The required response date/time has changed from 20-Nov-2017 04:00 PM to 27-Nov-2017 04:00 PM.
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1: Paragraph 2.0 of the PWS states “Equipment serviced will include, but is not limited to, the OWSC, small waterborne craft, relative internal systems and respective trailers”. Can you explain? If work is required to the small inflatable vessels will that be strictly based off of a diagnostic and quote platform? Or will these inflatable vessels be needing the monthly PM work in the bid proposal?
A1: There are no small inflatable vessels. Paragraph 2.0 of the PWS has been revised to read “Equipment serviced will include, the OWSC, relative internal systems and respective trailers”.
Q2: Paragraph 4.0 states “The contractor shall perform repairs requiring experienced waterborne craft knowledge as identified in the manufacturer’s operator’s manual”. Is the manufacturer’s operator manual for the engines, boat or trailer? Can you reference the manual serial number so I can reference, please?
A2: The manufacturer’s operator’s manual is for the boat. The full USMC OWSC operator’s manual is included as an attachment to Amendment 1 of the solicitation.
Q3: Subparagraph 6.3 references a month’s end report outside of the work scope/invoice for work performed that month. In other words, will you need additional documentation outside an itemized invoice with the noted requirements from section 5.10.1.3 on page 7?
A3: Subparagraphs 6.3 monthly report and 6.4 quarterly PM schedule have been removed.
Subparagraph 6.2, Status Report, satisfies the reporting requirement.
Q4: Can you please clarify the Item numbers and quantity, from page 10‐29? Specifically what the item number and nomenclature represents.
A4: These are the Contract Line Item Numbers (CLINS). CLINs 0001, 0002, 0003, 0004, and 0005 are “Info Only” and not separately priced. Sub‐Contract Line Items (SLINS) are separately priced.
For example, 0001AA Monthly Preventative Maintenance, Qty 24 x Unit Price = Max Amount.
Further explanation is detailed in DFARS PGI 204.7104 which can be found at the following link:
http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/dfars/PGI%20204_71.htm#P206_58 76.
Addendum to FAR 52.212‐1, paragraph 5 has been changed:
FROM: “Section 2: Price: In the price quotation, the offeror shall include the price for each CLIN as shown in the solicitation. The offeror shall provide a total cost, encompassing all prices proposed”.
TO: “Section 2: Price: In the price quotation, the offeror shall include the price for each SLIN as shown in the solicitation”.
Q5: Page 48 references some questions about a product's country of origin. With some of the engine parts, OEM facilities in Canada is this of concern? None of our facilities are outside the USA. But some of the parts maybe manufactured internationally.
A5: This is not applicable as FAR 52.225‐1, Buy American –Supplies, does not apply to this solicitation.
Q6: Can you provide scheduled maintenance requirements for each required piece of equipment in need of PM and CM?
A6: The full USMC OWSC operator’s manual is included as an attachment to Amendment 1 of the solicitation.
Q7: Can you define: 5.1.2 Contractor personnel must be certified to perform work on Evinrude Outboard Engines (Para 4.3.3)? Does this mean we must have all specialty tooling and shop manuals to preform work on the stated Evinrude engines? Or does this require us to be an Evinrude Dealer? Also will this require us to be trained by SAFE BOAT as they offer a certified course to work on their vessels?
A7: The reference “Para 4.3.3” is corrected to “Para 4.2.2”. Contractor personnel must be certified to work on Evinrude engines. Contractor personnel must be certified to order OEM replacement parts, receive repair manuals, and perform work on Evinrude engines. There is no requirement to be an Evinrude dealer. Safeboat training is not require, but it highly desirable.
The following have been modified:

PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
OPEN WATER SAFETY CRAFT
1.0 INTRODUCTION. This is a single award, indefinite delivery indefinite quantity (IDIQ) service contract with firm-fixed-price (FFP) task orders to provide Open Water Safety Craft (OWSC) preventative and corrective maintenance in consideration of 1st Expeditionary Operations Training Group, G-7, I MEF.
2.0 MISSION. This requirement is for on-demand and indefinite quantity services associated with preventative and corrective maintenance tasks on OWSC and other mobile equipment. Equipment serviced will include the OWSC, relative internal systems and respective trailers. The level of service expected will include limited vehicle operation, cleaning, and repair requiring experienced OWSC knowledge as identified in the manufacturer’s operator manual.
3.0 BACKGROUND. The United States Marine Corps (USMC) currently employs the 33’ Aluminum Chambered OWSC, a derivative of SAFE Boats’ 31 Special Purpose - Emergency Medical Transport. The OWSC is a high-speed emergency transport vessel that serves as a medical evacuation and the primary safety response platform in support of high-risk maritime training such as airborne water drops, visit board search and seizure operations, dive operations, and amphibious raids. The training prescribed herein is vital regarding the certification of the Marine Expeditionary Units and requires a waterborne vessel as a safety platform. Training is untenable to certify the Marine Expeditionary Unit without these safety crafts. It possesses integrated communications and navigational systems to provide its crew the necessary situational awareness to respond to and aid disabled craft and injured personnel. It provides additional space for passengers and medical personnel for treatment and transportation of casualties/recovered personnel. The OWSC provides the safety platform at U.S. Marine Corps installations throughout the southwest United States and there is currently no other platform to provide the same capability that is institutionally supported. OWSC fielding to USMC began in 2007 and ended in 2011. All equipment warranties have since expired. Currently, USMC does not have a service-wide conventional maintenance and sustainment strategy.
4.0 SCOPE. USMC requires contracted vendor support to meet the preventative maintenance (PM) and corrective maintenance (CM) requirements for the OWSC. The contractor shall perform repairs requiring experienced waterborne craft knowledge as identified in the manufacturer’s operator’s manual. This scope supports the following Marine Corps locations and fleets:
4.1 MCB Camp Pendleton: This fleet consists of two (2) OWSC equipped with Evinrude engines. Both OWSC are located in 21 Area Camp Del Mar, Building 210562.
