About this file

This document is a Questions and Answers (Q&A) file for Solicitation M0068125Q0069, a United States Marine Corps contract for Dive Equipment Services at Camp Pendleton, CA. The solicitation seeks a contractor to provide routine and non-routine depot level maintenance and repair of Divers Life Support System (DLSS), diving support equipment, and hyperbaric chamber facilities for the 1st Reconnaissance Battalion Consolidated Dive Locker.

The Q&A document reveals key details including contractor flexibility in staffing (requiring personnel with specific credentials), estimated equipment quantities to be determined post-award, and scope limited exclusively to Camp Pendleton's Dive Locker. The contract primarily covers scheduled preventative maintenance and repairs, with potential for additional repair requests through a contingency ELIN (line item). Contractors should be prepared to potentially provide equipment tracking and accountability, with the Contracting Officer Representative (COR) to be determined upon contract award.

M0068125Q0069 DIVE EQUIPMENT SVCS Q&A

Below are the questions received by prospective vendors within the alotted time period along with the answers to those questions.

1. Based on the PMS man-hours and requirements outlined, has it been determined whether this requirement is intended to be supported by one full-time individual, or will it require a 2–3 person team to augment the 1st Reconnaissance Battalion Consolidated Dive Locker aboard Camp Pendleton, CA?

a. That is at the discretion of the contractor. As long as the personnel contain the required credentials as stated in sections six (6) & seven (7) of the PWS, then they can perform maintenance services upon the equipment as dictated by the MIP/MRC provided in accordance with NAVSEA regulations.

2. Is there a master list of equipment and quantities? We need to know the exact amount of gear and equipment to in accurately give proposal.

a. This will be provided to the awardee upon award of the contract. Note that in the ELIN worksheet, the quantities are estimated. One can only plan for how many times a piece of equipment will be serviced based on its Preventative Maintenance cycle, and implement a contingency plan(ELIN A087) if the equipment is to fail at any time throughout its life-cycle.

3. Is this a new contract, or are you combining multiple contracts under one umbrella?

a. Answered within the FAR 52.212-1 Addendum, section 7.

4. Is there an incumbent contract? If so, what was contract award number?

a. Answered within the FAR 52.212-1 Addendum, section 7.

5. Will performance under this contract be limited exclusively to Camp Pendleton, or could it also involve support to other Reconnaissance units or safelight lockers ? (e.g., 3rd Recon, 4th Recon (reserve unit)) for inspections, safety stand-downs, or DORA (Diver Operational Readiness Assessment) evaluations?

a. This is exclusively limited to Camp Pendleton’s Dive Locker equipment.

6. Aside from the equipment itemized in the PWS and ELIN worksheet, are there additional DLSS assets or diving systems allocated to Reserve units that the contractor would be responsible for maintaining under this requirement?

a. The equipment/items outlined within the PWS and ELIN worksheet cover specific gear that the contractor would be responsible for maintaining.

7. For safety-related events such as DORA inspections or command-directed stand-downs, will contractor personnel be expected to participate on-site, or is support limited strictly to scheduled PMS maintenance and repairs?

a. The main use of this contract is for scheduled PMS maintenance and repairs, but the incorporation of ELIN A087 allows for the customer to submit a request with the Contracting Office for repairs of an item(s) that are outdide of the normal functions of the required actions within the PM. On-site repairs of immovable equipment will be scheduled unless the above statement occurs. Additionally, considering this contract includes GFP and an appropriate tracking/accountability list will be established to ensure proper oversight of the gear, so the vendor may be required to provide a live-update of the equipment currently in their possession IF inspections/stand-downs were to occur.

8. Also who would the COR be that would be putting the maintenance requirement out quarterly?

a. The COR will be determined upon award of this contract as stated in section 23 of the PWS.
