BASIS FOR AWARD: Award will be made to the Lowest Price Technically Acceptable (LPTA) responsive, responsible offeror’s quote. The resulting award will be a Firm-Fixed Price purchase order, all or none, to provide Rattan Furniture for Marine Corps Base Hawaii Family Housing Department.

EVALUATION: The Government intends to make a single Firm Fixed Price award to satisfy this requirement. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. The following factors will be used to evaluate quotes:

Factor 1. TECHNICAL:

Quoter to provide sufficient information to meet or exceed expections outlined in the salient characteristics.

Acceptable
Based on the quote, all technical subfactors receive an acceptable rating.
Unacceptable
Based on the quote, one, some or all technical subfactors received an unacceptable rating.

Factor 2. PRICE: All quotes must be the Contractor’s Best Pricing. Price analysis shall be used to verify that the overall price offered is fair and reasonable. The Offeror shall input the unit price and total in all the line items. The total evaluated price is calculated using the prices proposed for all line items.

The Government reserves the right to award no contract, depending on the quality of the quotes submitted and availability of funds for the requirement. The Government intends to evaluate quotes and award a single contract without requesting or accepting revised quotes. Therefore, the Offerors will be advised that their initial quote should contain the most favorable terms and reflect its best possible performance potential. The Government does reserve the right to clarify aspects of the quotes and hold discussions.

Factor 3: PAST PERFORMANCE - Past Performance will be evaluated for the responsive, lowest priced technically acceptable quote on an acceptable/unacceptable basis. If that quote receives an acceptable Past Performance rating then that quote is considered the best value to the Government.

The past performance evaluation will determine if there is any derogatory past performance for the type of services required under this acquisition. The past performance evaluation performed does not establish, create, or change the existing record and history of the vendor’s past performance. Past performance will be found either acceptable or unacceptable based on information obtained from the Past Performance Information Retrieval System (PPIRS) for those services similar in size, scope and complexity to this acquisition. Any less than satisfactory rating, for a service that is similar in size, scope and complexity may be cause for an unacceptable rating. Vendors with Neutral past performance will be determined Acceptable for the purpose of this evaluation.

Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Questions regarding this RFQ must be submitted via email to Sergeant Luis Diaz at luis.diaz0@usmc.mil. All answers to questions will be uploaded to FBO as an attachment file. To be considered for award, contractors must submit quotations to ensure they reach destination by no later than 12:00 P.M. (HST) on 15 July 2019. Quotations received after the due date and time will not be considered for award. Please submit any questions by 2:00 P.M. (HST) on 12 July 2019. All questions will be posted to the FBO solicitation as a Q&A amendment no later than 4:00 PM (HST) on 12 July 2019. Offerors are further advised that proposals sent electronically (E-mail) are responsible to ensure that their submittals are received by the date and time specified.
