Questions and Answers to

Solicitation M00681-20-Q-0035 Contractor Operated Parts Store (COPARS)

United States Marine Corps (USMC) Southwest Region Fleet Transportation (SWRFT)

QUESTION #1:

The table listing the locations for which COPARS will be provided has “if required” for MCB Camp Pendleton and MCAGCC 29 Palms (PWS Para 2.1, pg. 5).

What will determine if services at those locations are required? When will that decision be made? How long will the contractor have to stand-up the COPARS if and when a decision is made an operation is required.

• Answer to Question #1: Per pg. 53 of the RFQ, 52.212-1 Addendum Instruction to Offerors, under Subparagraph (1)(b), Management Plan “Efficient Delivery Process (for each location)”, if a COPARS is proposed by the Quoter, then Para 3.4.4 of the PWS establishes stand-up of 14 calendar days. In addition, a COPARS is not required. Individual quoters are responsible for proposing the solution they think best accomplishes the requirements of the solicitation (which may be a COPARS if the quoter so chooses).

QUESTION #2:

Project Management requires a POC available during normal working hours (PWS Para 3.4, pg. 9).

Is an onsite POC required at one of the SWRFT locations? At all of the SWRFT locations?

• Answer to Question #2: No. The Project Management POC is not at any of the required onsite locations.

The contractor POC shall be available during normal work hours, and for any day-to-day communications with the seven (7) sites.

QUESTION #3:

The Contractor will be required to provide commercially rebuilt parts and assemblies on an exchange basis (PWS Para 2.4.17 & 4.1.3, pgs. 7 & 9).

What will the government provide in exchange for the commercially rebuilt parts and assemblies? If it is “Exchange Parts” as defined in the solicitation, how will the value of the part being exchanged by the government be determined?

• Answer to Question #3: The government will provide the defective part in exchange for an identical rebuilt part. The exchange parts value is determined by the resources required to complete the rebuild (i.e., labor and parts). Cost is also determined by industry standard practices, which include market research, price comparison, historical data, expert knowledge etc.

QUESTION #4:

Please confirm that parts can only be sourced directly from the manufacturer and not retail or wholesale vendors (PWS Para 4.1.4, pg. 10).

• Answer to Question #4: Yes, the vendor will go directly to parts manufacturers to source parts. Vendor may offer, with COR approval, to obtain parts from an alternative source.

QUESTION #5:

The contractor is to establish stock levels based on the quantity, type of equipment and parts historically required as identified in Attachment 1 of the RFQ. Attachment 1 does not provide historical information of parts required (PWS Para 4.2.1(c), pg. 12).

Please provide the historical data for usage/volume for parts required by each SWRFT location for the previous 12 months.

• Answer to Question #5: Presently, fast moving parts are stocked at Camp Pendleton COPARS per Para

4.3.3. See RFQ Attachment 3, SWRFT COPARS FY19 Fast Moving Parts. The attachment is separately attached to the solicitation and has been added as part of Amendment M0068120Q0035-0002.

QUESTION #6:

Contractors may deliver parts through the expiration date of the contract. After all contract deliveries are made, a consolidated invoice shall be submitted for these parts and final payments shall be made via the WAWF process (PWS Para. 4.1.10, pg. 11).

Please confirm invoices shall be submitted when all parts are delivered for a specific individual parts/material order form.

• Answer to Question #6: PWS Para 4.1.10 is for parts delivery after the contract ends. Yes, the final invoice (when contract has ended) will be a consolidation of all parts arriving after the contract expiration date.

QUESTION #7:

The Government requires Fast Moving Parts to be stocked at onsite stores and onsite consignment inventories in sufficient quantities for continuous “on the shelf” availability for immediate issue (PWS Para 4.3.3, pg. 12).

Please provide a historical listing and usage of Fast Moving Parts by location for the previous 12 months.

• Answer to Question #7: Please see the answer to Question #5 above for establishing stock. Same attachment for both questions.

QUESTION #8:

The Contractor can only source parts directly from the manufacturer and not retail or wholesale vendors. For Slow Moving Parts the Contractor is provide items within 24 hours after being requested if available within the local trade area or within 40 hours if not available within the local trade area (PWS Para 4.1.4 & 4.3.4, pgs. 10 & 12).

Please confirm the Contractor can only source from manufacturers within or outside the local trade area. Please define what is considered the local trade area.

• Answer to Question #8: The local trade area is defined as Southern California region; Bridgeport, California; and Yuma, Arizona vicinities. (PWS Para 4.3.5) Outside location is from all other sources not in the local trade area. SWRFT considers the local trade area a 100 mile radius from each of the seven required locations. See updated PWS paragraph subsections 4.1.4 and 4.3.4.

QUESTION #9:

The Contractor is required to purchase NPL Parts from the manufacturer or the highest level in the manufacturer’s distribution system (PWS Para 4.8, pg. 15).

Would wholesalers or retail vendors be considered part of the manufacturer’s distribution system?

• Answer to Question #9: As per the answer to Question #4 above, the Government is looking for the best price value. As a result, direct sourcing from the manufacturer typically provides the best price value. If the same manufacturer parts are offered at a better price by a wholesaler or retailer, then yes, consideration of wholesalers or retail vendors should be part of the best price value decision.

QUESTION #10:

The Contractor will be required to enter data into the government fleet management system (Fleet Anywhere) for all parts, supplies and materials sold under this contract (PWS Para 4.11.1, pg. 18).

Will the government allow an interface to be established between Fleet Anywhere and the Contractor furnished software to automate this process?

• Answer to Question #10: Initially “NO”. The government has strict guidelines and process on any programs being used within the government network. The contractor’s furnished software can be evaluated by a network specialist and vetted up the chain of command with no guarantee of approval. This process can take several months.

QUESTION #11:

The Contractor will be required to make deliveries throughout all effected installations and within 35 miles of their outer perimeters (PWS Para 7.2, pg. 22).

Please provide the historical data of deliveries within 35 miles of the outer perimeter of each SWRFT location for the previous 12 months.

• Answer to Question #11: This has occurred in rare instances; available data shows 3 occurrences within the past 12 month period for specialized fire apparatus, averaging approximately 10,000 per instance.

QUESTION #12:

The period of performance is stated in PWS paragraph 8 “will be a seven-month base period and six-month option period. An additional option to extend services up to 6 months is included and will be exercised by the Contracting Officer if deemed necessary.” Schedule B has only CLINs to cover the seven-month base period. Also, Instructions to Offerors Section 1 Summary states the period of performance shall be a base period of seven-months plus the option to extend services up to six-months in accordance with FAR 52.217-8 (PWS Para 8, Pg. 22).

Please clarify contract’s period of performance.

• Answer to Question #12: The base period of performance for this requirement is seven (7) months. There are no other pre-established options beyond the base period (hence no option CLINs), but the option to extend services clause (FAR Clause 52.217-8) is included in the contract. If a decision is made by the Contracting Officer to exercise the extension clause, a new CLIN will be added at that time utilizing the base period rates. (See Note on p. 60 of the solicitation, under Factor 3 - Price).

QUESTION #13:

The period of performance is stated to be a seven-month base period and six-month option period with an additional option to extend services up to 6 months (PWS Para 8, Pg. 22).

Why is the period of performance for such a short period of time? Does the government anticipate continuation of these services via a follow-on contract?

• Answer to Question #13: The period of performance was established to accommodate the government’s current need and available funding. A follow-on contract will be considered when the Government has identified its future needs.

QUESTION #14:

The maximum amount (ceiling value) under this contract shall not exceed $3,500,000 (RFQ, pg. 34).

Will the maximum amount of the contract be the value used to invoke FAR and DFARS clauses pertaining to Buy American clauses or will each delivery order be treated as a separate contract under which Buy American clauses will be applied?

• Answer to Question #14: The FAR Clause 52.225-1 Buy American will be incorporated into the omnibus Clause 52.212-5. The value of the contract’s maximum amount will be used to invoke the applicable FAR Buy American clause.

QUESTION #15:

Except for specific exemptions, FAR 25.1101 and DFARS 225.11 requires the acquisition of supplies to be used on Federal contracts within United States to be from domestic end sources. None of relevant clauses, FAR 52.225-1, FAR 52.225-3 or DFARS 252.225-7000, implementing the Buy American requirement are incorporated into the solicitation (RFQ, pg. 40).

Why is Buy American not incorporated into the solicitation?

• Answer to Question #15: After further review, the Contracting Officer has determined that certain Buy American Act clauses do apply to this acquisition pursuant to FAR 25.21101, which states “The following [Buy American] provisions and clauses apply to the acquisition of supplies and the acquisition of services involving the furnishing of supplies…” (emphasis added). All applicable Buy American clauses will be added to the solicitation via this amendment.

2.4.6 Cannibalized Part. A salvageable part from another vehicle, which is used to make repairs and/or make a vehicle operational.

2.4.7 Centrally Managed Parts. Any part centrally procured, stocked, and issued by a specific federal agency for which existing regulations, directives or laws require procurement of such parts from the managing federal agency.
