ANSWERS TO QUESTIONS

Q1: Why is Alliant Governmentwide Acquisition Contract (GWAC) required for this requirement?

A1: ADDENDUM TO 52.212-1, Paragraph 4. FAIR OPPORTUNITY has been updated to properly reflect

FEDBIZOPS.

Q2: There is no mention of the start date for the Base Period. Is it October 1,2013?

A2: The period of performance for CLIN 0002 has been updated. All period of performance dates can be found under “DELIVERY INFORMATION”.

Q3: Item 0001 asks for completed price sheets for attachment 1 and 2, however, attachment 2 only has discount percentages and an NPL service charge. Only attachment 1 has individually priced and discounted amounts. The same applies to item 1001 and 2001. There can be no amount totaled for attachment 0001, 1001 and 2001, should the total be only for attachment two items?

A3: The CLINs have been updated to remove “total amount” from description

Q4: Item 0002 for the base period specifies the location as Camp Pendleton and states if additional locations are proposed to detail them in the proposal, however, the base solicitation calls for seven locations to be serviced. I do not understand what is to be detailed in item 0002 for additional locations.

The same question applies to item 1001 and 2002.

A4: The base period for CLIN 0002 has been updated. Refer to paragraph 1.1 of the PWS to review the performance requirements at each location. A description is required to detail how the service is to be provided, either by an on-site COPARS or by daily delivery service.

Q5: On attachment one (Market basket of Parts) there is a Base/Option year, however, there are two option years, the first for twelve months and the second for 4 months. Where does the second option periods discounts and NPL service charge apply?

A5: Attachment 1 & 2 have been updated to provide a sheet for each period of performance

Q6: Item 6 "Format of Proposals", b, Volume 2 states that offerors shall submit on a separate sheet of paper the price for the entire project. Does this mean for Camp Pendleton only or all seven locations, which includes Camp Pendleton? If this is the case would not the discounts and NPL service charge be the same for all locations serviced since there is no area to quote different discounts or service charge for secondary locations.

A6: All totals shall be for the entire requirement which include multiple locations. Attachment 3 has been added to aid in providing total project pricing.

Q7: Page 50, item (1) "Overview", states the contract specialist evaluating the proposals has already assessed the performance risk associated with the offerors performance. Is this referring to the information submitted with the original "Sources Sought" submitted prior to June 25,2013?

A7:No. This information is instructions for the past performance questionnaire.

Q8: My last question assumes that the individual category discounts and the NPL service charge in attachment 2 is to include all the contractors costs and profit for the all contract periods and there is no longer any charges added for operating the contract or any other reimbursement for the offerors? Is this correct?

A8: The discounts and surcharges should be determined by considering the cost to obtain and provide parts outside of the vendor's store/inventory.

Q9: Is there an incumbent contractor currently servicing these installations?

A9: Yes.

Q10: There are two item numbers per installation. The first is the parts and the 2nd is the COPARS. Is the COPARS to be quoted for the actual people that will be working on base?

A10: The amount quoted for the COPARS operation should include all costs to operate the activity ( for example personnel, office equipment, delivery vehicles, etc.) The proposal should provide a fixed cost to operate the COPARS.

Q11: There is a parts list of common parts, OEM, and batteries. Is this all of the parts we will be required to stock and manage?

A11: No. The provided parts lists are a random sample. The parts list is to assist in determining price reasonableness and for comparison among proposals. The requirement is to provide any part needed for the inventory of vehicles. Parts management and stock levels will be determined by demand. See the following sections/paragraphs of the PWS: Section 2 Definitions - Fast Moving Parts, paragraph 4.2.1, paragraph 5.18, paragraph 5.23, paragraph 5.31, paragraph 7.1.2.1.

Q12: Can you please confirm the length of the contract and the extensions.

A12: All period of performance dates can be found under “DELIVERY INFORMATION”.

Q13. Is there a set dollar value to the whole contract?

A13: The dollar amount of the contract, will be based upon the award amount.

Q14: Can a VIN list be obtained for the vehicles? Some of the vehicles listed (like the Internationals) will have several versions to one model. That means there can be multiple filters/parts that are different when quoting that model.

A14: Attachment One has been updated to include VIN on common parts.
