Questions and Answers
1) Q: Is there any planned Site walk for this solicitation?
A: No, there is not a planned Site walk for this solicitation.
2) Q: The pricing schedule states 174 generators but the scope of work states 175 generators. How many generators are there?
A: There are 174 generators; SOW will be modified to reflect correct quantity of 174 as stated in schedule and Attachment A.
3) Q: Section 2.3.4 PM Liability Limit: The liability limit applies to all PM performed by the
Contractor. The Contractor is responsible to perform PM, diagnostics, repairs, fluid changes,parts replacement, testing, and adjustments up to $700 dollars, inclusive of labor and material per PM occurrence. If we go out and find say the belts and hoses need to be replaced and the price is over
$700, how is that handled?
A: 2.3.5 states “If the Contractor determines a repair discovered during PM will exceed the liability limit, the Contractor shall secure, tag out or provide a temporary fix prior to leaving the work site and immediately notify the Contracting Officer Representative (COR). The contractor shall provide written documentation of unsatisfactory condition leading to liability limit exceedance and make recommendations for repairs.” SOW will be modified to list COR as point of contact contractor is to coordinate with.
4) Q: We would like to get clarification on the statement below. When you say updated monthly -does it mean you want the running log of generator hours MONTHLY?
A: 2.3.12 states "The contractor with a running log of generator hours of operation starting each permit year. The spreadsheet will be updated monthly." Contractor shall record the generator hours as work is performed and submit with monthly report. Contractor is not required to go out to every unit monthly and record.
5) Q: The $700 per unit per PM occurence -please clarify if that means $700 total for both the annual and semi annual visits?
A: The $700 liability limit per unit per PM occurrence applies to each (annual) PM occurrence.
6) Q: Will there be a job walk scheduled? At least for the units that do not have the make and model and sizes provided in the list.
A: There is no job walk scheduled. Exact make and model information will be provided to awardee.

BACKUP GENERATOR MAINTENANCE FOR EMERGENCY GENERATORS AT MARINE CORPS
INSTALLATION WEST - MARINE CORPS BASE, CAMP PENDLETON
SECTION 1 – GENERAL:
1.1 LOCATION
The project is located at Marine Corps Installations West-Marine Corps Base Camp Pendleton (MCIWEST-MCB
CAMPEN).
1.2 OBJECTIVE
The purpose of this contract is to perform backup generator preventive maintenance (PM) and inspections for 175
174 emergency standby generators.
1.3 BACKGROUND
The San Diego Air Pollution Control District (SDAPCD) performed an annual compliance inspection 10 Jan 2017 to
23 Mar 2017. A total of 203 permits were inspected of which 175 174 were backup generators. On 23 Mar 2017 the SDAPCD issued forty eight (48) Notices of violation (NOV). Forty two (42) of the NOVs involved one hundred eleven (111) backup generators. The NOVs cited Reference (1), SDAPCD Rule 69.4.1, noting that maintenance logs did not indicate completion of required annual maintenance.
The requirements to perform backup generator inspection and maintenance are listed in SDAPCD Rule 69.4.1
Section f(1) and f(2) where inspections are called for at least every six month and generator maintenance is required at least annually.
SECTION 2 – WORK ELEMENTS:
2.1 Work Element 1: Kickoff Meeting
The contractor shall conduct a project “kickoff” meeting to develop a plan of action and milestones (POA&M) within ten (10) calendar days of the contract award. The Contractor shall provide the project manager with a detailed agenda two (2) calendar days prior to the kickoff meeting and shall revise this agenda as required by the project manager. The agenda of this meeting will include discussion of access to the activity, activity points of contact, scheduling and other issues related to the contract. The contractor shall provide and distribute meeting minutes within five (5) calendar days after the kickoff meeting.
2.2 Work Element 2: Plans
2.2.1 Within 14-days after the kickoff meeting the Contractor shall perform an initial inspection and verify the inventory of equipment listed in Attachment A. The Contactor shall develop an Equipment Assessment Report detailing the condition and operability of the equipment. The updated inventory shall be electronically submitted to government.
2.2.2 Within 28 days after the kickoff meeting the contractor shall develop and submit a detailed work plan for performing inspections and maintenance on 175 174 emergency generators. The work plan shall include a schedule that details inspections and PM for each location. The PM plan must demonstrate complete permit compliance with generator maintenance requirements. The PM plan shall be developed based on an economical approach, and in accordance with manufacturer’s recommended procedures, OEM standards, and maintenance required satisfying equipment warranties, where applicable.
2.3 Work Element 3: Performance of Generator Inspections and Maintenance
2.3.1 The Contractor shall perform one year of preventive maintenance (PM) and inspections on 175 174 backup emergency generator systems to ensure permit compliance, proper operation, minimization of breakdowns, and to maximize useful life. At a minimum each generator must be inspected every six months and PM shall be conducted on each backup generator at least once each calendar year.
2.3.2 Preventive maintenance includes but is not limited to changing fluids, lubricating, bearing inspection and replacement, replacement of small parts, belt adjustments and replacement, filter inspection and replacement and system testing and diagnostics.
2.3.3 During Inspections and PM the contractor will clean each backup generator and assure the generators are maintained in a clean, dust free working condition. The contractor is responsible for assuring the backup generators are maintained in a clean working condition and will function properly during power outages. The contractor will perform necessary test and troubleshooting to identify generators that are not functioning properly and make recommendations for repair or replacement.
2.3.4 PM Liability Limit: The liability limit applies to all PM performed by the Contractor. The Contractor is responsible to perform PM, diagnostics, repairs, fluid changes, parts replacement, testing, and adjustments up to
$700 dollars, inclusive of labor and material per PM occurrence.
2.3.5 If the Contractor determines a repair discovered during PM will exceed the liability limit, the Contractor shall secure, tag out or provide a temporary fix prior to leaving the work site and immediately notify the Contracting
Officer Representative assigned. The contractor shall provide written documentation of unsatisfactory condition leading to liability limit exceedance and make recommendations for repairs.
2.3.6 Excessive or repeated service call requests for equipment breakdowns or deficiencies may indicate the need for the Contractor to adjust or modify its PM program. These adjustments shall be made at no additional cost to the
Government.
2.3.7 As part of preventive maintenance the contractor will assure that all control devices are calibrated and functioning properly. The contractor shall when necessary configure, operate, and maintain engine and control devices according to the manufacturer's emission-related written instructions. Contractor may change only those emission-related settings that are permitted by the manufacturer.
2.3.8 The contractor shall maintain the following records on site for at least the same period of time as the engine to which the records apply is located at the site: (a) documentation shall be maintained identifying the fuel as CARB diesel, and (b) manual of recommended maintenance provided by the manufacturer.
2.3.9 The contractor shall maintain an operating log in each emergency generator room or enclosure containing, at a minimum, the following: (a) dates and times of engine operation; whether the operation was for maintenance and testing purposes or emergency use; and the nature of the emergency, if known; (b) records of any engine maintenance, PM, and repairs to include include the date and a description of the maintenance that was performed;
(c) hours of operation for all uses other than those specified above and identification of the nature of that use; (d) date and amount of fuel added; (e) meter and gauge readings and (f) legible name and signature of person performing work and/or making log entry. All records shall be maintained on site and readily available for District inspection for a minimum of 36 months from the date of creation.
2.3.10 The contractor must possess and provide necessary tools and equipment to perform inspections, testing, PM and small repairs.
2.3.11 The Contractor personnel working on Emergency Generator Systems must be properly trained, qualified and possess applicable state and local licensing/certification requirements. The contractor will maintain an up to date record of employees with their qualifications and training. Mechanics performing PM must demonstrate appropriate
PM experience, preferably with backup generators.
2.3.12 Monthly Reports – The contractor will submit monthly reports on inspections and preventive maintenance performed. The report will document status of all activities with respect to approved workplan and schedule. The contractor will maintain an Excel Spreadsheet with a running log of generator hours of operation starting each permit year. The Spreadsheet will be updated monthly and submitted to the government monthly. The contractor will alert the government when generators reach 80% of their allotted run time. At no point will the contractor perform work that will exceed permit run time limits.
2.3.13 The contractor is responsible for the proper disposal of all waste materials generated as part of performing work under this contract. The contractor is responsible for properly identifying hazardous waste and making proper disposal.
SECTION 3 – SPECIAL CONDITIONS:
3.1 The contractor will obtain approval from the installation POC prior to obtaining photography records, still or motion picture and/or aerial or ground photographs, in accordance with Public Law: 18 U.S. Code 795 and applicable installation regulations. The government may provide a representative to act in an advisory capacity to prevent unauthorized disclosure of classified information.
3.2 Regarding public affairs, the contractor shall not make available to the news media, or make public disclosure of, any data resulting from actions in this contract. The contractor shall refer all press or public contacts to the installation POC and shall notify the project manager of their actions. The contractor may not distribute reports or data to any other source, unless specifically authorized by the installation or Navy Public Affairs Officer. In the event that photographs are required for this contract or pictures are taken to record work progress, the government shall retain final possession of any photographic negatives via the final reports and deliverables or electronic files.
3.3 Any oral directions, instructions, explanations, commitments, and/or acceptance given by any government employee to the contractor or his personnel, shall not be construed by the contractor as a change in SOW. Any change in SOW must be issued to the contractor, in writing, by the contracting officer to be binding on the government.
3.4 The contractor shall communicate regularly with the project manager and the installation POC by phone or electronic mail as to the progress and status of field operations.
3.5 The contractor shall provide copies of all correspondence to the project manager and the contracting specialist.
3.6 Deliverables shall be submitted with a responsive summary, indicating how each government/regulatory comment was addressed.
3.7 The contractor shall not incorporate the responses to government comments into any final report unless the project manager has indicated that the contractor’s response appropriately addresses the government’s review comments.
3.8 The contractor shall not proceed to the next deliverable without receiving written government approval of the preceding deliverable.
3.9 Deliverables. All deliverables shall be submitted in accordance with the schedule matrix. Deliverables shall use MS-Windows compatible systems on electronic media including word processing language in Microsoft Word, spreadsheet information in Microsoft Excel, and other data (maps, charts) compatible with Adobe Acrobat Reader.
3.10 The contractor shall provide all personnel, supplies, material, and equipment necessary to complete all work required in this contract.
3.11 Health and safety. The contractor shall develop and adhere to a site-specific health and safety plan to protect contractor and government personnel. The contractor is responsible for the health, safety and well-being of all employees performing work under this contract.
3.12 Data generated. Copies of all laboratory analyses, calculations, reports, etc., generated for the execution of this contract shall become the property of the government and shall not be released or discussed with any other agency or individual without the prior approval of the government project manager.
3.13 Regulatory agencies. Any contact with regulatory agencies by the contractor related to this contract shall be coordinated by the Installation POC.
3.14 Regulations. The contractor shall comply with all applicable laws and regulation in connection with the performance of the work under this contract. The contractor is responsible for understanding and complying with
Base regulations. The contractor shall be solely liable for all damages to persons or property that occurs as a result of work under this contract. The contractor shall take proper precautions to protect the public as well as government and public property.
3.15 Security and Site Access. The contractor shall obtain all necessary personnel identification cards and vehicle passes requirements as necessary to meet the installation’s security requirements. Base access will be coordinated through the Client Representative. Notify the project manager prior to starting field work in order to coordinate access. The contractor shall provide a list of all personnel who will be performing no later than five (5) days prior to commencing the field work. All contract personnel performing work on site on this task must possess a U.S.
citizenship or a Permanent Residence Status.
3.16 Notification of field work. The contractor shall be responsible for the timely notification to the project manager of the dates and times that the contractor will be on the installation.
BASE ACCESS
CURRENT CONTRACTORS
RAPIDGate/MCESS card holders will be required to transition to the Defense Biometric Identification System
(DBIDS) credential in order to access MCB Camp Pendleton, MCAS Miramar, MCAS Yuma, MCRD San Diego, MCMWTC Bridgeport, MCAGCC 29 Palms and other controlled areas within the MCIWEST Region.
DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.
Contractors can exchange their current RAPIDGate/MCESS credential for a DBIDS credential without re-vetting, however they will be required to bring the following items:

Second form of government-issued identification (driver license, passport, etc.)
Company Contract/Letter of Authorization (this should come from the COR or the Contracting Officer)
New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.
To help expedite processing time, DBIDS pre-enrollment is encouraged at HTTPS://DBIDS-
GLOBAL.DMDC.MIL/ENROLL.
Note: pre-enrollment is currently only possible if an individual sponsor can be identified.
As needed, Base Access Control will issue temporary passes, valid for up to 60 days, to contractors and venders to accommodate them during the DBIDS transition.
RAPIDGATE® credentials will only be issued by the Fortior Solution representative who is located at Base Access
Control.
Effective 1 October 2018, all contractors and venders must be in possession of a DBIDS credential that is authenticated for all MCIWEST and west coast Service-Level Training Installations (SLTI).
Access through Naval Weapon’s Station Seal Beach, Detachment Fallbrook is prohibited unless DBIDS credential is authenticated (I.E., work is also performed there).
NEW CONTRACTORS
New contractors requiring access for over 60 days will receive a credential valid for up to one year.
New contractors requiring access for less than 60 days will receive a temporary paper pass.
