About this file
This Justification for Limited Source Justification (LSJ) document details a contract extension for Joint Data Support Services Analysis and Future Force Planning for the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD CAPE). The current contract with Tyto Government Solutions, Inc. (HQ0034-20-F-0072) will be extended from August 29, 2025, through January 28, 2026, for a total value of $1,072,646.89 using Fiscal Year 25 Operation and Maintenance Funds. The extension is necessary due to delays in awarding a planned multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract, with the original contract award date pushed to October.
The services support DoD's analytical requirements across functional areas including Air and Space, Ground, Maritime, Logistics, Command & Control, Communications, Intelligence, Surveillance, and Reconnaissance. The extension aims to prevent service interruption and avoid substantial transition costs estimated at $404,783.53, which would result from onboarding a new contractor. The government posted a "Notice of Intent" on SAM.GOV on August 6, 2025, with a response deadline of August 13, 2025, and received no responses. The contract will be a hybrid structure with Firm-Fixed Price (FFP), Firm-Fixed Price Level of Effort (FFP-LOE), and Time and Material (T&M) Contract Line-Item Numbers (CLINs).

JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION (LSJ)
UNDER FEDERAL ACQUISITION REGULATION SUBPART 8.4
1. AGENCY AND CONTRACTING ACTIVITY: The Department of Defense, Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Research & Engineer Directorate (ERED), Technical Analysis Branch (TAB) on behalf of the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD
CAPE).
2. DESCRIPTION OF ACTION: The OSD CAPE has a continuing need for Joint Data
Support Services Analysis and Future Force Planning. These services are currently supported under Contract HQ0034-20-F-0072, which was awarded to Tyto Government Solutions, Inc. The current contract was previously extended for 3 months on May 29, 2025 and expires on Aug 28, 2025. The Government intends to extend the current contract Period of Performance (PoP) for continuity of services while the Government works to award a multiple award Indefinite Delivery Indefinite Quantity (IDIQ). This action will continue to provide the required support services to OSD CAPE. Therefore, this extension will be required to continue services while the Government completes its source selection process. The contract extension will be awarded as a hybrid contract, with Firm-Fixed Price (FFP), Firm -Fixed Price Level of Effort (FFP-LOE) and Time and Material (T&M) Contract Line-Item Number (CLINs), with a total value of $1,072,646.89, using Fiscal Year 25 Operation and Maintenance Funds. The POP will be extended from August 29, 2025, through January 28, 2026.
3. DESCRIPTION OF SUPPLIES/SERVICES: The OSD CAPE has a requirement to provide data development, analysis, and information technology support to implement Joint Data Support (JDS) activities associated with the DoD’s Analytical Support Services to Future Force Planning. JDS provides data development and analysis support to DoD’s studies and analysis in the following functional areas: Air and Space; Ground; Maritime; Logistics; Command & Control (C2) Communications & Computer systems (C4); and Intelligence, Surveillance, and Reconnaissance (ISR). This work shall be accomplished by managing and participating in Department-level studies, warfighting, and analysis and by developing and managing data of U.S. and Non-U.S. equipment, unit, force structure, capability, and deployment data (including planning, programming, and acquisition data). The work includes developing or assisting the development of data for order of battle, operations, infrastructure, logistics, communications, intelligence, and concept of operations (CONOPS).
Bridge Summary Performance Period Dates Amount FY 2025 29 August 2025 – 28 January 2026 $1,072,646.89
4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES: This action is under the procedures of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed under the Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole source or limited sources procedures.”
Failure to extend these services and the loss of the support and expertise of the JDS Analysis contract will disrupt OSD CAPE JDS’s mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them.
The contracting team has originally anticipated the planned follow-on contracting vehicle, Joint Data and Analytic Support Services IDIQ, would be fully executed and able to support related JDS Analysis services by contract’s end on 28 August 2025.
However, due to unexpected circumstances (e.g., unexpected volume of vendor proposals received), the IDIQ’s anticipated contract award date has been pushed to be awarded in October, leaving a three-month service gap for the organization.
Extending the JDS Analysis contract for five months will allow us to continue receiving essential services supporting DoD analysis while ensuring a seamless transition to the new IDIQ contract once it is fully executed.
Failure to extend support would result in substantial duplication of cost to the Government. The substantial duplication of cost is estimated at $404,783.53 which is not expected to be recovered through competition. The estimated $404,783.53 cost of this extension includes approximately 2,912 additional labor hours, awarding services to a contractor other than Tyto would involve multiple transitions between potential contract holders (incumbent contractor, temporary contractor, and new contract awardees) which involves the Government paying multiple contractors for transition of different contracts for continuous support.
The Government would incur significant onboarding, training, and knowledge transfer costs in order to reach the current incumbent's level of expertise. We estimate the following cost breakdown for duplication of effort:
• Onboarding and Training: $57,826.22 based on onboarding costs which consists of onboarding with security, updating credentials on Common Access Card (CAC), Pentagon Access, and network accounts being processed.
• Knowledge Transfer: $115,652.44 based on estimated 80 hours required for current staff to document work and transfer knowledge.
• Opportunity Cost of Delays: $231,304.88, assuming a 30-day lapse in service to complete the award, based on financial risk due to delayed ability to address mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them.
5. BEST VALUE DETERMINATION: The Contracting Officer (CO) determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR 15.404-1 “Proposal Analysis Techniques,” specifically FAR 15.404-1(b)(2)(ii) and FAR 15.404-1(b)(2)(v) to ensure award will be at fair and reasonable prices. In addition, the Government will compare proposed prices set forth by Tyto Government Solutions to historical prices paid by the Government under the current task order contract, HQ0034- 20-F-0072, as well as compare proposed prices within the Independent Government Cost Estimate prepared for the PoP extension.
6. MARKET RESEARCH: Due to the urgent need to extend services to avoid a lapse in contractor support, the Government posted a “Notice of Intent” on SAM.GOV to notify industry of its intent to extend services on August 6, 2025 with a due date of August 13, 2025 and we received no responses.
7. OTHER SUPPORTING FACTS: Due to the irreparable damage that may result to the OSD CAPE JDS mission should services be interrupted with a lapse in services during the source selection process; a POP extension will be negotiated with Tyto Government Solutions to provide services until the IDIQ and first task order is awarded. The task order extension will be issued as the most logical cost-effective strategy and solution to the Government which will avoid duplicative costs and unacceptable delays in fulfilling the agency’s requirement and a potential gap in performance of critical services until time of contract award.
8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO
THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: This requirement is being recompeted unrestricted where the Government intends to award an IDIQ where this requirement will be part of the first task order due to the consolidation of three previous contracts. However, due to time constraint with the source selection process, the Government must restrict award consideration and implement an extension to Tyto Government Solutions while the Government works through the source selection process to award the new IDIQ contract. Soliciting an open competition for a bridge contract for these services will take at least 180 days, which would cause a gap in the required services which would cause a lapse in the services. JDS cannot afford to have any interruption or a lapse in the performance of these services to compete an additional contract in additional to the contract award. The lapse or delay in services would cause irreparable damage to CAPE JDS mission.
9. If this acquisition is for new work as a logical follow-on to on original Federal Supply
Schedule (FSS), was the original order was placed under the FSS ordering procedures?
☒Yes, the original acquisition was issued on a competitive basis.
☐No, a copy of the previous justification is attached. The actions to remove any barriers to competition cited on the previous justification ☐ were ☐ were not completed [Must include explanation of why the answer is “no”].
