SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
INDUSTRY QUESTIONS
Solicitation Questions and Answers Q1. What is the estimated number of landings expected during the training course?
A1. If using military air, we expect the aircraft to land 3 times per day. If using contracted air, up to 6 times per day for a total of 14 days
Q2. Is the Contractor required to provide oxygen? If yes, how much?
A2. No contracted oxygen needed
Q3. What is the approximate number of night fuelings that will be required?
A3. If using military air, we expect the aircraft to refuel one time per night. If using contracted air, up to two times per night.
Q4. PWS references contained within the continuation sheets (SF 1449) do not appear to reflect the appropriate PWS sections. Would the government please update the continuation sheets to accurately reflect the supplies and services summarized by the line items in this section. This will assure that costs contained in these items are accurate in accordance with the PWS.
A4: Extended Description has been updated in the Contract Line Item Numbers to match the PWS.
Q5: As this is a firm-fixed price (FFP) contract, would the government please provide a more definitive number for planning purposes and/or amend the line items, as appropriate, to reflect a negotiated cost reimbursement approach once final numbers are determined. This will enable the most cost-efficient use of taxpayer funds and budgeted funds.
A5: The requirement will be defined at the task order level. Each Firm Fixed Price task order issued will identify the requirement to include the number of days required for the training sessions and the number of Marines needing support. As stated in the Solicitation, the first Task Order shall be issued for a period of performance of 19 days for 30 Marines to meet the jump requirements identified in the PWS.
Q6: Please clarify whether the contractor is responsible for supporting special dietary needs requirements such as vegetarian, gluton-free, etc.
A6: The contractor shall comply with PWS 5.4.11 and subsections for meal guidelines.
Q7: The evaluation criteria delineate a requirement to provide "Minimum training area size in accordance with PWS 4.8." Section 4.8 does not define a minimum training area size. Can the government please clarify?
A7: 52.212-2 Technical requirement #4 has been updated to read PWS 4.9.
Q8: Within the Representations and Certifications, there are a number of sections that have been included in the revised version of the solicitation. These include references to the Court Injunction dated 24 Oct 2016 and OMB memo dated 25 Oct 2016, which delay implementation of Federal Labor Laws under EO 13673 until further direction. These include a wide number of regulations including but not limited to OFCCP, SCA, EEO, VVRA, Minimum Wage for Contractors, etc. Lack of clarity regarding whether these are incorporated under this contract could significantly impact pricing given that this is a FFP contract. Please provide definitive guidance regarding those regulations that currently apply to this contract and must be considered to accurately construct compliant pricing for this contract.
A8: It is the vendor’s responsibility to understand the requirements of 52.212-3. Only complete paragraph
(b) of the provisions if offeror has complete the annual representations and certification electronically in the System for Award Management (SAM) website. It is the offeror's responsibility to read and understand all the clauses that will be incorporated in the contract award.
A9: What is the minimum notification for aircraft to be on the ground to support?
Q9: In the event that military air support is unavailable, the contractor will be notified via modification to an existing task order or issuance of a new task order no later than 48 hours prior to requiring the contractor aircraft to be on ground for support. This verbiage has been added to the PWS.
Q10: Would the USG consider using an FFP LOE type contract for each day of facility, dining and blade hours?
A10: No, a FFP LOE type of contract is not appropriate for this commercial requirement.
Q11: Does the USG want instructors as part of the document due to the training required or is that from another location?
A11: The USG does not require contracted instructors.
Q12: Is the duration of the training going to be the same every time or does the USG anticipate varied durations?
A12: The duration of training sessions will vary based on the number of jumpers being trained.
Q13: The training requirement for 24,999 MSL and the minimum aircraft height (18,000) could cause a disconnect between training and resources. Will the USG adjust training to meet the commercial aircraft requirements?
A13: The altitude of 18,000 MSL is the minimum that we must obtain; we are not required to obtain 24,999.
As long as the aircraft is able to provide 18,000 MSL this will achieve our requirements. See PWS Paragraph 4.

PERFORMANCE WORK STATMENT
Performance Work Statement 1st Reconnaissance Battalion, 1st Marine Division
Advanced High-Altitude High-Open (HAHO) Training Support
1. BACKGROUND. Advanced High-Altitude High-Opening (HAHO) parachute insertion capability has been a requirement for all departing west coast Marine Expeditionary Units (MEUs) to include the 31st MEU for the past five years. This course is a United States Special Operations Command (SOCOM) equivalent; increasing the ability of the MAGTF to conduct interoperability with joint/SOCOM units. Due to the inability to attain seats to the Special Operations Command (SOCOM) run Advanced Tactical Infiltration Course (ATIC), USMC Reconnaissance units are required to execute similar training internally to each unit. The required altitudes, offset distances and the high number of jumps, are not supportable by local military installations or military aircraft alone. Contracted training areas, facilities, messing and blade hours (supplementing military aviation) is required to develop this high demand capability. There are several reasons for using contracted aviation in conjunction with military aviation. The length of time required to build an advanced HAHO capability is beyond the maintenance and aircraft supportability of USMC aviation alone. The current priority-level of aviation support to 1st Reconnaissance Battalion provides no guarantee of military aviation support for all dates necessary to conduct the training and thus provide the required capability. HAHO capabilities have become more relevant in the past ten years with the proliferation of advanced anti-access technologies, the increase of near-peer adversaries, and the development of terrorist and hybrid networks operating in a wide range of tactical environments and geographic locations. Additionally, the requirement to conduct ground reconnaissance during Phase-0 to Phase-4 of Joint Operations presents a force protection issue that can be mitigated by HAHO/ Special Insertion/Extraction (SPIE) methods. The ability to insert teams without detection reduces risk to mission and risk to the force. This training will enhance survivability, lethality, and increase value in missions for MEUs. By building on the foundations of basic Military Freefall (MFF) skills through the conduct of an advanced HAHO training package, risk of jumper injury will be reduced through detailed class instruction, ground practical application, and execution in a realistic training environment.
2. SCOPE. 1st Reconnaissance Battalion,1st Marine Division, I Marine Expeditionary Force (I MEF) is in need of a Firm Fixed Price, Indefinite Delivery Indefinite Contract to support advanced insert training in accordance with training directives Marine Corps Order (MCO) 3502.3B. The period of instruction shall build upon current resident MFF capabilities in advanced Category 3 HAHO insert capability to support future deploying Marine Expeditionary Units (MEU), I MEF contingency-response operations. Additionally, the battalion has a requirement within the prioritized Combatant Command Operational and Conceptual Plans. This is to be accomplished through a combination of contracted facilities, contracted blade hours, messing, and advanced HAHO training in a geographic location that can support all parachute requirements listed in the statement of work.
