CONTRACTING OFFICER AUTHORITY
Government Technical Point of Contact. The Contracting Officer shall designate a Government Technical Point of Contact (TPOC) during the term of this contract. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other operations type problems within the scope of this Statement of Work. The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer from the Regional Contracting Office MCI-WEST, Camp Pendleton CA.

Contracting Officer Authority. The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.

PERFORMANCE WORK STATEMENT
1.0 SCOPE
The contractor shall provide sufficient quantities and types of trained, qualified, or certified Contractor personnel as requested by the Government to perform the required tasks for each service type described in this Performance Work Statement (PWS) for the South West Region Fleet Transportation (SWRFT) located at Marine Corps Base Camp Pendleton, California. The 2015 Aerial Boom/Bucket Truck MC302768 is the FMD High Voltage vehicle. This is the only vehicle on the base that reaches 75 feet to repair downed wires and poles, especially during this rainy season. Transportation to and from the vendors location will be the responsibility of SWRFT and will be at no cost to the vendor up to (75) miles.
1.1 CONTRACT OVERVIEW
Contractor personnel shall perform the tasks as described. The technician (s) shall repair the 2015Aerial Boom/Bucket truck in a reasonable amount of time and return it to factory specifications.

3.0 PERFORMANCE REQUIREMENT/TASKING: Delivery 30 Days ADC
3.1 SERVICE TYPE 1: Motor Vehicle Repair seized engine on a 2015 Aerial Boom/Bucket Truck
3.1.1 Task 1: Inspection.
a. Inspect and repair vehicle for a seized engine as necessary. Upon initial inspection and removal of the engine oil pan here at the SWRFT maintenance facility, we suspected that No. 1 and No. 2 connecting rod and crankshaft main bearings were possibly seized. The vehicle was then sent for inspection and confirmation that the engine is seized and will need to be replaced.
3.1.2 TASK 1 PERFORMANCE GOALS:
a. Remove and replace seized engine. Additional required parts are as follows:

Any additional engine parts to include all seals and or gaskets need be genuine Cummins replacement parts. Any required Freightliner specific parts must be Original Equipment Manufacturer (OEM) Freightliner replacement parts. All adjustments and torque specifications need be performed in accordance with both Freightliner and Cummins factory OEM specifications. Standard Warranty.
ADDITIONAL COSTS:
Any part replacement and/or additional repair cost (labor and material) beyond the (PWS) “MUST BE APPROVED BY THE CONTRACTING OFFICER”.
3.1.3 SKILLS AND KNOWLEDGE REQUIRED:
a. Strong knowledge of Freightliner and Cummins OEM specifications.
