SALIENT CHARACTERISTICS
1. Scope. The purpose of this requirement is to establish access to a website that provides access to databases of news and social media posts and crawls the internet for relevant content, along with the organic ability to analyze and graphically depict underlying themes, sentiment, and metrics related to that content. This is a critical capability for U.S. Marine Corps Forces, Pacific (MARFORPAC), Communication Strategy and Operations (COMMSTRAT).
2. Tasks. Provide access to a web-based service that aggregates, analyzes, and displays news and social media content and the metrics and networks associated with that content.
3. Deliverables. This subscription should provide access for unlimited users to a web-based platform which can:
1. Identify, analyze, and quantify traditional and social networking content including the reach and spread of a news item or social media posts. Additionally, the platform/service should be able to identify trends in coverage, with the ability to draw out key themes, personalities, and issues.
1. Integrate with LexisNexis or comparable database of traditional print, television, and radio sources; should include access to offline print and broadcast data. Users should be able to search these databases via the platform interface rather than a third party website.
1. Track and monitor activity on designated, specific third-party social media accounts, for comparison with owned platforms.
1. Track and map the progress a story or issue as it makes its way through both social and traditional reporting. Should be able to visually depict this process for easy comprehension.
1. Use artificial intelligence models to accurately identify sentiment, common themes, and images.
1. Include the ability for users to customize and train AI models for specific needs or focus areas.
1. Customize reporting options, including the ability to download or send links to web-hosted materials.
1. Identify the sentiment with which audiences are engaging with posts/coverage. Additional context and clarity beyond “positive/neutral/negative” is preferred. Sentiment analysis should be able to identify irony or humor in posts.
1. The service should support both image and text search.
1. The platform should have a single, common interface for assessing both traditional and social media content and coverage.
1. The platform should be able to scan non-English news and social media sources and be able to translate results back into English, to include sentiment analysis, for reporting purposes.
1. The platform should offer real-time monitoring and alerts.
1. The platform should provide customizable dashboards that can be manipulated/customized by the users.
1. Incorporating user-generated metrics, or allowing users to adjust the native metrics on the platform using user-generated factors.
1. Analyzing text from content in .csv or similar formats already possessed by the users.
1. Integrate with organizational social media platforms, to include Facebook, Twitter, Instagram, Snapchat, Flickr, and others.
1. The platform should use Boolean logic to narrow down search terms.
1. Ability to identify and graphically depict major themes in coverage through natural language processing.
1. Ability to identify and track inputs from key influencers on Marine Corps issues in the information environment. Network analysis should break down those influencers that create content themselves, and those that amplify content from other sources.
1. Provide demographic data on users who engage with Marine Corps related content without providing specific personally identifiable information. Demographics should include but not be limited to: age, gender, geographic location, and occupation.
1. Provide the ability to identify “bots” or fake accounts in order to identify potentially false information flows and their sources.
1. Provide at least 2 years of historic data.
1. Ability to export data and graphs into Excel, Word, PowerPoint and other formats.
1. Social media analysis should include coverage of at least Twitter (full Firehose preferred), Facebook, Instagram, Snapchat, etc.
1. The subscription should include 24/7 access with the ability to add unlimited users.
1. Account administrators should be able to manage the permissions of users to edit or add search terms, create online dashboards, create reports, or otherwise access and manipulate the platform.
4. Contractor Quality Assurance. The contractor is responsible for the overall technical quality of the requirements and the function of the website.
5. Contracting Officer (CO). The Contracting Officer is the only person who can legally modify a resulting contract or obligate the Government for expenditure of funds. Costs shall not be incurred by recipients of the solicitation in anticipation of receiving direct reimbursement from the Government.
Only the Contracting Officer has the authority to authorize deviation from the terms and conditions of any resulting contract, including deviations from specifications and requirements. In the event the Contractor does deviate, without written approval of the Contracting Officer, such deviations shall be at the risk of, and any cost related thereto shall be borne by the Contractor. Any matter concerning a change to the scope, prices/costs, terms, or conditions of this contract shall be referred to the Contracting Officer.
6. Period of Performance. The Estimated Period of Performance is for One (1) Year Base Period and Four (4) One (1) Year Option Periods.
