PERFORMANCE WORK STATEMENT

Southwest Regional Fleet Transportation (SWRFT) Fleet Services

1. INTRODUCTION

1.1 This requirement is to provide repair and service of various types of vehicles, mobile equipment and construction type equipment. These services shall be performed on site at the following U.S. Marine Corps (USMC) locations: Marine Corps Base Camp Pendleton, CA;

Marine Corps Air Station, Miramar, CA; Marine Corps Air Ground Combat Center, 29 Palms, CA; Marine Corps Logistics Base, Barstow, CA; Marine Corps Recruit Depot, San Diego, CA; Marine Corps Mountain Warfare Training Center, Bridgeport, CA; and Marine Corps Air Station, Yuma, AZ.

Southwest Region Fleet Transportation (SWRFT) is responsible for the management, readiness, and operational support of equipment powered with gasoline/natural gas/diesel/electric/other fuel type engines, engine accessories, power transmission systems, and other parts of material handling equipment, construction equipment and similar equipment. This equipment requires scheduled maintenance, failure repair, and overhaul services to ensure proper operation. The SWRFT has limited organic capability to service and maintain its equipment inventory. However, during periods of surge requirements, national emergency, and when service requirements exceed their organic capability, the SWRFT will require contracted services to assist with proper service and repair of the equipment inventory. These services will include manual and automated processes and procedures necessary to sustain all equipment.

2. SCOPE

2.1 This effort is for recurring services to repair and service equipment at Government facilities and in the field. The contract shall be performed in accordance with the requirements outlined in this Performance Work Statement (PWS).

2.2 Increased Requirements. As a result of consolidating activities at U.S. Marine Corps installations located in the Western United States, the Government reserves the right to add or delete requirements in support of this contract. Such increased requirements may include USMC installations or other Department of the Navy organizations not specifically named herein. Pricing for additional activities shall be negotiated and will require bilateral agreement to be binding.

3. DESCRIPTION OF SERVICES

3.1 Diagnostic

The Government will notify the Contractor of the location and piece of equipment requiring a diagnostic for repair. The Contractor shall have one hour to complete the diagnostic and shall provide an estimate to the Contracting Officer’s Representative (COR) within 72 hours of notification.

3.2 Over and Above -Diagnostic

The Contracting Officer is the only person with authority to authorize the Contractor to work beyond one hour to provide a complete diagnostic. In the event that additional time is needed to complete a diagnostic, the Contracting Officer will determine whether the over and above time falls within the scope of the contract. Once that determination has been made, the Contractor will provide a quote for the additional time needed. The Contracting Officer will determine whether the amount of time is reasonable prior to instructing the Contractor to perform the complete diagnostic and invoice for the additional time needed.

3.3 Estimate and Evaluation

(a) The preparation of estimates is included in the price of the diagnostic.

(b) The Contractor shall provide a written work estimate that will include the following minimum information:

(4) Equipment description (make, model, serial number, etc.)

(5) Itemized list of parts required to perform repair, including quantity for each item.

(6) Estimated number of repair hours required to complete repairs.

(7) The time frame it will take to perform the work from commencement to completion.

The Contractor shall not assume that a task order will be issued and shall not proceed with any work until receipt of the task order.

(c) The Contractor’s estimate will be evaluated to determine if:

(1) The scope has been clearly and accurately identified.

(2) The number of repair hours has been accurately estimated.

(3) The detailed estimate may be used to negotiate award of a firm fixed price task order.

(d) Parts and Materials: The Government is responsible for providing all parts and materials required by the estimate. However, if the Government cannot obtain the required parts or materials in a timely manner, the Contractor shall purchase the required parts and materials.

If requested by the COR to purchase parts and materials, an estimate shall be provided;

(1) Parts and materials shall be the lowest price available considering the availability and the time constraints of the job. It shall include any discounts and/or rebates accrued to or for the Contractor. Parts shall be provided to the Government at the Contractor’s cost without markup.

(2) The estimate shall include such items as the name of the part, manufacture of the part, the part number, the size, quality, quantity (number of units), and the unit prices.

(3) The estimated lead-time for the delivery of the part to the Contractor is to be included.

(4) The Contractor shall provide quotations from three suppliers of the parts and materials.

The Contractor shall not assume that a task order will be issued, and shall not order parts or materials or proceed with any work until receipt of the task order.

3.4 Onsite Maintenance & Repair Services.

The Contractor shall:

(a) Be responsible for repair of gasoline, natural gas, diesel, electric, and other engines that power. Contractor shall also repair engine accessories, power transmission systems, and other parts of material handling equipment, construction equipment and similar equipment.

Remove, replace and repair automatic transmissions, alternators, transistorized ignition systems, power steering assemblies and components and air conditioning systems.

(f) Troubleshoot, repair and overhaul major components and systems such as differentials, transaxles, electronic fuel injection systems, emissions control systems and related electrical, electronic, hydraulic, fuel and other assemblies.

(g) Disassemble, diagnose, inspect, adjust, repair, reassemble and run operational checks on components of these systems following instructions contained in technical manuals.

Manuals will be provided by the Government as requested by the Contractor.

(h) Troubleshoot and diagnose malfunctions and trouble codes using information technology (laptop computer, scanners, etc.) by accessing the vehicle On-Board Diagnostic systems.

Note: Charges will commence once the Contractor arrives on site at the Government facility and initiates the repair/service process. No travel costs are permissible while performing task orders awarded under this contract.

3.5 Transport of Equipment to/from Contractor’s Facility.

In most cases, the Contractor will perform the work at Government facilities and in the field as appropriate. However, the Contractor may perform the work at its own facility, if deemed necessary by the COR. Contractor facility must be within a 100 mile radius of the U.S.

Marine Corps (USMC) locations listed in this PWS.
