Questions/Answers M0068119Q0005 CPEN HAHO Jumping Capability

Question 1: Most HAHO training packages seem to train at 19,999 feet which negate the mandatory need of the USAF Phys Tech, thus the Sherpa C-23b and Skyvan SC-7 are more cost efficient aircraft for the government to use. Will the government consider using either a Sherpa or Skyvan that are capable of operating at 19,999 feet MSL?

Answer 1: Majority of jumps will be below 19,999 feet which would make the Skyvan SC-7 an acceptable aircraft. In the event that it is identified that the using unit will exceed 20,000 MSL a request will go out in enough of an advance so that a CASA 212, or a military aircraft can be procured. Using unit will coordinate with USAF in securing a Phys Tech.

Reference Section 4.1 in Performance Work Statement.

Question 2: The period of performance is stated as being between 1st Feb, 2019 - 31st Aug, 2019 with a maximum quantity of 40 days facility use. Can the government outline how long each training evolution will be (i.e. if it’s a 10 day training evolution, then are we to assume that as 4 iterations)?

Answer 2: Each iteration is different, some may include sustainment intervals which only require approximately 3-5 days. The duration depends on the Operations Chief planning the event. There is not an exact template that can be adhered to, in order to give precise days per package. These will be identified in the task order submitted for the iteration used.

Question 3: The government has requested 100 blade hours of aircraft time. As the government is planning on multiple evolutions this will require the aircraft to be repositioned for each event.

Does the government wish to deduct the ferry time from the 100 hrs.?

Answer 3: There is a consideration of 3 blade hours being charged for ferry time per task order. This is a consideration that was expected by the using unit.

Question 4: Does the Combined Synopsis/Solicitation posted as solicitation number M0068119Q0005 on FBO contain requirements similar to an existing contract or

M0068119Q0005 will this be a new requirement?

Answer 4: This requirement is similar to an existing contract.
