report. These documents will be produced as scheduled in Section F of this document.

C.4 PROJECT MANAGEMENT

C.4.1 Project Management Plan (PMP)

The Contractor shall operate under the negotiated PMP. This plan shall include a Project

Manager (PM) with sufficient authority to serve as the Contract Administrator, the point of contact with the BOEM, and provide leadership to the study Team. The PM will ultimately be responsible for all deliverables, budget control, quality assurance for all products, compliance and adherence with schedule of the study, and that all personnel work synergistically and http://www.ceoe.udel.edu/about/marine-operations

High-Resolution Geophysical Surveys: Open Water Testing Page 10 of 57 cooperatively for the common goal of the study. The PMP shall also include description of a

Data Management Plan (DMP), as described in Section C.4.2.

BOEM envisions the project period including an approximate investment of three (3) months to draft the FSTP, one to two (1-2) months to conduct field measurements and eight to nine (8-9) months to analyze and complete the final report. Because of the nature of conducting field measurements including delays in availability of ships and acoustic sources, it is understood that there may be between six to twelve (6-12) months between the completion of test planning and test execution. The project period shall encompass all tasks from initial planning, through and including the BOEM’s final acceptance of all deliverables. The Contractor shall deliver all required deliverables in accordance with Sections C, E, and F.

C.4.2 Data Management Plan (DMP)

The Contractor shall develop a Data Management Plan (DMP) for this study that shall include procedures to handle data collection/acquisition, data storage and backup, dataset selection

(external sources), model results (if applicable), Quality Assurance/Quality Control (QA/QC) procedures, dissemination and distribution protocols, and archival procedures. The DMP shall be submitted to the BOEM COR for review and approval prior to implementation. A designated

Data Manager shall implement the plan to ensure compliance by all Principal Investigators (PIs) involved with the study. After all QA/QC procedures have been completed, results shall be submitted to the BOEM COR and the Environmental Sciences Program.

No originals shall be mailed without prior backups. These files are proprietary and shall not be used by the Contractor for any purpose other than specified by the Contract, unless authorized in writing by the CO, and must be secured at all times. When distributed, the Contractor shall include language to the data recipient that ensures that the data are not distributed further, and that no publication is done without opportunity for PIs to be co-authors and or giving acknowledgement to BOEM, BSEE and the Study for the data.

C.4.3 Data Administration

The Contractor shall implement a data administration system to be used to ensure continuous evidence of data possession and control with signatures, dates, times, and location of the data being noted. The Contractor shall ensure the proper formatting and reporting of all data and the distribution of data, as required, to study participants and PIs of other ongoing BOEM studies.

C.4.4 Data Control

The Contractor shall utilize a data inventory control system to monitor study progress, identify gaps in the information acquired, and suggest additional processing requirements. The inventory control procedures shall enable the Contractor to document data availability, data reduction, and data analysis at each reporting period.

C.4.5 Data Utilization

High-Resolution Geophysical Surveys: Open Water Testing Page 11 of 57

The Contractor's DMP shall ensure that all data are processed, validated, and made available as needed to study participants and other ongoing BOEM studies. The data must be retrievable, as necessary or desirable, for any future analysis.

C.4.6 Archiving

The Contractor shall provide a method for the safe storage and easy retrieval of all measurement results, acquired data, photographs, and video. The Contractor shall ensure that no loss of information occurs in any processing step taking place prior to archiving. The Project Manager

(PM) shall inventory the data and verify the presence of any and all necessary documentation prior to archiving. Original data shall be copied as early as possible and original copies shall never be mailed until at least one verified copy has been made. The Contractor shall retain a copy of the information collection logs and information delivered to the BOEM for a period of one year from the Contract completion date.

C.4.7 BOEM Data

The Contractor shall submit digital copies of all data used in development of the FSTP and/or collected during the field testing and subsequent analyses. This deliverable shall be completed after all QA/QC procedures are finalized. The preferred format of the files shall be determined based on an agreement between the COR and the Contractor at the Post-Award meeting. Any changes in data formats during the contract period of performance must be agreed upon in advance by the Government and the Contractor. The Contractor shall be responsible for the submission of the Contract data to the BOEM in digital format according to the schedule in

Section F.5.

Suite version 2010, and Windows 2013 networking environment). The Contractor is responsible for editing and proofreading all material in order to prepare products as error free as possible prior to their delivery to the BOEM. The Contractor shall submit all manuscripts intended for publication in journals and all abstracts or summaries prepared for oral presentations, based on this study to the BOEM COR for review and comment prior to submittal to the journal or conference authority, in accordance with Section H.8. All such publications and oral presentations and draft and final reports shall contain an acknowledgement of support from the

“Study concept, oversight, and funding were provided by the U.S. Department of the Interior, Bureau of Ocean Energy Management, Environmental Studies Program, Washington, DC under

Contract Number _____________.”

A. Post-Award Meeting and Summary

The Contractor shall hold a Post-Award Meeting with BOEM at the BOEM Sterling office within 30 days of contract award. Contractor personnel present at this meeting (up to six (6) personnel) shall include the Project Manager, and Study PIs. Additional Contractor personnel may participate via teleconference or webinar if necessary. At the Post-Award Meeting, the

High-Resolution Geophysical Surveys: Open Water Testing Page 16 of 57

Draft Project Management Plan (PMP) shall be reviewed and, if any, remaining technical or managerial issues shall be resolved. An agenda for the meeting shall be provided to the COR at least ten (10) days before the meeting to allow for review. Within two (2) weeks following the meeting, the contractor shall prepare and distribute to the parties listed in Section F.6, a summary detailing the discussions and any mutually agreed to decisions. Any agreed to changes that might affect the contract are subject to approval in writing by the BOEM CO via a contract modification.

B. Data Management Plan

The Contractor shall develop a Data Management Plan (DMP) for this study that shall include procedures to handle data collection, dataset selection (external sources), model results, Quality

Assurance/Quality Control (QA/QC) procedures, dissemination and distribution protocols, and archival procedures. The DMP shall be submitted to the BOEM COR for review and approval within 60 days following the Post Award Meeting. Any BOEM questions regarding sufficiency of the DMP must be resolved prior to implementation and the beginning of data collection. A designated Data Manager shall implement the plan to ensure compliance by all Principal

Investigators (PIs) involved with the study. After all QA/QC procedures have been completed, results shall be submitted to the BOEM COR and the Environmental Sciences Branch.

C. Field Sampling Test Plans (Draft and Final)

The Contractor shall develop a Draft Field Sampling Plan (FSTP) and shall submit the Draft

FSTP to the COR for review and approval with 60 days of the Post-Award meeting. This plan shall detail anticipated field activities, including objective(s), sampling protocols, sampling equipment, parameters to be measured, vessel and crew requirements, logistic plans and contingency plans addressing potential issues (e.g., weather delays, decommissioning schedule changes, and equipment and/or data failure or loss). Safety protocols for field sampling shall be submitted as an attachment to the Draft FSTP. Vessel, crew, and activity revisions within the scope of the approved plan may be e-mailed to the COR two weeks prior to a sampling cruise.

BOEM will review the DFSP within 30 days of delivery and identify corrections or deficiencies.

The Contractor will then have 30 days to correct these issues and provide a Final FSTP.

D. Quarterly Reports and teleconferences

The Contractor shall, quarterly, prepare and submit status reports summarizing work conducted.

These shall be letter reports in the Contractor’s format and shall include a brief discussion of the following topics: 1) all work accomplished and results achieved during the quarter, 2) Quality

Management activities and results for the quarter, 3) spending for the quarter and supporting documents, 4) planned actions for the next quarter, 5) all identified risks and problems, potential impacts (e.g., budget and schedule), and proposed mitigation or issue resolution measures, and 6) work performance and spend rate as measured against project objectives and subordinate tasks defined in the Project Plan and work breakdown structure. In addition, the Contractor shall provide details or a thorough discussion of any data reduction or analysis performed during that quarter, if it is not already included in a formal deliverable like a draft or final report.

Specifically, during the quarter in which data analyses are ongoing, the report should outline the

High-Resolution Geophysical Surveys: Open Water Testing Page 17 of 57 proposed analyses and allow for BOEM review. The Contractor shall distribute quarterly reports via e-mail to the parties listed in Section F.6. The Contractor shall follow up each quarterly report with a teleconference to include the Project Manager, COR and Study PIs. Additional

Contractor personnel may participate if necessary.

E. Journal Publications and Conference Presentations

If the Contractor prepares any abstracts, summaries, or manuscripts intended for publication in journals or for oral presentation, based on this study, each must be submitted to the COR for review and comment prior to submittal to the journal or conference authority and any comment incorporated to the extent practical. The Contractor shall document and submit to the COR the results of such efforts, e.g., acceptance for publications, acceptance for presentations, final versions, journal articles published, presentations, abstracts, proceedings papers, and reference citations.
