About this file

This is a Questions and Answers document for solicitation M0068126Q0095, addressing vendor inquiries regarding the procurement of three lightweight street motorcycles for the United States Marine Corps (USMC) Miramar facility to support motorcycle safety training and rider education. The deadline for award is September 11, 2026, and vendors must be fully registered in SAM at the time of award; quotes from entities with pending SAM registration are acceptable if registration is completed by award date.

Key requirements and clarifications include: motorcycles must be street-legal under California Vehicle Code and DOT regulations; country of origin must not be China (including electronic systems components); manufacturer's VIN satisfies unique identification requirements, eliminating the need for additional IUID/Data Matrix marking; the three motorcycles need not be identical makes, models, or model years provided each meets minimum specifications; certified pre-owned motorcycles are acceptable if dealer-inspected, serviced, and certified roadworthy with documented multi-point inspection records; the Government will handle California title and registration, so vendors should exclude those fees from quotes; standard commercial warranty with minimum 30-90 days/12 months powertrain and structural coverage from acceptance date is acceptable; delivery must occur within California during standard operating hours (0730-1500 PST, M-F) and coordinated 48-72 hours in advance with the Contracting Officer's Representative Maria Sims at (858) 307-1359; drivers must be U.S. citizens or permanent residents with valid REAL ID and proof of insurance for gate access; CMMC compliance is not required and that clause will be removed at award; and subcontracting is permitted. Specific engine displacement, ABS requirements, and California certification details remain defined in Section C of the RFQ.

Solicitation: M0068126Q0095 Title of Requirement: Miramar Safety Motorcycles Q&A #1-10 as of 4 September 2026

Questions
Answers
1
I wanted to inquire whether quotes from entities with pending SAM registration will be considered, or if there is any flexibility on the September 9 deadline.
Vendor is able to submit a quote; however, they must be fully registered on SAM at time of award which is 11 Sept 2026.
2
We noticed DFARS 252.204-7021 is included, but we did not see a CMMC level identified. Is CMMC required for this purchase, and if so, what level is required?

CMMC is not required, this clause will be removed upon award.

3
For the unique identification requirement, will the manufacturer's VIN on each motorcycle satisfy the requirement, or would we need to provide an additional IUID/Data Matrix marking?
The manufacturer’s VIN would satisfy the requirement.
4
The solicitation says not to include tag or registration fees in our quote. Will the Government handle the California title and registration, with the contractor providing the necessary title/dealer paperwork?

The Government will handle the Title and registration.

5
The specifications allow new or certified pre-owned motorcycles. For a pre-owned motorcycle, does it need to be part of a manufacturer's official Certified Pre-Owned program, or is a motorcycle that has been inspected, serviced, and certified roadworthy by the selling dealer acceptable?

A dealer-inspected, serviced, and certified roadworthy motorcycle is acceptable, provided the vendor submits documented multi-point inspection records and passes all baseline mechanical checks prior to final Government acceptance.

6
Do all three motorcycles need to be the same make, model, and model year, or can they be different as long as each motorcycle meets all of the minimum specifications?

Different makes, models, or model years are acceptable as long as each individual unit complies fully with the minimum specifications

7
Are there any special delivery, unloading, appointment, or base-access requirements we should account for when arranging delivery to the Miramar Distribution Management Office?

Delivery must be coordinated with the Contracting Officer’s Representative (COR) / DMO at least 48–72 hours in advance. Drivers must be U.S. citizens or permanent residents with valid REAL ID/driver's license, vehicle registration, and proof of insurance for MCAS Miramar gate access. Delivery must occur during standard operating hours (0730–1500 PST, M–F). Access POC Ms. Maria Comm (858) 307-1359 or maria.sims@usmc.mil

8
We noticed several Buy American, Free Trade Agreement, and Trade Agreements provisions in the solicitation. Could you please clarify which country-of-origin requirement applies to the motorcycles and whether motorcycles manufactured in a designated or qualifying country are acceptable?

Motorcycles with a country of origin in China are not acceptable. If the motorcycle also has electronic systems with the parts manufactured in China those are also unacceptable.

9
AOC Enterprises LLC would be purchasing the motorcycles from a motorcycle dealer and providing them to the Government as the prime contractor. Is this arrangement acceptable as long as the motorcycles are inspected, serviced, and certified roadworthy by the motorcycle dealer prior to delivery?
Yes, subcontracting is permitted as long as it fulfils the requirement.
10
Is there a minimum manufacturer or dealer warranty required for the motorcycles, or is the standard warranty provided with the motorcycle acceptable?

Standard commercial warranty is acceptable, provided it includes a minimum of [e.g., 30 to 90 days / 12 months] powertrain and structural coverage from the date of final Government acceptance.

11
Are you specifically looking for street/on-road motorcycles, or would dual-sport/off-road-capable motorcycles also be acceptable?

Motorcycles must be fully street-legal under California Vehicle Code (CVC) and DOT regulations.

12
Would the Government be able to arrange or accept delivery from Oregon to California, or is delivery within California required?

No, they must delivered within California.

13
Are there any additional requirements or preferences regarding engine displacement, ABS, California certification, or intended training use that we should consider when identifying suitable models?

Specific engine displacement ranges and ABS requirements remain strictly as defined in Section C / Salient Characteristics of the RFQ."
