About this file
This is a Questions and Answers document for Solicitation M0068126Q0037, addressing clarifications regarding aircraft support services and facility operations.
The Q&A addresses five key areas of contractor inquiry. First, quantities specified in the RFQ—30 hours of aircraft support, 18 days of facility support, and 18 days of site support—represent total maximum amounts for the entire ordering period, not per iteration. Second, the government will accept quotes reflecting only the solicitation quantities (1.7 blade hours per day), rejecting proposals that increase to industry-standard rates of 3 blade hours per day. Third, aircraft repositioning costs must be included within the Firm Fixed Price for Item 0001, as quoted prices must cover all services outlined in the Performance Work Statement. Fourth, the government does not require on-site medical services but mandates an adequate transportation and casualty evacuation plan. Fifth, the enclosed safety vehicle required for casualty transportation to the nearest medical facility has no specific requirements beyond those stated in the PWS, provided an adequate transportation and casualty evacuation plan is in place.

Solicitation M0068126Q0037 Q&A
1. Do the quantities shown in the RFQ, 30 Hours of aircraft support, 18 days of facility and 18 days of Site Support, pertain to each iteration, or are they total amounts for the ordering period?
Government Response: The quantities listed reflect the total maximum for the entire ordering period.
2. 30 Blade Hours over 18 days equals 1.7 Blade hours per day, which is an unusually small number of blade hours for a full day of jump operations . The industry standard is 3 blade hours per day. Will the government accept quotes that factor 3 blade hours per day?
Government Response: Government will accept quotes that reflect the quantities on the solicitation, nothing more or less.
3. Aircraft reposition is not listed in the price structure. Should repositioning costs be factored into Item 0001?
Government Response: Quoted prices must reflect the total Firm Fixed Price amount required to perform all services within the Performance Work Statement, which is inclusive of any aircraft repositioning required.
4. PWS 4.5 “Emergency Services” – Please confirm that there is no requirement to provide on-site medical services?
Government Response: Correct, however the Government requires an adequate transportation and a casualty evacuation plan in place.
5. PWS 4.5.4 “The Contractor shall provide an enclosed safety vehicle for transportation of a casualty to the nearest medical facility” – Are there any specific requirements for this vehicle?
