AMENDMENT 0001 Q&A

The purpose of this amendment is to provide Answers to Questions received by Offerors

Question 1: Contract is solicited 100% for small businesses. We fully fall under those guidelines, however, we don't have the actual certificate from the SBA being all we needed last year was our DVBE certificate. The language is a little confusing on the description end.

Answer: Please refer to RFP Section 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services. “Small business concern”—

Question 2: With our proposal, would you like us to also submit 17 pages of the word document for section 52.212.-3 (these are on the word document twice) or are those just a worksheet for the government side?

Answer: See Instructions to Offerors for details. There is no duplicates clauses; the clauses referenced are: 52.212-3 and 52.212-3 Alt 1

Question 3: We noted times listed for the event dates (ie 1400 - 1800 and 0700 - 1800). Are the the times that the provider should plan to arrive or are these door times?

Answer: These are on-site times for the Vendor. Public gate times are 0800 – 1700 Fri – Sun of show Week. The time block of 1400 – 1800 slated for the Thursday of show week is the time allotted to the vendor to pre-stage and verify existing setup.

Question 4: Confirming the award is for a duration of 2024 - 2028? Verbiage with regard to the Term of the contract was noted stating months?

Term of Contract verbiage: (Page 63)

"TERM OF CONTRACT: The contract contains provisions for a Base Period of three (3) months, and four

(4) option periods of five (5) months each. Refer to FAR 52.217-9, Option to Extend the Term of the Contract."

Answer:. As stated in the solicitation, the term of the contract includes a Base Period of three (3) months, and four (4) option periods of five (5) months each. For further details, please refer to FAR 52.217-9, Option to Extend the Term of the Contract. The contract base period will be commence at contract award, and each sucessive option period will be exercised prior to June of each option year.

Question 5: RFP posted shows Form 1449 as a Draft, will another updated post on SAM.gov be coming with the Form 1449 updated to not state Draft?

Answer: Please refer to SAM.gov. The draft RFP was mistakenly posted; however, the final RFP was posted to SAM.Gov on 17 July 2024.

M0068124R0008

Question 6: ALS vs. CCT? Minimum Clinical Levels and Staffing Requirements All ambulances rendering services shall be staffed and equipped to render paramedic care. Minimum staffing for an ALS ambulance is (1) Paramedic and (1) EMT, and for BLS ambulance, it is (2) ? EMT-B. The minimum requirement for the EMT shall be an EMT- B." ?

Answer: For BLS ambulance, it is 2 EMT’s.

Question 7: 100k events – decreased post covid. (“7) Contractor must have had successful prior experience supporting large scale efents (100,000+ attendees.)

Technical Subfactor 1: Relevant Experience.

a. Offeror shall provide three contracts performed within the past three years from the date of solicitation, where the Offeror has successfully provided ambulance services and medical support for crowds of 100,000 or more, either as a prime contractor or subcontractor."

Is this total for all inclusive days of the event or does each day have 100,000 or more attend?

Answer: It’s inclusive of all days of the event

Question 8: Term of Contract verbiage: (Page 63)

TERM OF CONTRACT: The contract contains provisions for a Base Period of three (3) months, and four (4) option periods of five (5) months each. Refer to FAR 52.217-9, Option to Extend the Term of the Contract

Estimated event hours of day 1 (1400 - 1800) and days 2-4 (0700 - 1800). Should the medical team arrive prior to be in place by these start times or are these door / event start times with guests onsite?

Answer: These are on-site times for the Vendor. Public gate times are 0800 – 1700 Fri – Sun of show week. The time block of 1400 – 1800 slated for the Thursday of show week is the time allotted to the vendor to pre-stage and verify existing setup.

Question 9: Day 1 - 1400 - 1800 times - 4-hour, full staffing?

Answer: Thursday of show week is a setup day, not open to the public, so full staffing is not required. The time block of 1400 – 1800 slated for the Thursday of show week is the time allotted to the vendor to pre-stage and verify existing setup.
