(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.

(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

PERFORMANCE WORK STATEMENT
FOR
FIRE & EMERGENCY SERVICES MAINTENANCE CONTRACT
1. Background Fire & Emergency Services, Marine Corps Logistic Base (MCLB) Barstow, CA requires a Preventive Maintenance (PM) service contract for the certification, testing and maintenance of all fire & emergency services equipment.
2. Objectives To contract with a vendor that can complete all identified tasks within this Performance Work Statement (PWS). All work shall be completed by certified technicians in accordance with the current version of all applicable standard publications listed below. Proof of certification of each technician shell be provided to the Government prior to any work being started.
3. Place of Performance Work will be completed on-site and shall take place as approved through scheduling that is mutually agreeable to both the Government and the Contractor. The contractor shall provide a proposed schedule of dates that services will be performed through the year.
4. Applicable Publication All work performed on equipment shall be done in accordance with the current version of all applicable publication and standards including, but not limited to the following:

5. Tasks
5.1. Annual Self-Contained Breathing Apparatus (SCBA) Service: On-site inspection, testing, maintenance, repair and recertification of Scott Breathing Apparatus and associated equipment will be completed by a manufacture certified/qualified technician. All service, testing, maintenance and repairs shall be completed in accordance with the current applicable edition of (NFPA) 1500.
5.2. Fit Testing: Certified technicians will perform fit testing on all personnel’s assigned masks to include:
SCBA Face Piece & P-100 Mask. All testing and test procedures shall be completed in accordance with (OSHA) 1910.134, the current editions (NFPA) 1404 and 1500 Standards, (NIOSH), 42 (CFR) 84, and the manufacture’s fit testing procedures. The current requirement mandates that fit testing shall be performed at least once annually or when major repairs have been performed to the face mask or respirator, or if there has been a major increase of decrease in sbody weight of the user (20%). All fit testing will be carried out using TSI PortaCount respirator fit tester or OHD Quantifit respirator fit tester.
5.3. Visual Inspection of Cylinders: A complete external visual inspection shall be carried out by a technician certified to perform Visual Inspections by the (DOT). A detailed external visual inspection shall be carried out on an annual basis for all cylinders in use. The inspection shall ensure that all defects, tears, unraveling, valve and thread damage and any damage to exterior components is recorded and repair recommendations are made. During this inspection all cylinders are required to be leak tested and if leaks are found they will be repaired and re-tested by a certified technician.
5.4. Hydrostatic Testing of Cylinders: Service for hydrostatic testing shall be conducted onsite with a DOT approved portable hydrostatic testing unit. All hydrostatic testing procedures shall be completed in accordance with the current applicable (DOT) and (SCI) & (NFPA) 1852 Standards.
5.5. Air Source Cart (SABA Cart) & Air Hoses: Inspection, testing, maintenance, repairs and recertification of Air Carts & Air Hose will be performed by a certified technician in accordance with NFPA 1500 Service & Repairs shall be conducted onsite. Tools & equipment required for successful annual inspection, repairs and servicing must be provided by the Contractor. A representative of the Government shall witness a functional operational test after each service or repair. Inspection, testing, maintenance, repair and recertification of air hoses will be tested by a qualified/certified technician. All air hose tests will be completed according to the applicable mandated testing procedures.
5.6. Breathing Air Compressor & Oxygen Generator Servicing: Bauer breathing air compressors & Oxygen Generator shall be inspected, serviced, repaired and tested by a Bauer / Oxygen Generator System International (OGSI) certified technician, in accordance with the manufacturer’s requirements and specifications. The inspection, servicing, repair and testing shall be done on–site. Proof of Bauer & OGSI technician certification shall be provided to the Government prior to any work being started.
5.7. Air Sampling / Testing: The contractor will provide quarterly air sampling services for Bauer compressors & Oxygen Generator units to the client. All air sampling shall be completed by a certified technician in the presence of a representative of the Government.
5.8. Hazmat Suit Testing: Inspection, testing, maintenance, and recertification of Level A and Level B hazmat suits. Contractor will inspect, test, service and repair in accordance with the applicable sections of the current edition of applicable NFPA Standard 1991.
5.9. Equipment Calibration / Testing: Certified Technicians will calibrate equipment to meet or exceed all published specifications or manufacture requirements. Contractor’s calibration equipment shall be in compliance with International Organization for Standardization (ISO) 10012-1 and American National Standard/National Conference of Standards Laboratories (ANSI/NCSL) Z540-1 standards. Equipment to be calibrated/tested includes: Magnehelic level A suit tester, Draft Commander Pump Test Trailer, Set Portable Pump Test Gauges, Hazardous Material ID, Thermal Imager Cameras (TICs), Air Bag Controls, Hose Testing Units moisture analyzers; each type of equipment requiring varying degrees (complexity) of calibration. A representative of the Government shall witness a functional operational test of all equipment that is calibrated.
5.10. Ladder & Aerial Testing: Inspection, testing, maintenance, repair and recertification of ladders will be tested by a NFPA qualified/certified technician. All applicable NFPA regulations and manufacture requirements will be utilized during ground ladder / aerial apparatus testing and repair. Prior to service testing, all ground ladders shall be visually inspected in accordance with the current edition NFPA Standard 1932 and in the case of aerial apparatus, the current edition of NFPA Standard 1911. Also prior to service testing all ground ladder halyards will be replaced. Aerial Apparatus will be inspected and tested, on an annual basis by a certified aerial apparatus technician in accordance with NFPA 1911. All deficiencies shall be recorded and those ladders failing to meet the set requirements shall be repaired and then retested.
5.11. Hose Testing: Inspection, testing, maintenance, and recertification of fire hose. Contractor shall inspect, test, service in accordance with the current edition of NFPA Standard 1962 and certify the condition of the hoses. In-service hose shall be unloaded, un-racked, unreeled or unrolled and physically inspected. Hoses shall be reloaded, re-racked, re-reeled, or re-rolled & banded. Accurate hose records shall be established and maintained in accordance with the NFPA Standard 1962. All hose identification numbers shall be re-stenciled on to the jacket or cover using ink or paint if necessary. This information shall cover the following (where applicable): assigned identification number, manufacturer, part number, vendor, size i.e.
internal diameter of water way, length, type of hose, construction, date received, date put in service, the date of each service test, the serviced test pressure, repairs and new length if shortened, actual damage, exposure to possible damage, reason removed from service, indication that the hose has been removed from service or condemned within the warranty. Pressure tests shall be performed utilizing calibrated digital gauges and documented for accountability.
5.12. Nozzle & Appliance Testing: Complete the annual required inspection, testing, maintenance, repair, and recertification of all fire hose appliances and nozzles in accordance with (NFPA) standard 1962.
5.13. Pump Testing: Testing of fire pump systems on assigned apparatus will be conducted and completed in accordance with the current edition of the applicable NFPA Standard 1911. These tests shall be conducted annually or when repairs or modifications to the pumps have been carried out. Technicians shall ensure that the test site is as outlined in the standard. Any required repairs will be handled under the over and above CLIN. A representative of the Government shall witness a functional operational test of all apparatus after testing or servicing.
5.14. Foam Testing: Testing of fire foam systems on assigned apparatus will be conducted and completed in accordance with the current edition of NFPA Standard 1911. These tests are to be conducted on an annual basis or when repairs or modifications to the pumps have been carried out. Technicians shall ensure that the test site is as outlined in the standard. Any required repairs will be handled under the over and above CLIN. A representative of the Government shall witness a functional operational test of all apparatus after testing or servicing.
5.15. Annual Service and Minor Repair: Perform preventative maintenance, annual service and minor repair for the identified equipment.
5.16. Structural Turnout Inspection and Testing: Inspect, clean, disinfect and repair firefighter personal protective clothing in accordance with NFPA 1851, Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, Current edition.
5.17. Live Fire Training Trailer Inspection: A complete live fire training inspection will be conducted and documented for a Live Fire Trailer, in accordance with NFPA 1403: Standard on Live Fire Training Evolutions, Current Edition
6. Contract Data Requirements: Contractor shall provide a final report of all inspections, tests, repairs and supporting documents in a binder and an electronic version to the Government. A summary page for each category and an overall executive summary shall be provided as part of the report. A complete report of all repairs that were accomplished during the contract year.
7. Data Entry: Contractor will provide data-entry support to enter service, maintenance, and testing information into the USMC Fire and Emergency Services Records Management database (ER Reporting). Testing data will be uploaded into the appropriate areas/modules of ER Reporting. The Department ER Reporting System Administrator will provide log on and password credentials for the Contractors once the contract is awarded and installation access is approved and keep those credentials active throughout the contract.
8. Reports: The Contractor shall, at the time of completion of work and prior to departure, ensure that a representative of the Government has been provided a copy of a complete accurate report of all test and/or inspections conducted by the Contractor. The report shall include all test and/or inspection results for all services provided under this contract. The Government’s representative shall have 10 working days to review and accept the report as complete and accurate. This requirement does not relieve the Contractor of the requirements contained in the Contract Data Requirements (CDR). The reports shall be uploaded with the invoice in the Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) site for approval and acceptance.

10. Over and Above Work: Repairs
10.1. Over and above repairs are identified as any and all additional repairs resulting from the test results.
10.2. Once over and above repairs are identified, the contractor will submit a service invoice to the Contracting
Officer Represintative (COR). If over and above repairs are required, the contractor will also submit an itemized quote of required repairs. The contractor will provide a detailed list of any additional parts or services required outside of the Preventive Maintenance visit to the COR. The COR does not have the authority to approve any work beyond the scope of the scheduled inspection visit. The COR will submit all additional Over and Above requirements to the Contracting Office for execution.
10.3. The contractor is only authorized to perform repairs, as a result of final report of all inspections and test, via a contract modification. Any repairs performed without specifically being listed under the contract or subsequent modifications will be at the contractor’s expense.
10.4. Over and Above CLINS are funded only after Over and Above service repairs are identified; funding is done via Contract Modification
10.5. Any and all repairs found necessary during the life span of the awarded contract are subject to fair and reasonable determination by the Contracting Officer. Material price and parts shall be the lowest price available considering the availability of materials and the time constraints of the job. It shall include any discounts and/or rebates received by the Contractor. Parts shall be provided to the Government at the Contractor’s cost without mark up.
11. Service Ticket
11.1. All Over and Above Work identified under this contract shall be accomplished by a service ticket.
11.2. Ticket shall contain the following information:

11.2.5. Building number where service was performed
