DIESEL ENGINE VEHICLE RETROFIT
WITH
DIESEL PARTICULATE FILTERS
1.0 INTRODUCTION.
This is a contract to identify, purchase, and install the best available control technology (BACT), also known as diesel particulate filters, to comply with California Air Resources Board (CARB) Verified Diesel Emissions Control Strategies (VDECS) to minimize the engine emissions, diesel particulates (PMs) and nitrous oxides (NOx), for “on-road” diesel powered vehicles owned by the United States Marine Corps and operated at Camp Pendleton, California. This contract’s primary focus will be to provide accurately identified BACT equipment, purchase of the appropriate CARB certified BACT equipment, installation of identified BACT to Marine Corps owned vehicles, and warranty of installed equipment. Diesel particulate filters (DPFs) that are identified for each particular engine will be certified by the U.S. Environmental Protection Agency (USEPA) and the California Air Resources Board (CARB). The selected retrofit systems must maintain the operator’s ability to safely operate the equipment with consideration for operator visibility and vehicle operability. The contract’s secondary focus will be to offer vehicle repower (engine replacement) options for vehicle engines that cannot be retrofitted with a DPF by identifying, providing, installing, and providing warranty of replacement engines that best meet current emission standards and that are certified by USEPA and CARB. These replacement engines will be identified for equipment that cannot be retrofitted with a DPF.
2.0 BACKGROUND.
The Southwest Region Fleet Transportation (SWRFT) is responsible for providing diesel powered vehicles (on-road) to support the daily activities onboard the Marine Corps installation Camp Pendleton. To meet the CARB emissions reduction requirements as directed by the Air Toxic Control Measures (ATCM) regulation, the SWRFT has adopted a mixed strategy of retiring, replacing, repowering, and retrofitting with BACT to reduce their fleet emissions to make their vehicles compliant with the ATCM regulation. As part of this strategy, SWRFT has identified specific diesel powered vehicles that they are considering to be retrofitted with DPFs or repowered with compliant engines. This list of vehicles may be changed based on availability of BACT, efficiency, and cost of DPFs and replacement engines.
3. SCOPE.
Based on the vehicle information provided, we task the contractor to collect vehicle operation data and recommend either an active or passive DPF for each vehicle proposed for retrofit. The contractor will use engine temperature data logging to identify the best DPF technology (passive or active) and the best DPF make/model retrofit kit for each vehicle engine listed. The contractor will also provide the estimated emissions reduction as a result of each retrofit. The contractor will provide information on the DPF technology being recommended for installation on the Marine Corps vehicles, such as: manufacturer’s name, product ID number, a description of how the technology reduces PMs and NOX, and the engine models to which the technology will be applied. The contractor will provide proof that the recommended DPF is USEPA and CARB approved for that particular engine model.
Diesel Particulate Filter Requirements:
- The device shall be the most efficient system available, either replacing the existing muffler, be integrated into the existing system or as an add-on installation, however, both systems will have robust brackets to support the increased weight requirements.
- Documentation will be provided indicating that each DPF system has been approved by USEPA and CARB for installation on that particular engine.
- Data logging of the equipment will be accomplished, when required, to confirm that each DPF system meets the required exhaust temperature during routine operation to ensure proper regeneration functioning of the
DPF.
- Installation shall conform to the CARB VDECS General Installation Guidelines.
- The device shall be modular with the ability to remove the filter element for cleaning without dismantling the exhaust system. The filter element removal shall not be obstructed by the outer case or compartment enclosures in a way that prevents full access for element removal.
- An onboard monitoring system and in-cab remote display for the vehicle operator shall be provided. The monitoring system shall have data logging capabilities for both pressure and temperature with alarm and warning set points.
Based on the vehicle information provided, we ask that the contractor recommend a replacement engine (repower) for each vehicle engine. The contractor will also provide the estimated emissions reduction as a result of each repower. The contractor will provide information on the recommended repower engine, such as: manufacturer’s name, model number, emissions compliance level, and technology used to reduce DPs and NOx. The contractor will provide proof that each recommended engine is USEPA and CARB approved.
The contractor shall provide the following for recommended engine replacements:
- The most appropriate and emissions compliant engine for each particular vehicle.
- Production/Ordering/Delivery time for each Engine.
- The qualifications of the personnel performing installations.
- The adequate local facility (within 75 miles of Camp Pendleton) performing the installations.
- The total estimated time that each vehicle will be out of service for the complete installation.
- Technical support after installation, to include vehicle operator and mechanic training on each engine installed to include the new emissions control devices.
- Service manuals for each engine installed.
- List of special tools required to properly service each engine.
- Complete, timely, and effective warranty service for the replacement engine and related services.
Replacement Engine Requirements:
- The engine shall be the most emissions compliant and shall be appropriate for the particular type of equipment; closely matching the current engine in horsepower and configuration to ensure minimal modification to equipment to allow installation.
- Documentation will be provided verifying the compliance level of each replacement engine to USEPA and CARB regulations.
- The engine installation will include an emissions control monitoring system comparable to equipment the same model year as the engine to include a display to inform the equipment operator of the emissions control status.
Warranty and Guarantee
The Contractor shall warrant their services and all equipment and materials provided, to include the DPF, to be of the highest quality, complying with specifications and free from all defects whatsoever in workmanship and materials. The Contractor agrees that any replacements and/or adjustments made necessary because of such defects will be made promptly without any cost to the Government and to the satisfaction of the Government.
The Contractor must certify that the diesel particulate filter retrofit devices are compatible with the equipment it is to be installed on and is approved by USEPA and CARB. Contractor must submit OEM concurrence that the devices installed will not affect OEM warranties on equipment and engines that may still be in effect with their proposal.
Further, the Contractor shall warrant the work performed, materials installed and other components affected by the installation of the DPF devices and engines, to include any performance issues of the engine or other components of the equipment due to the presence of its installation.
A copy of the warranty shall be included with the submission. Effective date of warranty shall be the day the Government places the equipment in service and has accepted the work performed. The Contractor shall describe how warranty claims and resulting work will be handled.
