CANNIBALIZED PART. A salvageable part from another vehicle, which is used to make repairs and/or make a vehicle operational.
CENTRALLY MANAGED PARTS. Any part centrally procured, stocked, and issued by a specific federal agency for which existing regulations, directives or laws require procurement of such parts from the managing federal agency.
COMMERCIAL VEHICLES. A commercial motor vehicle is an item of equipment, mounted on wheels and designed for highway and/or land use, that (a) derives power from a self-contained power unit, or (b) is designed to be towed by and used in conjunction with self-propelled equipment that is available on the open market to the general public and commercial business concerns.

Parts averaging three or more demands during a one month period, minimum, over the previous six months shall be considered fast moving parts for the next six month period. The unit of issue for determining the fast moving part stock levels will be the same as the smallest quantity listed in the approved price list.
NON-PRICE LISTED PARTS (NPL). Vehicle and equipment parts for which price lists are not available.
OPERATOR’S CARE AND PRESERVATION SUPPLIES. Any supply item which is required in the routine upkeep of a vehicle but which is not required to render the vehicle operational. Examples are polish, wax, and wiping rags.

OSHA. No hazards have been identified for which workarounds have been established. The Government corrects
OSHA hazards per Government developed and approved plans of abatement taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided hereunder merely because of this contracting initiative. The Government does not guarantee that no hazard exists, or that workaround procedures will not be necessary, or that the facilities as furnished will be adequate to meet the responsibilities of the contractor.
Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor. The Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such requirements, except the aforementioned responsibility to make corrections per approved plans of abatement subject to base-wide priorities. Before the contractor performs any modifications to the facilities, the contractor shall notify the Contracting Officer and provide documentation describing in detail the modification requested. The contractor shall not make alterations to the facilities without specific written permission from the Contracting Officer. The contractor shall use the authorized facilities only in the performance of this contract only. The contractor shall return the facilities to the Government in the same condition as received, fair wear and tear and approved modifications excepted. If a manned store is operated at the Camp Pendleton site, the contractor shall allow access to that Camp Pendleton COPARS parts room by the Night Crew Supervisor as assigned by the COR. Contractor shall develop an agreed upon procedure with the assigned COR for documenting and processing parts removed by the Night Crew Supervisor.
This process will then be completed the next business day. Should inventory shrinkage occur, SWRFT accepts reasonable responsibility due to night access of the parts room. Periodic physical inventories may be requested by either party concerned to identify and declare any missing inventory.

The COR will make a report of the inspection noting any discrepancies or damages which shall be signed by both parties and a copy provided to the contractor. In the case of facilities damage not repaired by the contractor at the end of the contract period, the amount of compensation due the Government will be the actual cost of the repair. In the case of damaged property not repaired by the contractor, the amount of compensation due the Government will be the actual cost of repair provided such amount does not exceed the economical repair value. When loss or damage is beyond the economical repair value, the amount of the contractor’s liability shall be the depreciated replacement value of the item. The
Contracting Officer will reduce amounts owed to the contractor or receive direct payment by the contractor.
