About this file
This document contains Government responses to industry questions for RFQ #M0068126Q0013, a Tactical Combat Casualty Care – Advanced Medical Training solicitation issued by the Department of Defense Marine Corps. The questions and answers address vendor qualification requirements, training methodology specifications, facility provisions, contractor responsibilities, and pricing structure. Prospective vendors must be on the Headquarters Marine Corps Health Services TMO approved vendors list; interested parties should contact tecom.healthservices@usmc.mil for approval. The Government requires strict compliance with Live Patient Models (LPM) training methodology and will deem any proposals utilizing Mixed Reality simulators, hybrid approaches, or alternative training methods as technically unacceptable regardless of potential cost savings or technical merit.
The contractor bears full responsibility for procuring and transporting Live Patient Models (animals), providing all equipment, materials, shelter, utilities, and consumables required for training conducted at a Camp Pendleton Range Control-approved range. The Government will not supply transportation, equipment, or materials; the range includes structures but lacks electricity and running water. If contractors utilize range structures, they must provide vapor barriers to cover the ground to prevent exposure to hazardous waste. The contract will be awarded on a firm fixed price basis with a single CLIN (0001), requiring contractors to include all instructor travel, meals, lodging, incidentals, and hazardous waste disposal costs in their quoted price. No reimbursable travel CLINs are available.

Gov’t Responses to Industry Questions
Tactical Combat Casualty Care – Advanced Medical Training
1. Reference Addendum to 52.212-1 Para 5.1(b): The solicitation states quoters must be on the
"Headquarters Marine Corps Health Services TMO approved vendors list." Can the Government provide a point of contact or a public link for vendors to submit to become an approved vendor prior to quote submission?
Government Response: Vendors interested in being added to the Headquarters Marine Corps Health
Services TMO approved vendors list should contact tecom.healthservices@usmc.mil for additional information.
2. Reference PWS Section 2 (Scope): The PWS states that "LPM training is the only viable option."
Given recent advancements in trauma simulation, would the Government consider a technical approach that utilizes Mixed Reality (MR) trauma simulators (such as Exonicus) in lieu of Live
Patient Models, provided the solution meets all JTS learning objectives and reduces bio-hazard risks? https://exonicus.com/
Government Response: No. Although significant progress has occurred to bridge the fidelity gaps with simulation technology, any quote that does not strictly comply with the requirements of the RFQ as stated will be deemed unacceptable and will not receive no further consideration.
3. Reference PWS Section 2 (Scope): If a Mixed Reality solution is proposed as an alternative to
LPM, will the quote be deemed "Technically Unacceptable" based on the current PWS language, or will the Government evaluate the technical merit of the simulation technology?
Government Response: Any quote that does not strictly comply with the requirements of the RFQ as stated will be deemed unacceptable and will not receive no further consideration.
4. Reference PWS Section 2 (Scope): Would the Government accept a "Hybrid" approach that utilizes Mixed Reality for certain "Tactical Field Care" modules to reduce the total number of
Live Patient Models required, effectively lowering the overall cost to the Government?
https://exonicus.com/
Government Response: No. Any quote that does not strictly comply with the requirements of the
RFQ as stated will be deemed unacceptable and will not receive no further consideration.
5. Reference PWS Para 8.3 (Training Location): The PWS states training will occur at a range approved by Camp Pendleton Range Control. Can the Government specify if the provided range includes covered structures, electricity, and running water, or if the contractor must provide all shelter and utilities for the medical stations?
Government Response: No transportation, equipment, or materials will be supplied by the U.S.
Government. Range will have structures but no electricity or running water. If contractor does not provide shelter and wishes to utilize the structures on the range they must also provide a vapor barrier to cover the ground from exposure to hazardous waste.
6. Reference Para 4.1/4.4: Can the Government clarify if the Contractor is responsible for procuring and transporting the Live Patient Models (animals) to the site, or if the Government provides the animals and the Contractor provides only the instruction and medical consumables?

Government Response: In accordance with PWS Para 6.1, contractors shall provide all equipment and materials required for training. Trash and hazardous waste disposal in compliance with State and
Federal regulations is also the responsibility of the contractor.
7. Reference PWS Para 9.1: Can the Government confirm that there are no reimbursable CLINs for travel, and that all instructor travel/lodging costs must be loaded into the Firm Fixed Price of
CLIN 0001?
Government Response: Yes. The resulting contract will be firm fixed price (FFP) and quoters are reminded to provide a FFP quote where the contractor assumes all risk to provide all required services at the quoted price, which must be inclusive travel, meals, lodging and incidentals for their employees.
