Notice of Intent to Modify Contract to Extend Contract Ordering Period Notice Type: Justification and Approval (J&A) J&A Statutory Authority: FAR 6.302-1 - Only one responsible source (except brand name) Contract Award Date: October 1, 2014 Contract Award Number: M00681-14-D-0008 Modification Number: P00009
Synopsis:
This notification is to announce that the Regional Contracting Office (RCO) MCIWEST intends to issue a single source contract modification to Sonabend Company, Contract No. M00681-14-D-0008 to extend the contract ordering period from March 31, 2018 to Dec 31, 2018. The Applicable NAICS code is 811490, Other Personal and Household Goods Repair and Maintenance, with a size standard of $7.5 million.
The modification will be issued to the incumbent contractor on the basis that is there is only one Responsible Source and no other supplies or services will satisfy the Agency requirement (ref FAR 6.302-1). This action will be awarded under the authority of Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5.
Contract M00681-14-D-0008 is a Requirements-type contract for uniform alterations to support the Marine Corps Recruits Depot. The Marine Corps Recruit Depot/Western Recruiting Region, San Diego (MCRD San Diego) train Marine Corps Recruits, Drill Instructors, and Recruiters. During training, these Marines are issued a variety of uniforms for wear throughout their Marine Corps career. The uniforms they receive must be tailored to meet Marine Corps standards as set forth in the Marine Corps Uniform and Alterations Manual (TM 10120-15/1B).
THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This action will result in a modification to extend the ordering period for nine months (a 5-month base period, with two 2-month option periods for each order issued). The extended period is necessary to allow the government sufficient time to assess the impact of a recent major schedule change to the uniform alterations requirement. It is crucial that the government observe the change under the current contract. With close to fifteen years of experience performing MCRD recruit alterations, the incumbent will provide the extensive knowledge necessary to provide a stable and consistent level of performance for the high volume of recruits that require uniform alterations within a strict timetable. This stability, or control factor, is crucial during the Government’s observation of the new schedule impacts; it will allow Government monitors to rule out contractor performance if there are major flaws with the new schedule change.
Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. (A follow-on acquisition is expected to begin later this year). Inquiries or concerns must be addressed in writing to carolyn.lynch@usmc.mil, Contract Specialist, no later than January 30, 2017, by 3:00pm EST. Telephone requests will not be accepted. This notice does not obligate the Government to award a contract or otherwise pay for the information provided by respondents for any purpose deemed necessary and legally appropriate.
A signed and redacted Justification and Approval will be posted at a later date.
