QUESTIONS AND ANSWERS

1) QUESTION: How many events per year are specified? On page 3 of 44 Item No 0001 calls for a quantity of 4 training courses, and separately Item No 0002 calls for 4 training courses. This appears to be a total of 8 events. However on page 5 of 44, 3.1.3TASK 2 it states: "Provide the training once quarterly (4) total events."

ANSWER: 3.1.2 Task 2 provides a more accurate picture of the requirement. The goal is 4 total events each calendar year, 1 event per quarter. Event locations are specified in 3.1.2 Task 2 (b) . Each event should consist of (2) 1 day sessions of training. Each session of training must cover all of the course content. Training goal is 160 riders a year, 40 per event, 20 per training session. Example:

Location: CPEN Dates Course Provided: 01/01/2021 and 01/02/2021 Up to 20 attendees per course (totalling 40 for the quarter)

2) QUESTION: Does the course require actual off-road riding or does the curriculum merely need to include off-road principles? This is in reference to 3.1.1 Task 1, d.

"Includes off-road training principles."

ANSWER: Off-road riding is required. The requirement is for all riders to have riding time on off-road surfaces to sharpen understanding of differences between road riding and off-road riding. Contractor is to provide off-road vehicles for hands-on application (atv and/or dirt bikes).

3) QUESTION: Is this program wanted to be one day long? It's typically two days. This is in reference to 6.0 "A typical training shall take place in 1 work day."

ANSWER: The entire course of training must be completed in 1-day. Hours defining a day can be adjusted to accommodate times that include safe riding light, but all areas of the training need to be covered in 1 day. The 1-day course is available for attendence over 2-days. Key is to permit personnel to choose the best date to attend the quarterly event.

4) QUESTION: Is there a number of students specified? Class sizes are usually between 6-10 students.

ANSWER: Requirement is for up to 160 riders trained per calendar year, 40 riders per quarterly event, 20 riders per training day.

1.0 SCOPE

The contractor shall provide sufficient quantities and types of trained, qualified, or certified Contractor personnel as requested by the Government to perform the required tasks for each service type described in this Statement of Work (SOW) for the Department of Safety and Standardization, 3d Marine Aircraft Wing, Marine Corps Air Station Miramar, Miramar California.

1.1 CONTRACT OVERVIEW

The purpose of this contract is to obtain contractor support to develop and administer Motorcycle Mentorship Training (train the trainer) curriculum in order to provide instruction and training support in compliance with MCO 5100.29C, Marine Corps Traffic Safety Program for the Marines and Sailors of 3D Marine Aircraft Wing (3D MAW).

The key focus will be on developing and instructing experienced active duty riders on how to facilitate motorcycle training and mentoring requirements per MCO 5100.19F and Wing Order 5100.11C. Training to be provided for up to 40 personnel over 2 day course conducted quarterly. Total of 160 personnel to be trained per year. Example:

2.0 APPLICABLE DIRECTIVES/ACRONYMS

3.0 PERFORMANCE REQUIREMENT/TASKING

3.1 SERVICE TYPE 1: Motorcycle Mentorship Training

3.1.1 Task 1: Curriculum Development. Contractor shall develop a comprehensive Motorcycle Mentorship Training curriculum that:

a. Outlines the training goals and objectives.

b. Includes visual training aids and reference materials for future use by the course attendees. Contractor is to provide off road vehicle(s) (ATV/Dirt Bike) for hands-on training at each event. Attendee will be responsible to bring their peronsal motorcylce for training.

c. Is compliant with Federal, California and Arizona State/Local laws governing safe motorcycle operations.

d. Includes off-road training principles.

e. Provides criteria for evaluation and successful completion of the training.

3.1.2 TASK 1 PERFORMANCE GOALS:

a. The contractor shall provide final curriculum to the 3D MAW Ground Safety Manager for concurrence and approval.

3.1.3 TASK 2: Training Event Venue Selection and Scheduling . Based on the provided curriculum, secure suitable locations to administer the training. The contractor shall:

a. Coordinate wi th the 3D MAW Gro und Saf et y Manager to s chedu le each t ra in ing even t .

b. Provide the training once quarterly (4) total events (each quearterly event shall be conducted for 2 days permitting for wither day attendance of up to 20 personnel each day):

(1) event within 50 miles of Marine Corps Air Station (MCAS) Yuma, AZ,

(2) events within 100 miles of Marine Corps Base Camp Pendleton, and

(1) event within 100 miles of MCAS Miramar.

c. Ensure each venue location can support all training requirements outlined in the contractor provided curriculum.

d. Ensure each venue location has appropriate restroom facilities and that meals are locally available for attendees.

3.1.4 TASK 2: PERFORMANCE GOALS:

a. Provide a schedule for training venues and dates for the calendar year of the contract that meets that tasking requirements.

b. Provide the 3D MAW GSM wi th 90 da y no t ice in the case that an event needs to be rescheduled o r the venue changed .

3.1.5 TASK 3: Motorcycle Mentorship Training Event Execution: Based on the provided curriculum, the contractor shall:

a. Provide qualified instructors to execute the training evolution.

b. Ensure that all attendees follow all Federal/State/Local laws while participating in the training event.

c. Ensure that all motorcycles/ off-road vehicles used during the event meet minimum safety standards prior to being used for training.

d. Ensure all Personal Protective Equipment (PPE) used by the attendees meets the minimum requirements for serviceability, and that all PPE is worn properly for all events during the training evolution.

e. Provide feedback and critiques to all attendees to improve their riding skills and mentoring skills.

3.1.6 TASK 3 PERFORMANCE GOALS:

a. Provide each attendee with a final evaluation of their mentoring skills, to include areas to improve.

b. Provide the 3D MAW GSM with an after action report that summarizes the training, observations made, details of any student drops from the course, any mishap information during the training, and any other pertinent information.

3.1.7 SKILLS AND KNOWLEDGE REQUIRED:

a. Contractor must have strong communication and organizational skills to ensure all event planning and coordination is communicated quickly and efficiently with the 3D MAW GSM.

b. Contractor must have excellent knowledge of and experience with motorcycles, Federal/State/Local laws pertaining to motorcycle operation, and motorcycle and off-road vehicle training.

6.0 WORK HOURS/PERSONNEL, SHIFT SCHEDULES

The contractor shall develop personnel work schedules to ensure tasks described in the Performance Work Statement are achieved. The following information is provided as historical information only to provide insight on previous training courses: Core hours are between the hours of 0700-1600 Monday through Friday excluding federal holidays. A typical training shall take 1 work day for students to complete, the contractor may be required to work additional days for course venue setup or teardown. These extra hours shall have no impact on the price of the training.

7.0 PLACE OF PERFORMANCELocal areas surrounding MCAS Yuma, AZ, MCAS Miramar CA, and MCB Camp Pendleton, CA

8.0 WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is normally performed in a outdoor setting at a track or lot location.

9.0 SECURITY CLEARANCE CONTRACT SECURITY REQUIREMENT

Work under this contract may require the contractor supervisor to have access to the installations listed in 7.0 for meeting attendance and liaison with theTPOC.

BASE ACCESS

CURRENT CONTRACTORS

RAPIDGate/MCESS card holders will be required to transition to the Defense Biometric Identification System (DBIDS) credential in order to access MCB Camp Pendleton, MCAS Miramar, MCAS Yuma, MCRD San Diego, MCMWTC Bridgeport, MCAGCC 29 Palms and other controlled areas within the MCIWEST Region.

DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.

Contractors will be required to bring the following items:

Current RAPIDGate/MCESS credential Second form of Government-issued identification (driver license, passport, etc.)

Company Contract/Letter of Authorization (this should come from the TPOC or the Contracting Officer)

SECNAV Form 5512/1 (the sponsoring organization should complete block 28 of the SECNAV form).

New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

To help expedite processing time, DBIDS pre-enrollment is encouraged at HTTPS://DBIDS- GLOBAL.DMDC.MIL/ENROLL. (If possible, print the form containing the bar code and bring to Pass & ID for use during enrollment. If unable to print, take a picture of the bar code with cell phone).

Note: pre-enrollment is currently only possible if an individual sponsor can be identified.

As needed, Base Access Control will issue temporary passes, valid for up to 60 days, to contractors and venders to accommodate them during the DBIDS transition. (A sponsor must still be identified to issue a temporary pass).

Effective 1 October 2018, all contractors and vendors must be in possession of a DBIDS credential that is authenticated for all MCIWEST and west coast Service-Level Training Installations (SLTI).

Access through Naval Weapon’s Station Seal Beach, Detachment Fallbrook is prohibited unless DBIDS credential is authenticated (I.E., work is also performed there).

NEW CONTRACTORS

New contractors requiring access for over 60 days will receive a credential valid for up to one year.

New contractors requiring access for less than 60 days will receive a temporary paper pass.

If you are a new contractor seeking enrollment into DBIDS, please contact the Contracting Officer and/or Contract Specialist managing the contract awarded to your respective company.

COMMON ACCESS CARD (CAC)

(a) The Contractor shall provide proof that a National Agency Check with Inquiries (NACI) has been submitted to the Office of Personnel Management (OPM) for each employee requiring a CAC Card. During the period between the time that the request is submitted and the time that the investigation is returned, the Government may grant temporary access to the Contractor employee. Whether to grant temporary access is within the sole discretion of the Government, and a decision not to grant access shall not be grounds for a claim, request for an equitable adjustment or other contract modification, and shall not constitute an excuse for Contractor failure to perform. Such temporary access will not exceed 90 days.

(b) Upon the return of the Investigation Schedule Notice and Certificate of Investigation from OPM, the Contractor shall provide a copy to the security manager that has overall responsibility for the customer supported by the Contractor’s employees.

(c) "Report of Agency Adjudication Action" (form 79A) is sent when there are potential actionable issue(s) at the minor, moderate, or substantial level which may be disqualifying under suitability/security considerations. If the contractor receives an Agency Adjudication Action from OPM, the security manager shall be consulted before such adjudicative action is determined and returned to OPM.

(d) The Government will use the Adjudicative Guidelines (CNO ltr 5520 Ser 09N2/6U871220 of Sept 06) to guide determinations on whether access will be granted.

(e) The Contractor will be notified in writing if there is a disqualifying event that prevents the Contractor’s employee from obtaining a CAC. If temporary access was granted, it will immediately be revoked.

Base access requirements and procedures may change during the term of a contract. The contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification.

ADDITIONAL REQUIREMENTS

(a) Photography is restricted on the Base. Clearance for photography shall be obtained in advance from appropriate Base personnel. When requested, all film or storage media must be turned over for processing and security inspection.

(b) Some areas of the Base may be inaccessible due to road conditions following heavy and/or prolonged rainfall.

Adjustments to work schedules due to road/weather conditions shall be coordinated with the Contracting Officer. If your vehicles gets stuck or breaks down, military personnel cannot pull or tow your vehicle. Call MCRD San Diego PMO ((619)524-4202) who will refer you to a civilian wrecker service or information (411) for assistance.

ENVIRONMENTAL COMPLIANCE ON BOARD MCRD SAN DIEGO

Any violation of environmental regulations which is currently in progress shall be immediately reported by calling

911. Suspected prior violations of environmental regulations shall be reported to the Provost Marshall at (619) 524- 4202.

MCRD San Diego fully complies with all environmental requirements; this commitment and duty to comply extends to all personnel who work, reside, frequent, or otherwise do business on MCRD San Diego. MCRD San Diego Law Enforcement Regulations (DepO P5400.29D) require all MCRD San Diego personnel, to include all tenants, contractors and patrons, to comply with all Federal, State and local environmental compliance requirements that apply to their activities and business aboard MCRD San Diego. The Base Regulations are a general order, and violation may result in disciplinary or punitive proceedings, including debarment of contractors from the base.

10.0 CONTRACTOR IDENTIFICATION

Contracting personnel shall identify themselves as "contractors" when attending meetings, answering Government telephones, or working in situations where their actions could be construed as official government acts. The Contractor shall ensure that their employee(s) display(s) his or her name and the name of the company while in the work area, and include the company's name in his or her email display.

11.0 SAFETY

The contractor is solely responsible for compliance of all safety regulations of employees while working on government owned facilities. All accidents which may arise out of, or in connection with, performance of services required hereunder which result in injury, death, or property damage, shall be reported in writing to the Contracting Officer and technical point of contact (TPOC) within twenty-four hours of such occurrence. Reports shall provide full details of the accident, including statements from witnesses. The fore-going procedures shall also apply to any claim made by a third party against the contractor as a result of any accident that occurs in connection with performance under this contract.

Safety plan must be submitted with offer.

12.0 SMOKING/DRUG/ALCOHOL POLICY

12.1 Smoking/Alcohol Policy: The contractor shall comply with local command smoking policies and workforce requirements. The contractor shall also comply with all Federal drug-free workplace and work force requirements and local command policies. Copies of the applicable policy will be provided to the contractor by the local command Administrative Officer (AO) at performance start date.

12.2 Drug Policy: The contractor shall comply with all applicable Federal statutes, laws, and regulations to implement a Drug Free Workplace Program (DFWP).

13.0 EMPLOYMENT OF FEDERAL EMPLOYEES: The contractor shall not employ or enter into a contract with any person to perform work under this contract who is an employee of the United States Government, either military or civilian, unless such person receives approval IAW applicable Federal, Navy and DoD regulations.

14.0 LANGUAGE REQUIREMENTS: All contractor personnel shall be sufficiently competent in reading, writing, speaking, and understanding English to perform the work.

15.0 PERSONNEL CONDUCT: The selection, assignment, reassignment, transfer, supervision, management, and control of contractor personnel employed to perform tasks specified herein shall be the responsibility of the contractor. The contractor shall be responsible for the performance and conduct of contractor and subcontractor employees at all times. Personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the installation shall abide by the security regulations listed in the contract and shall be subject to such checks by the Government as deemed necessary. The contractor shall not employ for performance under this contract any person whose employment would result in a conflict of interest with the Government’s standards of conduct.

16.0 PERSONNEL COMPLIANCE: The contractor shall ensure that contractor employees observe and comply with all local and higher authority policies, regulations, and procedures concerning fire, safety, environmental protection, sanitation, security, traffic, parking, energy conservation, flag courtesy, “off limits” areas, and possession of firearms or other lethal weapons. When two or more directives or instructions apply, the contractor shall comply with the more stringent of the directives or instructions.

17.0 PERSONNEL REMOVAL: Government rules, regulations, laws, directives, and requirements that are issued during the term of the performance period relating to law and order, installation administration, and security shall be applicable to all contractor employees and representatives who enter the installation. Violation of such rules, regulations, laws, directives, or requirements shall be grounds for removal (permanently or temporarily as the Government determines) from the work site or installation. Removal of employees does not relieve the contractor from the responsibility for the work defined in this contract. The contractor is expected to provide support services despite personnel removal or other unforeseen condition.

17.1 Removal by Commanding Officers, listed installations in 7.0: The Commanding Officer of any of the installations listed in paragraph 7.0 may, at his discretion, bar an individual from the installation under the authority of 18 USC 1382 (1972), for conduct that is determined to be contrary to unfavorable determination, discipline, or installation security and safety.

17.2 Removal Requested by Contracting Officer (KO): The KO may require the contractor to remove an employee working under this contract for reasons of misconduct or security violations. Contractor employees shall be subject to dismissal from the premises upon determination by the KO that such action is necessary in the interest of the Government.

17.3 Removal by Military Police: Contractor employees may be denied entry to or may be removed from the installation by Military Police if it is determined that the employee’s presence on the installation may be contrary to discipline, or installation security and safety.

18.0 PERSONAL APPEARANCE:

Contractor personnel shall comply with local military commander’s published dress codes.

19.0 INTERACTION WITH OTHER ACTIVITIES:

Government Personnel: Government and contractor personnel will be working in common office and warehouse areas during working hours. Contractor performance shall not interfere with Government work in the area where service or maintenance work is being performed. In the event the contractor believes that Government and other contractor personnel are interfering with the performance of the tasks described in this SOW, the contractor shall notify the DGR immediately. The contractor is obligated to continue performance of the effort described in this contract unless there is authorization from the KO or TPOC to stop work. Failure by the contractor to notify the DGR and receive necessary instructions could result in denial of any additional costs incurred in performance of the contract under such conditions.

20.0 VEHICLE AND EQUIPMENT OPERATION

20.1Privately-Owned Vehicle (POV) Permits: Contractor personnel using POVs on DoD installations shall have proper permits for entry onto the installations. All vehicles, private or contractor-owned, shall comply with the vehicle operation regulations that govern installations. All vehicles are subject to search while on DoD installations. Only licensed contractor personnel shall operate vehicles on DOD installations. Vehicles shall be operated IAW local and state laws as well as installation specific traffic regulations.

20.2Privately-Owned Vehicle (POV) Parking: The contractor shall utilize on-station POV parking in authorized areas. The Government reserves the right to change parking arrangements at any time.

20.3Traffic Accident Report Requirements: The contractor shall report to Base Security, within one hour, any traffic accident involving contractor personnel that occurs on base, whether in the performance of this SOW or commuting in their POVs, IAW OPNAVINST 5102.1 series, OPNAVINST 5100.23 series, and other applicable local instructions. The contractor shall supply a copy of any on-base traffic accident report to the DGR within five workdays after each occurrence. The contractor shall also provide the TPOC a copy of any report of an off-base traffic accident that involves contractor personnel in the performance of this SOW within five workdays after each occurrence.

20.4 Fines, Fees, Point Assessment and Other Costs: The contractor shall pay all fines, fees, point assessment, and other costs associated with traffic violations or accidents that occur in the performance of work under this contract.

20.5 Accidents: The contractor is solely responsible for compliance of all safety regulations of employees while working on government own facilities. All accidents which may arise out of, or in connection with, performance of services required hereunder which result in injury, death, or property damage, shall be reported in writing to the Contracting Officer and TPOC within twenty-four hours of such occurrence. Reports shall provide full details of the accident, including statements from witnesses. The fore-going procedures shall also apply to any claim made by a third party against the contractor as a result of any accident that occurs in connection with performance under this contract.

21.0 NON-PERSONAL SERVICE STATEMENT

Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the performance work statement. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the contract may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

22.0 GOVERNMENT MANAGEMENT OVERSIGHT

Government management will provide general instructions on limitations and deadlines. Additional instructions shall be provided for any unusual assignments or those that vary from established procedures. The contractor’s employees will independently carry out the assignments. Completed work shall spot-checked by Government management for adherence to procedures, accuracy, and completeness.

23.0 WORKLOAD DATA

23.1The contractor shall provide training to an average of 160 students annually.

23.2The contractor shall provide training on a quarterly basis in accordance with the requirements listed in 3.3.1a.

24.0 TECHNICAL POINT OF CONTACT AND INSPECTION AND ACCEPTANCE

24.1 The Contracting Officer shall designate a Government Technical Point of Contact (TPOC) during the term of this contract. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other operations type problems within the scope of this Statement of Work. The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer from the Regional Contracting Office MCI-WEST, Camp Pendleton CA.

25.0 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)

REQUIREMENTS

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [NAMED COMPONENT] via a secure data collection site.

Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications

Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address: https://sam.gov/SAM/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://sam.gov/SAM/.

**To allow users additional time to transition from the former ECMRA to SAM, DOD is allowing a one-time only extension of the FY20 Service Contract Reporting (SCR) submission from 31 October 2020 to 31 January 2021.

**Contractors may submit and correct reports in SAM through this date on eligible service contracts performed during FY 2020 (Oct. 1, 2019 – Sep. 30, 2020).

26.0 CONTRACTOR PERSONNEL ACCOUNTABILITY

The contractor shall be responsible for personnel in the event of a disaster and shall provide accountability reports for personnel working under the contract to include: # of employees working at the time of the event, # located (to include # deceased and # injured), and # missing. The report shall be submitted to the TPOC, designated Point of Contact (POC) or Contracting Officer confirming all personnel have been contacted/located. The first report shall be communicated (oral/written) immediately following the occurrence of a disaster. Subsequent communication shall be reported until all personnel are accounted for.

Check in procedures for contractor personnel shall incorporate the most expeditious accountability with management upon the occurrence of a disaster. Contractor procedures/training shall:

Provide multiple and redundant means of communication in the event normal communication means are disrupted or nonexistent;

Ensure all managers, supervisors and employees understand and accomplish their personnel accountability roles and responsibilities;

Ensure all reportable casualties are reported and included in personnel accountability reports;

Ensure accurate baseline population counts; and, Carry out exercises, at least annually consistent with the guidance herein.

Contracting Officer Authority. The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.
