QUESTIONS AND ANSWERS

PERFORMANCE WORK STATEMENT

PART 1

GENERAL REQUIREMENTS

Marine Corps Air Station (MCAS) Miramar has a requirement for a service provider to support the Unit Deployment Program (UDP) in the form of storing individual Marine’s personal property, for the entire duration of their unit deployment. These services will include the packaging of property in cardboard cartons, inventory, consolidation in crates, transportation to vendor warehouse, damage claims process, and delivery of personal property, back to service members at the end of their deployment.

UDP Storage is separate and distinct from Household Goods (HHG). The distinction and entitlement is determined by the dwelling of the Marine and registration of the requirement. Marines entitled to UDP Storage must meet all the following criteria: must occupy the barracks, not drawing basic allowance for housing (BAH), and are going TDY or deployment for longer than ninety days. UDP Storage is requested by a representative on behalf of the deploying unit. This representative is appointed in writing by his/her commander and submits all prerequisite forms on behalf of the unit. The unit representative will be the point of contact for the contractor as well as the Distribution Management Office personnel. HHG is personal property that occupies government or commercial quarters that is moved or stored incidental to a permanent change of station move. The HHG requirement is registered using the Defense Property System (DPS) and service providers are booked by staff at the Joint Personal Property Shipping Office.

The basic contract will cover regular scheduled deployments (UDP, MEU, SPMAGTF) funded by air station operations and maintenance (O&M) funds.

There is a potential for a substantial amount of additional storage requirements to support contingency operations and unscheduled deployments (OIF/OEF) using task orders bearing unit funds. These requirements will have different lines of accounting.

The government will provide the contractor with a site map, for the installation.

PURPOSE

Question Answer

Is it acceptable to partner (subcontract) with a local storage company to shelter items being stored?

Yes it is acceptable to subcontract if needed, considering the subcontractors are DOD approved carriers

Are there any limit limitations?

The Government prefers the carrier be able to package move and store up to 40 personnel on a given service order

How many in the command need storage while on deployment?

The orders for storage could be up to 100 Marines. The Government’s expectation is the Transportation Service Provider would pack-out up to 40 service member’s personal property per day.

Is this a new requirement? If not, what are the incumbent contract details.

This is a follow-on requirement. The incumbent contract number is

M0068118D0010.

What is the contract value? To be determined at time of award

What is the approximate timeline for the contract’s (RFP) release?

The contract is expected to be released by 27 March to begin performance

Could you please provide the MS Excel spreadsheet?

This was included in the PWS as an error; Use SF1449 for pricing submissions.

ELECTRONIC INVOICE SUBMISSION

1. DFARS 252.232-7003 requires electronic submission of payment requests. The Defense Finance and Accounting Service is required to enforce the mandatory requirement for electronic submission of invoices for all packing, crating, and storage contracts for personal property services by 31 December 2018.

2. United States Transportation Command, USTRANSCOM has announced the capability for DPM contractors to electronically submit invoices for payment as part of the continuous reengineering effort of the Defense Personal Property Program.

3. It is now mandatory for contractors to invoice for all packing, crating, and storage contracts and receive payment for DPM services via the DoD-approved Third Party Payment System (TPPS).

4. The Contractor will receive a notification from the COR when electronic invoicing shall begin. Once notified, the Contractor shall establish a partnership with US Bank. Upon establishment of the partnership agreement with US Bank, manual DPM invoicing will no longer be allowed. If the partnership with US Bank is delayed, it will result in payment delays.

5. DPM contractors who provide services for personal property moves will enjoy the same benefits as the current household goods and Nontemporary Storage Transportation Service Providers via TPPS. These benefits include among others: electronic invoice submission, accelerated payments on an average of 3 days, and online visibility of invoice status.

6. The current TPPS provider is US Bank. A representative from US Bank will be contacting eligible DoD-approved DPM contractors in the near future to coordinate partnership terms, system access and required system training.

7. US Bank will impose a surcharge (currently 1.6%, but no more than 2%) for processing DPM invoices. There will be future correspondence addressing this change to the program and providing DPM contractors the opportunity to modify their rates, if necessary, to compensate for the US Bank surcharge.

8. Updated invoicing and payment procedures will be provided upon contract award.

BASE ACCESS

SECURITY REQUIREMENTS

Base access requirements and procedures may change during the term of a contract. The contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification.

Contractor and subcontractor employees shall comply with installation rules and regulations, including installation access requirements. The Contractor is responsible for ensuring that each of its subcontractors fully comply with the following requirements, and shall flow down to subcontracts a clause to satisfy this contractual obligation.

The Commanding Officer of each base has broad authority to remove or exclude any person from the military installation to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of the Marine Corps mission. In the exercise of this authority, the Commanding Officer may refuse to grant entry or may bar Contractor employees, including employees who have been granted a personal entry pass. The Contractor’s employees shall observe and comply with all base rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract.

Contractor personnel performing work under this contract shall be readily identifiable as an employee of the contractor either through the use of uniforms or with nametags, as directed by the Contracting Officer. Any alternate methods of ensuring contractor personnel are readily identifiable must be approved in advance by the Contracting Officer.

Contractor personnel and equipment entering a military installation are subject to security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel.

Business Passes or Employee Credentials:

Contractor employees who are not enrolled in RAPIDGate are required to access the base from the gates which can safely accommodate traffic backups. The MCAS Miramar gate for all installation pass requests is Gate 1, also known as the East Gate. All gates are open to RAPIDGate credentialed Contractor personnel.

Whether to grant temporary access is within the sole discretion of the Government, and a decision not to grant access shall not be grounds for a claim, request for an equitable adjustment or other contract modification, and shall not constitute an excuse for Contractor failure to perform. Such temporary access will not exceed 90 days.

b. Upon the return of the Investigation Schedule Notice and Certificate of Investigation from OPM, the Contractor shall provide a copy to the security manager that has overall responsibility for the customer supported by the Contractor’s employees.
