Justification for Limited Source Justification (LSJ)
This is a Justification for Limited Source Justification document for a Department of War (DoW) contract extension under Federal Acquisition Regulation (FAR) Subpart 8.4. The Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Research & Engineering Directorate (ERED), and Technical Analysis Branch (TAB) seek to extend professional and technical support services currently provided by Ian Evan Alexander (IEA)-Everwatch under existing contract HQ0034-20-F0224. The Government intends to issue a Call Order against the OUSW Enterprise BPA by February 28, 2026, with a one-month extension (30-day option period) to complete source selection. The follow-on contract is anticipated to be awarded by March 31, 2026. The performance period for the two-month extension runs from March 1, 2026 through April 30, 2026.
The required services include customer-focused technical, professional, administrative, management, policy, and operational support capabilities enabling day-to-day operations, encompassing expertise in security, resource requirements, strategic planning, concept development, program analysis and evaluation, and policy development. The justification cites irreparable damage to the mission, loss of specialized expertise, substantial cost duplication, and continuity of services as rationales for sole-source extension. Cost duplication is estimated to include onboarding and training expenses, knowledge transfer costs, opportunity costs from service delays, and transition costs involving multiple vendor changes. The Government posted a Notice of Intent on SAM.GOV on February 20, 2026, which received no responses. The Contracting Officer determines anticipated prices are fair and reasonable through comparison with historical pricing under the current contract and an Independent Government Cost Estimate. This justification has been approved by the Competition Advocate.
