About this file
This Justification for Limited Source Justification (LSJ) documents a four-month contract extension for Joint Data Support Services to Future Force Planning with Tyto Government Solutions, Inc. The Department of Defense Washington Headquarters Services will extend the current contract (HQ0034-20-F-0353) from September 14, 2025, through January 13, 2026, with a total value of $1,122,808.72 using Fiscal Year 25 Operation and Maintenance Funds. The extension will be a hybrid contract with Firm-Fixed Price and Time and Material contract types.
The services support the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE) by providing data collection, analysis, cleansing, integration, visualization, and information technology support across functional areas including air, space, ground, maritime, logistics, command and control, communications, cyber, and intelligence. The extension is necessary to ensure continuity of services while the government completes a competitive source selection process for a new Indefinite Delivery Indefinite Quantity (IDIQ) contract, with the anticipated new contract award expected in Fiscal Year 2026. The government determined that changing contractors would result in substantial additional costs estimated at $501,624.34, including onboarding, training, and knowledge transfer expenses.

DEPARTMENT OF DEFENSE
WASHINGTON HEADQUARTERS SERVICES
1155 DEFENSE PENTAGON
WASHINGTON, DC 20301-1155
Control No. 1823 - JA August 14, 2025
JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION (LSJ)
UNDER FEDERAL ACQUISITION REGULATION SUBPART 8.4
1. AGENCY AND CONTRACTING ACTIVITY: The Department of Defense, Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Research & Engineer Directorate (ERED), Technical Analysis Branch (TAB) on behalf of the Office of Secretary of Defense for Cost Assessment and Program Evaluation
(OSD/CAPE).
2. DESCRIPTION OF ACTION: The OSD/CAPE has a continuing need for Joint Data
Support Services to Future Force Planning. These services are currently supported under Contract HQ0034-20-F-0353, which was awarded to Tyto Government Solutions, Inc., the current contract expires September 13, 2025. The Government intends to extend the current contract Period of Performance (PoP) for continuity of services while the Government works to award a competitive multiple award Indefinite Delivery Indefinite Quantity (IDIQ). This action continues providing required support services to the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE).
Therefore, this extension will be required to continue services while the Government completes its source selection process. The extension will be awarded as a hybrid contract, with Firm-Fixed Price (FFP), Time and Material (T&M) contract type with a total value of $1,122,808.72, using Fiscal Year 25 Operation and Maintenance Funds.
The POP will be extended from September 14, 2025, through January 13, 2026.
3. DESCRIPTION OF SUPPLIES/SERVICES: The OSD/CAPE has a requirement to provide data collection, analysis, cleansing, integration, visualization, and information technology support to implement JDS activities associated with the DoD’s Analytical Support to Force Planning process as well as other leadership-directed study and analysis requirements. JDS provides data development and analysis support to the DoD in the following functional areas:
air and space; ground; maritime; logistics; command and control (C2), communications and computer systems (C4); cyber; and intelligence, surveillance, and reconnaissance (ISR). This work shall be accomplished by collecting, developing, and managing data for U.S. and other units, force structure, capability, and deployment (including planning, programming and acquisition data). The work includes managing and participating in Department-level studies and analysis and includes developing or assisting the development of data for order of battle, operations, infrastructure, logistics, communications, intelligence, and concept of operations (CONOPS).
Bridge Summary Performance Period Dates Amount FY 2025 14 September 2025 – 13 January 2026 $1,122,808.72
4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES: This action is under the procedures of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed under the Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole source or limited sources procedures.
Failure to extend these services and losing the support and expertise of the JDS Collections contract will disrupt our organization’s mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them. If support is interrupted or delayed, analysts across the Department will lose access to data, resources, and expertise that senior leaders base their decisions. Analysts on this contracting have been supporting the DSD’s Defense Comprehensive Review, and the robustness of analysis fueling the effort could suffer with an interruption to service.
The contracting team has originally anticipated the planned follow-on contracting vehicle, Joint Data and Analytic Support Services IDIQ, would be fully executed and able to support related JDS Collection services by contract’s end on 13 September.
However, the Government is still conducting a competitive source selection to award an IDIQ. The anticipated contract award will be executed in Fiscal year 2026 at the earliest.
Extending the JDS Collection contract for four months will allow us to continue receiving essential services supporting DoD analysis while ensuring a seamless transition to the new IDIQ contract once it is fully executed.
Failure to extend support would result in substantial duplication of cost to Government.
The substantial duplication of cost is estimated at $501,624.34, which is not expected to be recovered through competition. The estimated $501,624.34 cost of this extension includes approximately 3,654 additional labor hours or more, awarding services to a contractor other than Tyto would involve multiple transitions between potential vendors (incumbent vendor, temporary vendor, and new long-term vendor), which involves the Government paying multiple vendors for transition of different contracts for continuous support.
The Government would incur significant onboarding, training, and knowledge transfer costs in order to reach the current incumbent's level of expertise. We estimate the following cost breakdown for duplication of effort:
• Onboarding and Training: $71,660.62 based on onboarding costs which consists of in-doc with security, updating credentials on Common Access Card (CAC), Pentagon Access, and network accounts being processed.
• Knowledge Transfer: $143,321.24 based on estimated 80 hours required for current staff to document work and transfer knowledge.
• Opportunity Cost of Delays: $286,642.48 assuming a 30-day lapse in service to compete the award, based on financial risk due to delayed ability to address mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them.
5. BEST VALUE DETERMINATION: The Contracting Officer (CO) determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR 15.404-1 “Proposal Analysis Techniques,” specifically FAR 15.404-1(b)(2)(ii) and FAR 15.404-1(b)(2)(v) to ensure award will be at fair and reasonable prices. In addition, the Government will compare proposed prices set forth by Tyto Government Solutions to historical prices paid by the Government under the current task order contract, HQ0034- 20-F-0353, as well as compare proposed prices within the Independent Government Cost Estimate prepared for the PoP extension.
6. MARKET RESEARCH: Due to the urgent need to extend services to avoid a lapse in contractor support, the Government posted a “Notice of Intent” on SAM.GOV to notify industry of its intent to extend services on August 22, 2025, with a due date of August 29, 2025.
7. OTHER SUPPORTING FACTS: Due to the irreparable damage that may result to the CAPE JDS mission should services be interrupted with a gap in services during the source selection process; a POP extension will be negotiated with Tyto Government Solutions to provide services until the IDIQ and first task order is awarded. The task order extension will be issued as the most logical cost-effective strategy and solution to the Government which will avoid duplicative costs and unacceptable delays in fulfilling the agency’s requirement and a potential gap in performance of critical services until such time of protest conclusion.
8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO
THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: This requirement is being recompeted unrestricted where the Government intends to award an IDIQ where this requirement will be part of the first task order due to the consolidation of three previous contracts. However, due to time constraint with the source selection process, the Government must restrict award consideration and implement an extension to Tyto while the Government works through the source selection process to award the new contract. Soliciting an open competition for a bridge contract for these services will take at least 180 days, which would cause a lapse in the services. The lapse or delay in services would cause irreparable damage to CAPE JDS mission.
9. If this acquisition is for new work as a logical follow-on to on original Federal Supply
Schedule (FSS), was the original order was placed under the FSS ordering procedures?
