Equipment will be utilized by USMC personnel (not contracted operators) to maintain roads, buildings, ranges, landfill, and other extraneous locations when the need for such equipment exceeds the internal capacity available.
The Government intends to award a Firm Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a Base Year and two (2) 12-month Option Periods.
2. BACKGROUND

Their operational objective is to provide USMC non-tactical vehicle and transportation service and support of its customers. SWRFT also supports emergency responders mission to protect and secure Marine Corps Installations.
In the performance of their operations, SWRFT requires the capability to lease heavy construction equipment on a short-term basis when internal capacity cannot support the installations’ requirements.
These rentals are needed during emergency situations, such as storms and inclement weather.
3. SCOPE OF WORK
3.1 The Contractor shall provide heavy equipment leasing services as required via the issuance of task orders under the IDIQ contract.
3.2 The period of each individual lease shall be on a monthly basis, and no longer than two (2) months.
3.3 The services performed under this IDIQ contract only applies to the USMC SWRFT MCB Camp Pendleton, MCAS Miramar, and MCRD-San Diego.
3.4 The Contractor shall provide the equipment specified in each task order. The Contracting Officer Representative (COR), at their sole discretion, will determine whether equipment is considered "similar" within the Equipment Specifications Worksheet and such determination shall not be the basis for claim or request for equitable adjustment.
3.4.1 The Government will not pay transportation costs if equipment is rejected because it is not the item ordered, or it is not in proper working condition upon delivery.
3.5 The Contractor shall deliver the equipment to the Government worksite on or before the requested date. The Contractor shall have a maximum of five (5) calendar days after receipt of a task order to deliver the equipment to the Government worksite.

Lease prices shall be priced on a monthly basis.
3.7.1 Adjustment to lease payments will not be made unless the equipment is unavailable or unusable for 24 hours or longer.
3.8 All task orders will be for a minimum of one week (seven [7] calendar days), and a maximum of sixty (60) calendar days. A monthly rental is defined as thirty calendar days, and all periods of performance will utilize a prorated price based on the quoted monthly rate.
3.9 Required Equipment - The following list is the heavy equipment that is needed:
