DEPARTMENT OF DEFENSE

WASHINGTON HEADQUARTERS SERVICES

1155 DEFENSE PENTAGON

WASHINGTON, DC 20301-1155

ACQUISITION

DIRECTORATE

LIMITED SOURCES JUSTIFICATION

Upon the basis of the following justification, I hereby approve the use of restricting consideration of the proposed contractual action pursuant to the authority of FAR 8.405-6.

JUSTIFICATION

1. AGENCY AND CONTRACTING ACTIVITY: [FAR 8.405-6 (c) (2) (i)]

Agency:

Department of Defense

Office of the Under Secretary of Defense, Acquisition, Technology, & Logistics

Deputy Assistant Secretary of Defense for Supply Chain Integration (DASD(SCI))

3090 Defense Pentagon

Washington, DC 20301-3090

Contracting Activity:

Department of Defense

Washington Headquarters Services (WHS) Acquisition Directorate (AD)

1155 Defense Pentagon

Washington, DC 20301-1155

2. NATURE/DESCRIPTION OF ACTION(S): [FAR 8.405-6 (c) (2) (ii)]

This justification approves an extension of services by Logistics Management Institute (LMI) utilizing FAR Clause 52.217-8. The approved extension is for a month-and-a-half period, with another month-and-a-half option. The current contract, HQ0034-13-A-0002 Task Order 0013, ends on May 15th, 2017. This extension will avoid disruptions to mission critical programs and activities that are currently underway at the DASD(SCI).

3. DESCRIPTION OF SUPPLIES/SERVICES: [FAR 8.405-6 (c) (2) (iii)]

The contractor, Logistics Management Institute (LMI), will continue to provide the DASD(SCI) office support to achieve best-in-class supply chain processes, integrate end-to-end supply and distribution activities, implement DoD-wide logistics strategies, and track results of those efforts.

The dollar value for this Three month extension is $1,456,379.56.

4. AUTHORITY AND SUPPORTING RATIONALE: [FAR 8.405-6 (c) (2) (iv)]

Under FAR 8.405-6(a)(1)(i)(B), LMI currently meets the requirement of “only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” LMI has the unique knowledge and background working with DASD(SCI) on a daily basis, has the required staff, the specific technical expertise, and the required clearances. This extension is being requested by exercising

FAR Clause 52.217-8, which was included within the solicitation and resultant task order at time of award; however, the pricing of the option was not included in the total evaluated price of the price reasonableness evaluation. Since the FAR clause states “the Government may require continued performance of any services within the limits and at the rates specified in the contract,” new exercised SLINs 200102, 200301, and 200202, and option SLINs 300102, 300301, & 300202, will be created to reflect the same monthly pricing allowed for in the Option

Period One SLINs 100102, 100301, 100201.

In addition to these statements, the primary factor supporting this request to extend services based on Option Year One rates, is that this requirement is to be consolidated on a new, competed award to the new LOGS BPA. This consolidation will provide great cost savings and administrative efficiency. The consolidated award is anticipated to be awarded on July 1st, 2017, and continuity until this period is essential. Only continued, uninterrupted support from the incumbent contractor through July 1st, 2017 with a potential extension not to exceed August 15th, 2017, can prevent a disruption to DASD(SCI).

5. REPRESENTATION OF THE BEST VALUE: [FAR 8.405-6 (c) (2) (v)]

The Contracting Officer will ensure that the rates set in OY1 are used for this extension IAW

FAR 52.217-8. At the time of original award evaluation, although the amounts for the additional period were not evaluated, the original total evaluated price was considered the best value to the

Government.

6. DESCRIPTION OF MARKET RESEARCH: [FAR 8.405-6 (c) (2) (vi)]

Market research reveals that there are vendors that can perform these services, but in order to complete the new competition, an additional three months of service will be required under the current effort to avoid a break in service. Washington Headquarters Services, Acquisition

Directorate is processing the new competition under the LOGS BPA.

7. ANY SUPPORTING FACTS: [FAR 8.405-6 (c) (2) (vii)]

None

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: [FAR 8.405-6 (c)

(2) (viii)]

The Government is currently processing a competition for the new consolidated task order against the WHS LOGS BPA. The new solicitation should be ready no later than the middle of

May 2017, with an anticipated award of July 1st, 2017.

9. TECHNICAL/REQUIREMENTS CERTIFICATION: [FAR 8.405-6 (c) (2) (x)]

I certify that the facts and representation under my cognizance which are included in this justification and which form the basis for this justification are complete and accurate.
