About this file
This document is a Justification for Limited Source Justification (LSJ) for the Department of Defense Washington Headquarters Services. The document covers a three-month contract extension for Joint Data Support (JDS) Services with Tyto Government Solutions, Inc., currently supporting the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE). The extension will run from May 29, 2025, through August 28, 2025, with a total contract value of $625,347.66 using Fiscal Year 25 Research Development Test & Evaluation Funds.
The JDS services provide data development, analysis, and information technology support for DoD's Analytical Support Services to Future Force Planning across functional areas including Air and Space, Ground, Maritime, Logistics, Command & Control, Communications, Intelligence, Surveillance, and Reconnaissance. The extension is critical to maintain continuity of services while the government completes a source selection process for a new multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will be structured with Firm-Fixed Price, Firm-Fixed Price Level of Effort, and Time and Material contract line items to ensure uninterrupted support for DoD studies, analysis, and data management.

WASHINGTON HEADQUARTERS SERVICES
1155 DEFENSE PENTAGON
WASHINGTON, DC 20301-1155
Control No. WHS-2025-1693 - JA
JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION (LSJ)
UNDER FEDERAL ACQUISITION REGULATION SUBPART 8.4
1. AGENCY AND CONTRACTING ACTIVITY: The Department of Defense, Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Research & Engineer Directorate (ERED), Technical Analysis Branch (TAB) on behalf of the Office of Secretary of Defense for Cost Assessment and Program Evaluation
(OSD/CAPE).
2. DESCRIPTION OF ACTION: The OSD/CAPE has a continuing need for Joint Data
Support Services to Future Force Planning. These services are currently supported under Contract HQ0034-20-F-0072, which was awarded to Tyto Government Solutions, Inc., The current contract expires May 28, 2025. The Government intends to extend the current contract Period of Performance (PoP) for continuity of services while the Government works to award a multiple award Indefinite Delivery Indefinite Quantity(IDIQ). This action continues providing required support services to the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE).
Therefore, this extension will be required to continue services while the Government completes its source selection process. The extension will be awarded as a hybrid contract, with Firm-Fixed Price (FFP), Firm -Fixed Price Level of Effort (FFP-LOE) and Time and Material (T&M) Contract Line-Item Number (CLINs), with a total value of $625,347.66, using Fiscal Year 25 Research Development Test & Evaluation Funds. The POP will be extended from May 29, 2025, through August 28, 2025.
3. DESCRIPTION OF SUPPLIES/SERVICES: The OSD/CAPE has a requirement to provide data development, analysis and information technology support to implement Joint Data Support (JDS) activities associated with the DoD’s Analytical Support Services to Future Force Planning. JDS provides data development and analysis support to DoD’s studies and analysis in the following functional areas: Air and Space; Ground; Maritime; Logistics; Command & Control (C2) Communications & Computer systems (C4); and Intelligence, Surveillance, and Reconnaissance (ISR). This work shall be accomplished by managing and participating in Department-level studies, warfighting, and analysis and by developing and managing data of U.S. and Non-U.S. equipment, unit, force structure, capability, and deployment data (including planning, programming and acquisition data). The work includes developing or assisting the development of data for order of battle, operations, infrastructure, logistics, communications, intelligence, and concept of operations (CONOPS).
Bridge Summary Performance Period Dates Amount FY 2025 29 May 2025 – 28 August 2025 $625,347.66
4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES: This action is under the procedures of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed under the Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole source or limited sources procedures.”
Failure to extend these services and losing the support and expertise of the JDS Analysis contract will disrupt our organization’s mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them. If support is interrupted or delayed, analysts across the Department will lose access to data, resources, and expertise that senior leaders base their decisions. Analysts on this contracting have been supporting the DSD’s Defense Comprehensive Review, and the robustness of analysis fueling the effort could suffer with an interruption to service.
Extending the JDS Analysis contract for three months will allow us to continue receiving essential services supporting DoD analysis while ensuring a seamless transition to the new IDIQ contract once it is fully executed.
5. BEST VALUE DETERMINATION: The Contracting Officer (CO) determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR 15.404-1 “Proposal Analysis Techniques,” specifically FAR 15.404-1(b)(2)(ii) and FAR 15.404-1(b)(2)(v) to ensure award will be at fair and reasonable prices. In addition, the Government will compare proposed prices set forth by Tyto Government Solutions to historical prices paid by the Government under the current task order contract, HQ0034- 20-F-0072, as well as compare proposed prices within the Independent Government Cost Estimate prepared for the PoP extension.
6. MARKET RESEARCH: Due to the urgent need to extend services to avoid a lapse in contractor support, the Government posted a “Notice of Intent” on SAM.GOV to notify industry of its intent to extend services on May 5, 2025. The NOI posted did not receive any responses.
7. OTHER SUPPORTING FACTS: Due to the irreparable damage that may result to the CAPE JDS mission should services be interrupted with a gap in services during the source selection process; a POP extension will be negotiated with Tyto Government
Solutions to provide services until the IDIQ and first task order is awarded. The task order extension will be issued as the most logical cost-effective strategy and solution to the Government which will avoid duplicative costs and unacceptable delays in fulfilling the agency’s requirement and a potential gap in performance of critical services until such time of protest conclusion.
8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO
THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: This requirement is being recompeted unrestricted where the Government intends to award an IDIQ where this requirement will be part of the first task order due to the consolidation of three previous contracts. However, due to time constraint with the source selection process, the Government must restrict award consideration and implement an extension to Tyto while the Government works through the source selection process to award the new contract. Soliciting an open competition for a bridge contract for these services will take at least 180 days, which would cause a gap in the required services which would cause a lapse in the services. JDS cannot afford to have any interruption or a lapse in the performance of these services in order to compete an additional contract in additional to the contract award. The lapse or delay in services would cause irreparable damage to CAPE JDS mission.
9. If this acquisition is for new work as a logical follow-on to on original Federal Supply
Schedule (FSS), was the original order was placed under the FSS ordering procedures?
☒Yes, the original acquisition was issued on a competitive basis.
☐No, a copy of the previous justification is attached. The actions to remove any barriers to competition cited on the previous justification ☐ were ☐ were not completed [Must include explanation of why the answer is “no”].
☐Not Applicable. This is a new requirement.
