52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

The following factors shall be used to evaluate offers:

• Technical

• Price

• Past Performance

Factor 1: Technical Capability. Each offeror’s Technical quote shall be evaluated as Acceptable or Unacceptable as defined below:

Technical Acceptable/Unacceptable Ratings Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

To be rated Technically Acceptable, the offeror must provide a technical approach which clearly describes how the offeror will achieve the PWS objectives. When evaluating the offeror’s technical quote, the Government will determine if the offeror has met the following minimum requirements:

1. A written technical approach which clearly describes how the quoter will achieve the objectives of the PWS. The quote shall specifically address the requirements in the PWS paragraph 4.0 Specific Tasks.

2. A planned approach that demonstrates the offeror’s ability to meet the quality assurance requirements in the PWS paragraph 12.0 Quality Assurance.

3. Plan that demonstrates offeror has resources and capability to meet the schedule requirements of 30 mattress refurbishments each week.

Factor 2: Price: The Offeror’s price quote will be evaluated to determine price completeness and reasonableness.

Factor 3: Past Performance: The Government will conduct a performance risk assessment of the offeror’s record of past and current performance, as well as that of its proposed subcontractors and team member as it relates to the probability of successfully performing the requirements of the solicitation. The past performance evaluation will consider the offeror's demonstrated recent (within the past three years) and relevant record of performance in supplying services that meet the solicitation’s requirements. Quoters are advised that in conducting the past performance assessment, the Government may use data provided in the quoter’s proposal and data obtained from other sources. The Government may use Past Performance information obtained from sources other than those identified by the Offeror.

Past performance will be rated on an “acceptable” or “unacceptable” basis.

Past Performance Evaluation Ratings

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

• The Option to Extend Services at FAR 52.217-8, will be included in the awarded contract. The

Government will evaluate the Option to extend services as part of the initial competition by adding half of the final year option price to the overall quoted price.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
