About this file
This is a Questions and Answers document for solicitation M0068126Q0041, which addresses clarifications regarding proposal submission requirements and contract structure for Amphibious Operations Subject Matter Expertise and Instructor Services with the United States Marine Corps, specifically for the Expeditionary Warfare Training Group, Atlantic (EWTGLANT).
The document clarifies four key points: (1) offerors must include Management and Staffing Plan, Corporate Experience, and Past Performance as discrete, clearly-headed sections within Volume II (Technical Volume) of their proposals; (2) the Government will not modify the period of performance structure from what is written in the solicitation; (3) Letters of Commitment from proposed key personnel confirming their availability and commitment may be submitted as appendices that do not count toward the 10-page proposal limit, provided they contain only confirmation of availability without additional technical content; and (4) the incumbent contractor performing these services was Strategic Resilience Group, LLC. This is a Fiscal Year 2026 NEOP (New Expenses Obligated Plan) contract opportunity.

Questions & Answers M0068126Q0041 Question 1:
The evaluation criteria lists "Management and Staffing Plan", Corporate Experience", and "Past Performance" as evaluation criteria. The proposal instructions do not include directions as to how to include these factors in the proposal. Can the government provide instructions on where these 3 evaluation criteria should be included in Volume II?
Response:
Offerors shall include Management and Staffing Plan, Corporate Experience, and Past Performance within Volume II (Technical Volume). These elements should be clearly addressed as discrete sections within Volume II, with appropriate headings to align with the stated evaluation criteria. Offerors are responsible for ensuring sufficient detail is provided for the Government to evaluate these areas, even if not explicitly broken out in the proposal instructions.
Question 2:
To allow flexibility to EWTGLANT, would the government consider adjusting the period of performance to be a 12 month base year with three 12 month option periods?
Response:
The Government has considered the period of performance structure and has determined that the current structure best supports mission requirements for Expeditionary Warfare Training Group, Atlantic. As such, no changes to the period of performance are contemplated at this time. Offerors shall propose in accordance with the solicitation as written.
Question 3:
Would the Government permit inclusion of a Letter of Commitment, confirming the proposed key personnel’s commitment to accept the position and assume the role on Day 1 of contract performance, as an appendix that does not count toward the 10-page limit?
Response:
Yes, the Government will permit Letters of Commitment for proposed Key Personnel to be included as an appendix to the proposal. These letters will not count toward the 10-page limitation, provided they are strictly limited to confirmation of availability and commitment and do not include additional technical or narrative content.
Question 4:
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current/previous contract number?
Response:
The incumbant was Strategic Resilience Group, LLC.
