INDUSTRY QUESTIONS AND ANSWERS

Industry Questions and Answers

Question 1: Reference: Solicitation Page 76, Performance Work Statement (PWS) section 3.5:

“The contractor shall provide only compliant solvents approved and allowed at Camp Pendleton. Compliant solvents that are MIL-PRF-32295 (Cleaner, Non Aqueous, Low-VOC and HAP-Free) are the only solvents allowable.” Can other solvents be utilized?

Answer 1: Only solvents qualified under the requirements for the products as specified in the latest effective issue for MIL-PRF-33295 Type I and listed in the Qualified Products Database maintained by the Defense Logistics Agency (https://qpldocs.dla.mil/search/parts.aspx?qpl=2728&param=MIL-PRF-32295A&type=262144) that also comply with San Diego Air Pollution Control District Rule 67.6.1. may be utilized on Camp Pendleton. If a new solvent is qualified and added to the Qualified Products Database that also complies with San Diego Air Pollution Control District Rule 67.6.1, it may be utilized. If there are questions regarding qualifying a solvent, please contact the Assist Service Desk at 215-737-8000.

Question 2: Reference: Solicitation Page 75, PWS Section 3.0 PWS 3.0: “The contractor shall deliver and install as necessary, all leased equipment within fifteen (15) business days of the contract award.” Will the Government be willing to accept up to a 3 month deliver and install for contractor leased equipment?

Answer 2: The Government is unable to increase this date to 90 days. The PWS Section 3.0 has been updated to reflect a change from 15 business days to 21 business days as this is the longest the Government can forego having leased equipment delivered and installed. The updated PWS is in this Amendment.

Question 3: Reference: Solicitation, Page 75, PWS Section 3.1 How is the Government going to determine if the contractor is compliant with the “no more than 3 years old” requirement?

Answer 3: PWS Section 3.1 has been updated to remove the equipment age date. The updated PWS is in this Amendment.

Question 4: Reference: Solicitation, Page 75, PWS Section 4.1.1 It will be costly to the Government for a vendor to “Completely” pump out each of the parts washers. Would the Government allow for solutions to be pumped out only when necessary?

https://qpldocs.dla.mil/search/parts.aspx?qpl=2728&param=MIL-PRF-32295A&type=262144

Answer 4: PWS Section 4.1.1 has been updated to reflect “as needed”. The updated PWS is in this Amendment.

Additionally, reference 52.212-1(e) Multiple Offers, where offerors are encouraged to submit multiple offers presenting alternative terms and conditions.

Question 5: Reference: Solicitation Page 85, PWS Appendix 1 Item 2.

The Parts Washer identifies Q-sol as the heading but 2.c. states MIL-PRF-32295 Type I Standard compliant. Which one is correct?

Answer 5: The solicitation has been updated to remove Q-sol. The Parts Washer Solution needs to be MIL-PRF- 32295 Type I Standard certified. The updated PWS is in this Amendment.

Question 6: Reference: General Question Are all of these different cleaners either owned or leased by the military currently?

Answer 6: This requirement includes both Government-Owned and Contractor Leased equipment. All Contractor Lease equipment will need to be provided by the awardee for this requirement. See ELIN Worksheet for more information on which units will need to be leased to the Government and which are currently Government-Owned and only require maintenance.

Question 7: Reference: General Question How many of the particular cleaners are you looking to purchase or lease?

Answer 7: Currently, the Government is looking to lease the following:

1. Armory Parts Washers (Solvent)– 25 gallon – 78 units

2. Transportation Parts Washers (Aqueous) – 30 gallon – 76 units

3. Spray Paint Gun Cleaners – 29” Steel Bowl – 3 units

Question 8: Reference: General Question How many Government-owned units will need to be serviced under this requirement?

Answer 8: Currently, the Government has the following Government-Owned equipment identified for service under this requirement:

1. Transportation Parts Washers (Aqueous) – 30 gallons – 23 units

2. Transportation Parts Washers (Aqueous) – 60 gallons – 2 units

3. Transportation Parts Washers (Aqueous) – 200 gallons – 3 units

4. Ultrasonic Part Washers – 40 gallons – 8 units
