PERFORMANCE WORK STATEMENT

1. Introduction

The Mountain Warfare Training Center (MWTC) at Bridgeport, California has a requirement to lease commercial off-road snow vehicles for transportation of student, instructors, and supplies during mountain warfare training operations on snow covered mountains at elevations of 7,000 to 10,000 feet.

1. Background

Previously, the United States Marine Corps (USMC) utilized tactical BV206 tracked armor personnel carriers to meet their transportation requirements. The BV206 tactical vehicles were successfully utilized for non-tactical purposes to meet the mission transportation requirements; however, the current fleet of BV206s are past their expected life cycle and are in various stages of inoperability. Additionally, the Marines are facing increased difficulty finding and procuring necessary repair parts to properly maintain the BV206 tactical vehicles. Previous purchases and leases of commercial off-road snow vehicles have proven to be a more effective option than utilizing the aged fleet of BV206s to meet MWTC’s transportation requirements.

1. Scope

The scope of the requirement is to lease eleven off-road snow vehicles of various configurations and to perform any corrective maintenance services as well as all manufacturers’ required scheduled preventative maintenance for the duration of the lease period. The contractor will be responsible for all normal wear and tear corrective maintenance services as well as all manufacturers’ required scheduled preventative maintenance for the duration of the lease period. The contractor shall provide all personnel, equipment, tools, material, supplies, transportation, management, and other services necessary to support the leasing arrangement of these off-road snow vehicles.
