Section SF 1449 - CONTINUATION SHEET
PERFORMANCE WORK STATEMENT
1.0 DESCRIPTION OF SERVICES. The contracted Roman Catholic (RC) Priest provides limited services for the Roman Catholic community supported by the Command Religious Program of Marine Corps Base Hawaii Kaneohe Bay. The Roman Catholic Priest (Contractor) shall officiate at the regularly scheduled Sunday Roman Catholic Mass, perform baptisms and officiate Holy Day Masses and other Special Occasions as available. The Designated Government Representative (DGR) shall be the Command Chaplain, Marine Corps Base Hawaii, Kaneohe Bay. The RC Lay Leader appointed by the Commanding Officer shall coordinate the RC portion of the Religious Offering Fund (ROF) account, and its charitable and community social dispersals with recommendation by the Contractor. This position will provide services for 20 hours per week.
2.0 Per US Navy Regulations, SECNAVINST 1730.7D, OPNAVINST 1730.1D and MCO 1730.6D it is incumbent upon commanding officers (COs) to have a Command Religious Program (CRP) which accommodates the religious needs, preferences, and rights of assigned military personnel, eligible family members, and other authorized users. Chaplains (with the professional assistance of Religious Program Specialists (RPS)) “care for all service members, facilitate the religious requirements of personnel of all faiths, provide faith-specific ministries, and advise the command.” At installations where assigned chaplains cannot provide adequately for the variety of represented faith groups, it is most appropriate to augment the CRP with Contracted Religious Ministry Providers (CRMPs), other contractors, and volunteers. In locations where no RC military chaplain is assigned or available, contracting the services of a civilian priest as a CRMP is authorized and appropriate. This contract is to secure the offices of a Roman Catholic priest to provide faith-specific religious ministry to authorized RC personnel, leadership, and oversight to the RC portion of the CRP, and authoritative advice to the Command Chaplain. The RC program also includes related activities supported by chapel volunteers and contracted personnel, such as musicians.
