PERFORMANCE WORK STATEMENT

WASHERS AND DRYERS REPAIR SERVICES

SECTION 1 - INTRODUCTION

1.0 DESCRIPTION OF SERVICES. The purpose of this Indefinite Delivery - Requirements contract is to provide all management, tools, supplies, equipment, labor, repair, replacement, installation, relocation, removal, and maintenance of Government owned washers and dryers at the buildings located on Marine Corps Base (MCB) Camp

Pendleton. All repairs shall be performed in accordance with commercial best practices and in accordance with manufacturer warranty terms and conditions for machines under warranty. MCB Camp Pendleton is the largest

Marine Corps base on the West Coast. It is located on the Southern California coast, in Northern San Diego County.

MCB Camp Pendleton supports Marines both active duty and reservist for training and unit readiness. The

Consolidated Material and Service Center (CMSC) provides services, furniture, and appliances to 19 Camp

Cantonment Areas and over 140 Barracks onboard MCB Camp Pendleton, spread out over 125,000 acres. A monthly maintenance schedule shall be developed within 30 days after the start of the contract, as part of the contractor’s Quality Control Plan, with respect to preventative maintenance of the heavy duty machines The installation of washers and dryers will be in accordance with all local, state, and federal plumbing and electrical codes. The contractor will be required to perform service calls, random visual inspections and corrective repair on all washers and dryers in the Bachelor Enlisted Quarters (BEQs) complex, training buildings, fire stations, and guard buildings located throughout the base.

2.0 SCOPE OF REQUIREMENT.

2.1 REPAIRS.

2.1.1 Services provided under this contract shall be in conformance with standard commercial trade practices, and be rendered promptly and efficiently upon receipt of written task orders or service work tickets. The Contractor shall have one (1) working day (24 hours) to respond, after receipt of a service work ticket, unless otherwise approved by the COR. All materials or parts supplied by the Contractor and used in the repair of Government owned appliances, shall be new and conform to the original manufacturer’s specifications, unless otherwise approved by the COR or her/his representative. Cannibalized and/or rebuilt assemblies or sub-assemblies may be used in the repair of appliances with prior approval of the COR when such use is standard commercial practice. Rebuilt assemblies or subassemblies shall carry the same warranty as a new assembly or sub-assembly. The Contractor shall annotate the service work ticket identifying any cannibalized or rebuilt assemblies used for repairs. The appliance shall be suitable for immediate use after repairs are completed. The Government reserves the right to transport appliances from location to location, utilizing Government-furnished transportation, for the purposes of installation or repair.

2.1.2 MATERIALS/ REPAIR PARTS. The Contractor shall provide all materials and parts (to include control knobs and tubs) necessary to perform contract services. The contractor shall procure all components and parts via an approved/certified parts vendor/distributor for machines that have a current warranty in order to maintain the warranty of the appliances. The contractor shall validate machine identification numbers prior to conducting repairs to ensure adherence to the limited warranty agreement. Otherwise, all components and parts provided by the

Contractor shall be new or rebuilt and of the same or better quality, type, style, grade, gauge, finish, class, or size as that used by original equipment manufacturer, or as required to obtain specific operating characteristics, or to match other items already in place. It is the Contractor’s determination as to what actions are necessary to meet the required repair times listed in this PWS.

2.1.3 SUB-MINOR REPAIRS (CLIN 0001, 1001, 2001, 3001, 4001). These are repairs performed or parts replaced by the contractor in the event that Marine Corps Base personnel ‘move in place’ one or more machines and inadvertently damage or disconnect an appliance’s exterior ancillary parts (power cord, water hose, gas hose/line) connecting to utility outlets for the appliance to operate.

2.1.4 SIMPLE KNOB AND LINT SCREEN REPLACEMENTS (CLIN 0002, 1002, 2002, 3002, 4002). This is a simple replacement of missing or damaged appliance knobs or lint screens by the Contractor. The replacement of knobs or lint screens on more than one machine per location (building) shall be pre-approved by the COR prior to the submission of work tickets to the Contractor.

2.1.5 MINOR REPAIRS (CLIN 0003, 1003, 2003, 3003, 4003). Typically, these are repairs that can be done from the front of the machine. (This includes any repair, not including sub-minor repairs, knob or lint screen replacements, or major repairs.) Minor repairs include washer handles, soap dispensers, start buttons, strikes, spring clamps, door catches and door handles. Minor repairs include dryer start switch replacement, stove heating element replacement, and items that do not require the appliance to be moved. Historically, minor repairs have not been required for heavy duty washers and dryers. Should a need arise for minor repairs of heavy duty washers and dryers, it is expect to be nominal.

2.1.6 MAJOR REPAIRS (CLIN 0004, 1004, 2004, 3004, 4004). Any repair, not including sub-minor repairs, knob or lint screen replacements, or minor repairs, that requires unbolting and moving washers or dryers, such as bearings, drums, cabinets, pumps, motors, switches, circuit boards, temperature sensors, control panels, timers, agitators and all other common components. Historically, major repairs have not been required for heavy duty washers and dryers as they receive monthly preventative maintenance. Should a need arise for major repairs of heavy duty washers and dryers it is expect to be nominal.

2.2 INSTALL, RELOCATE, AND REMOVE (0005, 1005, 2005, 3005, 4005) The Government may have requirements to install or relocate machines from one building to another, or remove machines. When these actions are required, the COR will issue a service work ticket. Included within these quantities are uninstalled serviceable and new machines received/stored in building 22105 on MCB Camp Pendleton that may become available for installation during the execution of this contract. The Contractor is responsible for connecting and maintaining the connection of washers to the existing electrical outlets, water lines and drains. This includes replacing hot and cold water hoses and rubber washers, when required, to prevent water leakage.

2.2.1 As coordinated with the COR, the Contractor may be required to ‘move in place’ one or more machines that require being moved from their present position to allow Government maintenance personnel access in the vicinity of the machines in order to conduct facility maintenance. Upon completion of the maintenance the Contractor may be required to move one or more machines back to their previous position.

2.2.2 Appliances that are deemed unserviceable or uneconomical to repair by the government will be transported and off-loaded by the Contractor at a designated location at the Base Property Warehouse located at building 22105 aboard Camp Pendleton. The Contractor shall ensure that serviceable parts are recovered for future re-use. The Base

Property Office will then complete the disposal process.

2.2.3 It is estimated that annually between 5 to 10 percent of the Government owned appliances will require disconnection and transportation to the Government’s facility (Building 22105) by the Contractor. In instances when a replacement is required, the Contractor will receive a replacement appliance from the Base Property

Warehouse (Building 22105). The replacement appliance will be transported and installed by the Contractor at the location from which the unserviceable appliance was removed.

2.2.4 SITE SURVEYS. As coordinated with the COR and the Base Property Office, the Contractor will be required to accompany the COR to conduct site surveys for predetermined facilities slated for partial and complete installation. Facility renovation projects normally require the installation of new or used machines for the entire facility. Otherwise, predetermined facilities that have machines that have reached or exceeded their economic useful life expectancy, typically require the removal and then the installation of new or used machines.

2.3 ATTEMPTED SERVICE CALLS (CLIN 0006, 1006, 2006, 3006, 4006). An attempt to make a service call occurs when a service call has been received by the contractor, and through no fault of the contractor, service is not provided. This can occur when there is no malfunction of the equipment and the problem is due to operator error, or no Government personnel are present at the service site to provide contractor access to the appliance. The call ticket will be returned to the COR on the same day as the attempt was made. The COR will reissue the order when proper arrangements have been made to access the facility in which the appliance is located. The contractor is entitled to an attempted service call fee, except when contractor’s employee(s) are denied entrance to the installation at the Gate or through the contractor’s negligence. The Contractor will not be entitled to a fee, if the Contractor responds, to a service call that was previously canceled by the Government and the Contractor was notified, or the Contractor does not coordinate with Government personnel to ensure they are available during the service call.

2.4 VENT AND DUCT CLEANING (CLIN 0007, 1007, 2007, 3007, 4007). The Contractor shall clean all lint, buildup and debris from the entire dryer vent duct work that runs from the machine to the wall connection. Dryer vent and duct cleaning shall occur only when deemed necessary, in order to repair or correct the air-flow for normal heating of dryers during installation, relocation, or during maintenance service calls for minor or major repairs. The entire length of the exhaust vent shall be cleaned on the inside, starting at the dryer connection and continuing through the air vent, including both horizontal and vertical ducting, terminating at the wall of the building, less facility obstacles that prevent this physical cleaning. The inside of dryers shall be checked for lint buildup and all lint shall be removed in accordance with manufacturer specifications. The Contractor is responsible for connecting and maintaining the connection of electric/gas dryers to the existing utility (electric/gas) and vent outlets. This includes replacing vent hoses, when required, to meet manufacturers venting specifications. This CLIN will be utilized where vent/duct cleaning is required outside of CLINs 0001-0006 and 0008-0009.

2.5 MONTHLY PREVENTIVE MAINTENANCE OF HEAVY DUTY WASHERS AND DRYERS (CLIN 0008,

1008, 2008, 3008, 4008). The Contractor shall perform monthly preventive maintenance (PM) on heavy duty washers and dryers that shall include, but not be limited to, the following tasks:

Contracting Officer (KO) or Contracting Officer Representative (COR). If, during the repair, the Contractor realizes that repair service will exceed the associated CLIN or SLIN price for Major Repairs the Contractor shall notify the

COR. At that time, the Government will determine if it is more economical to replace the machine or repair it. If repair services cannot be completed within the required time, the contractor must notify the COR in writing of the reason for the delay and the estimated date repairs will be completed. The Contractor must obtain a signature from the Point of Contact (POC) or Facility’s Duty Clerk listed on the service ticket to verify repairs have been completed. If no personnel are available to sign the completed service work ticket, the Contractor will immediately notify the COR so that a Government representative can validate that the required work has been completed.

Thereafter, an updated copy shall be provided by the 10th of the following month after each change to plan.

12.0 TASK ORDER ISSUANCE AND MANAGEMENT

12.1 Task Order will be issued on either a monthly or semi-annual basis, depending on funding availability.

12.2 If ordered quantities are not realized by the end of the task order period of performance, the Government will de-scope the task order via a bilateral modification to partially terminate the task order for the convenience of the

Government IAW FAR Parts 12 and 49 (as applicable). Should additional quantities be required before expiration of a task order, the Contracting Officer will issue a new individual task order. (Note: Amounts apply to CLINs

0003, 0004, 0005, 0008, 0009, and all applicable options.)

12.3 MANAGEMENT AND QUALITY. The Contractor shall be responsible for the management and quality control actions to meet the terms of this contract. The Government will provide quality assurance to ensure that the terms of the contract standards are achieved. The Contracting Officer’s Representative (COR) will make periodic inspections to evaluate the performance objectives.

13.0 CONTRACTING OFFICER REPRESENTATIVE (COR)

13.1 RESPONSIBILITIES. The COR performs surveillance and inspection of repair services and/or services required under this contract. The COR determines the adequacy of Contractor performance per contract specifications, ensures compliance with contract performance requirements, and advises the Contracting Officer of any factors that may cause work performance delays. The COR cannot authorize deviations from contract requirements and specifications.

13.2 The following individual will be appointed as the Contracting Officer’s Representative:

Mr. Francisco Gonzales (ACOR/QAS)

CMSC Bldg. 22105

Office: (760) 725-4169 francisco.j.gonzele4@usmc.mil

The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract.

The Contractor shall not consider any order, statement or conduct by Government personnel who visit the

Contractor’s facilities or in any other manner communicate with Contractor personnel during performance of this requirement as a change to the terms and conditions of the contract. The Contractor shall not comply with any order

(verbal or written), direction or request of any Government personnel unless it is issued, in writing, by the

Contracting Officer. In the event the Contractor or Contractor personnel effect any change to this contract by direction of any individual other than the Contracting Officer, the Contractor will have done so without authority and shall bear all costs associated with such change or work performed.

13.3 UNACCEPTABLE PERFORMANCE. When performance does not meet the terms and conditions of this contract, written (letter, fax, or email) documentation will be prepared by the COR that documents how performance is considered to be unacceptable. This documentation will describe the unacceptable performance, referencing the contract paragraph number(s), date, and the time the unacceptable performance was observed. The documentation will be submitted to the Contracting Officer within two work days of each occurrence. Remedies are delineated with the Performance Requirements Summary. If the contractor does not address and remediate poor performance, termination for cause procedures may begin in accordance with the FAR 12.403 Termination and FAR Clause

52.212-4.

13.4 FINAL RECEIVING REPORT. The COR will submit a final receiving report stating that all services and supplies have been received, inspected and accepted to the Contracting Officer within five work days of the ending of the contract period.

13.5 SURVEILLANCE. The COR is designated by the Contracting Officer to perform technical surveillance and receive deliverables in compliance with the Performance Work Statement.

13.6 INSPECTIONS AND ACCEPTANCE. The responsibility for inspection and acceptance of the deliverables furnished under this contract rests with the COR, or in his/her absence an authorized representative(s). Inspection and acceptance of all deliverables will be accomplished at the end of each month during the period of performance.

Inspection and acceptance will be performed at the location where work has been performed.

13.7 DAMAGED MACHINES. The Contractor shall notify the COR immediately, or at a minimum the same day of discovery of any machines that are thought to have been damaged.

13.8 PERFORMANCE EVALUATION MEETINGS. The Contractor or a Contractor representative, that has been designated in writing by the Contractor with the authority to act on the behalf of the Contractor, shall meet at least weekly with the Contracting Officer’s Representative (COR) or the Contract Specialist in his/her absence during the first month of the contract, if deemed necessary by the Contracting Officer. Meetings will be held as often as necessary thereafter as determined by the Contracting Officer, but no less than one (1) per year. A mutual effort will be made in these meetings to resolve all problems identified.

13.9 IMMEDIATE REPAIR (24-HOURS). When the Contractor’s repair technician(s) determines that additional corrective maintenance/repairs, either minor or major repairs, are required for one or more machines, within a specified building, the Contractor will contact the COR in order to coordinate the immediate repair and/or next day service work ticket, as approved by the COR.

14.0 PERFORMANCE REQUIREMENTS SUMMARY (PRS). The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The PRS and the Contractor’s Quality

Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of Government surveillance and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions – Commercial

A1: All of the dryers listed on the inventory list may be the subject of a work order for cleaning. Not all dryers need to be cleaned at one particular time only the ones that are listed on individual work orders. For example, dryers that have excessive lint build up preventing airflow/heat and/or creating excessive condensation inside the dryer will be identified via a repair request.

Q2: Reference: Section CLIN 0007, Page 30: what does 28 represent? Individual vent? 28 different buildings? Or does it pertain to the semiannual cleaning of vents and building 520422 & 520440?

A2: On CLIN 0007 the number “28” represents a quantity of 28 dryers. The Government estimate, based on historical data, is that only 28 dryers require the repairs described in CLIN 0007. The Semi-Annual Preventive

Maintenance under CLIN 0009 is not related.

Q3: Reference: Section 2.2, Page 4, Paragraph 1: When the Government provides the contractor with a new washing machine or dryer to be installed will the Government also provide hoses and pigtails as well? Or is the contractor responsible provide these items?

Q5: Reference: Section PWS, general: Lay down area, does the current contractor have an assigned lay down area and will the new contractor be provided a laydown area?

A5: No laydown area will be provided as it has been determined that none is required.

Q6: Reference: Section 5.0, Page 7, Paragraph 1: Elevators throughout Camp Pendleton during the site visit it was noted that 90% or more of the elevators were not functional, can the Government provide us a list of buildings that have nonworking elevators?

A6: There are 99 Hydraulic Passengers Elevators and 4 Wheel Chair lifts, for a total of 103 elevators/lifts aboard

Camp Pendleton. Of the 103 elevators/lifts, 20 elevators/lifts are in barracks that have laundry rooms.

Approximately 12 elevators/lifts out of the 103 are out of service for repairs. No estimate is available of when the repairs will be completed. The COR will provide updates for elevators and lifts, as they become available.

Q7: What is the projected quantity of new units I'll be supplying during the first contract year?

A7: None. The Government will provide all new units for installation.

Q8: Reference: Attachment 1 – Geographical Area of Responsibility Section: Introduction

Page: 1 Paragraph: Introduction states area of responsibility to be ‘within 50 miles of the main gate.’ The areas provided do not indicate a radius reflecting 50 miles of the main gate. Please clarify or explain.

A8: Attachment 1 provides mileage from the Main gate to each individual location. One trip would double the mileage in order to travel to and return from the repair site. A full day of repairs should not exceed a 100 mile round trip.

Q9: Reference: Attachment 1 – Geographical Area of Responsibility, Section: Area 52, Area 62 and Area 64: Is the acronym SOI School of Infantry? If not, please clarify.

A9: Yes, the acronym SOI refers to the School of Infantry.

Q10: Reference: Attachment 6 – QASP, Section: 1. Purpose, Page: 1st, Paragraph: 2nd

The COR is identified as Francisco Gonzalez. The Solicitation at Block 15 identifies deliveries to Razon Benigno. Is

Razon also a COR?

A10: Francisco Gonzalez is currently assigned as the Contracting Officer’s Representative. Any reassignments will be identified in writing. The delivery address in Block 15 will be updated to identify Mr. Gonzalez.

Q11: Reference: Attachment 6 – QASP, Section: 1 Purpose, Page: 1, Paragraph: 2nd

The QASP indicates that “The Contracting Officer (KO) shall appoint additional CORs as required…” Our experience is for greater continuity and communication to work primarily with a single COR. Will you be appointing multiple CORs?

A11: The Contracting Officer will only assign one COR at the time of award. It is at the Contracting Officer’s discretion to decide whether additional CORs are required during the period of performance.

Q12: Reference: Attachment 6 – QASP, Section: 9 Records, Page: 2, Paragraph: f, h, i

Will there be a Maintenance Material Control Officer for this requirement? Is that an individual separate and addition to the COR if required? Is OT authorized or tracked, as this is FFP? Are any ODCs allocated or expected?

The PRS in the QASP does not completely match the PRS within the PWS.

A12: There is no Maintenance Material Control Officer, all Government functions will be performed by the COR.

Bachelor Enlisted Quarters (BEQ) Managers provide status reporting to the Contracting Officer Representative

(COR), who will work directly with the Contractor and provide Contractor Performance Appraisal Reports.

Overtime and Other Direct Costs (ODCs) are not authorized, since this is Firm-Fixed Price contract. Attachment 6 –

QASP (which includes the PRS) has been updated to match the PRS in the PWS.

Q13: Reference: Attachment 7 – Inventory List, Section: all, Is there a legend or definition for the gold and blue shaded areas? Area 10 is not listed on Attachment 1 Mileage. Is this correct or is it supposed to be Area 11? If area

10 is correct, is the quantity for this entire area correct? One unit?

A13: The Inventory List has been updated to provide a legend. Area 10 is correct as listed with only one unit. Area

10 is approximately 15 miles from the main gate.

Q14: Reference: Attachment 7 – Inventory List, Section: Area 13, Confirm that Area 13 has a single unit at

Building 13081 and Area 14, Buildings 140141, 140169, and 140198 each indicate only a single unit in each building. Is this correct and accurate?
