About this file

This is a market research summary document for an emergency catering and logistics requirement supporting wildland firefighting operations at Marine Corps Base Camp Pendleton and Marine Corps Air Station Miramar during the May through November fire season. The United States Marine Corps Regional Contracting Office MCIWEST is seeking a single qualified vendor through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle with one base year plus one option year to provide prepared hot meals (breakfast, lunch, dinner), hydration supplies (bottled water and Gatorade by the pallet), bags of ice, and refrigerated truck rentals for on-site food and beverage staging at active incident command posts or staging areas.

The critical operational constraint is a four-hour rapid response requirement from order placement to delivery at either installation, with 24/7 availability during the fire season to support incident-driven, unpredictable emergency needs ranging from 50 personnel for minor incidents to 500+ personnel for major multi-day operations. The applicable NAICS code is 311991 (Perishable Prepared Food Preparation) with a 500-employee size standard. The Government intends a single-award contract due to the emergency response timeline and need for unified logistical management. Interested vendors must submit a capabilities statement addressing the four-hour delivery capability to both installations, past performance in emergency catering or rapid-response logistics, refrigerated transport asset availability, DUNS number, CAGE code, socio-economic status certification, and relevant experience as detailed in the draft Performance Work Statement (PWS).

Emergency Wildland Fire Catering & Logistics

1. Background & Objective The Government is conducting market research to identify qualified vendors capable of providing emergency catering and logistical support services for the Fire Departments at Marine Corps Base (MCB) Camp Pendleton and Marine Corps Air Station (MCAS) Miramar. Historically, the wildland fire season for these installations’ spans from May through November, presenting a persistent and unpredictable emergency threat.

2. Scope of Requirements The Contractor shall provide all personnel, equipment, supplies, and transportation necessary to prepare and deliver emergency life-support items to active incident command posts or staging areas. The required commodities include:

· Prepared Hot Meals (Breakfast, Lunch, Dinner)

· Hydration Supplies (Pallets of Bottled Water and Gatorade)

· Pallets of Ice

· Refrigerated Truck Rentals (for on-site food/beverage staging)

3. Critical Operational Constraints (Must Meet) Due to the emergency nature of wildland firefighting, this requirement is highly volatile and incident-driven. Capable vendors must be able to meet the following operational constraints:

· Rapid Response: The Contractor must be capable of preparing and delivering orders within a strict four (4) hour time limit from the time the order is placed by the Contracting Officer or designated Ordering Officer.

· 24/7 Availability: Vendors must be capable of receiving and fulfilling orders on an unpredictable, emergency basis during the fire season.

· Scalability: Vendors must be able to scale operations rapidly to support both minor incidents (e.g., 50 personnel) and major, multi-day fire operations (e.g., 500+ personnel).

4. Anticipated Contract Strategy

· Contract Type: Single-Award Indefinite Delivery, Indefinite Quantity (IDIQ).

· Period of Performance: One (1) Base Year plus one (1) Option Year.

· Note: Due to the emergency response timelines, multiple awards are not practical for this requirement. The Government intends to select a single vendor capable of managing the entire logistical footprint.

5. Information Requested Interested vendors should provide a capability statement addressing their ability to meet the critical 4-hour delivery window to both MCB Camp Pendleton and MCAS Miramar, examples of past performance in emergency catering or rapid-response logistics, and their capacity to supply refrigerated transport assets on short notice.
