About this file
This is a Questions and Answers document for solicitation M0068126Q0048, addressing clarifications on ice delivery requirements for the Marine Corps Recruit Depot (MCRD). The requirement specifies weekly deliveries of exactly 912 pounds of bagged ice every Monday beginning at 0600 hours to support recruit training events. The government confirmed this equates to 47,424 pounds annually and that quantities will not vary based on operational requirements, with no anticipated changes to the delivery schedule throughout the contract period. Deliveries must commence precisely at 0600 on Mondays, though contractors must notify the Technical Point of Contact if running late; this is a brand-new requirement with no incumbent or previous similar services.
The Q&A document also clarifies key small business contracting requirements applicable to this solicitation. FAR 52.219-33 (nonmanufacturer rule) remains in full effect, and no waiver has been issued. This means offerors who are not manufacturers, processors, or producers of ice must source their product from a small business manufacturer in the United States or its outlying areas unless an SBA waiver applies. The government acknowledged that commercially available ice bag quantities may result in 900 or 925 pounds per delivery rather than exactly 912 pounds, but did not provide explicit guidance on rounding, reiterating that the requirement is 912 pounds weekly to meet the annual obligation.

Sheet1
| Will deliveries be exactly 912 lbs each week regardless of usage, or is there some variation anticipated? Is the a minimum order quantity? | Every week will be exactly 912lbs. There are no signs of any change to occur. |
| Must delivery occur exactly at 0600 each Monday, or is that simply the earliest that deliveries can occur? | Deliveries must begin at 0600 on each Monday. If there is an instance where you would be potentially running late, you would need to call the TPOC. But the expectation is for deliveries to begin every Monday at 0600. |
| Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | No, this is a brand new requirement. |
| I am preparing my quote as a small business prime contractor. I want to confirm whether a nonmanufacturer rule waiver (FAR 52.219-33) has been issued or is applicable for this solicitation, which would allow me to supply ice from a manufacturer of any size. | No. FAR 52.219-33 is included in the solicitation and remains applicable. The solicitation does not contain or rely on a nonmanufacturer rule waiver allowing a small business nonmanufacturer to supply ice from a manufacturer of any size. If an offeror is not the manufacturer, processor, or producer of the ice, the offeror must comply with FAR 52.219-33 and provide ice manufactured, processed, or produced by a small business in the United States or its outlying areas, unless an SBA waiver applies. |
| The solicitation references “exactly 912 pounds” in weekly deliveries while also stating “up to 47,424 pounds annually.” Can the Government clarify whether the weekly 912-pound delivery quantity is guaranteed each week throughout the contract period, or if quantities may vary based on operational requirements? If so, what is the guranteed minimum lbs delivered weekly? | 47,424lbs divided by weeks (52) = 912lbs. The requirement is exactly 912lbs each week. There are no plans for the requirement to change at this time. |
| Commercially available ice bag quantities appear to result in either 900 lbs or 925 lbs depending on bag count. Would the Government prefer deliveries rounded up to exceed the requested quantity requirement? | The requirement is 912lb. This number weekly gets us the required annial amount required. |
