ANSWERS TO QUESTIONS

Question 1 - Section 4.19. Will Marine Base Hawaii require us to stock high use specific inventory dedicated to the fleet of Marine Base Hawaii? If so, would Marine Base Hawaii be willing to discuss purchase of this specific inventory at the end of an agreement? Specific inventory could include tires, body parts, etc.

Answer 1 – Yes, the government will require the vendor to stock high use specific inventory dedicated to the fleet of MCBH. Towards the end of the contract period of performance, if there is contractor procured inventory that the government has a need for, a delivery order will be placed to purchase these items.

Question 2 - Section 52 212-4 Normal everyday trade items that Marine Base Hawaii could purchase from any retailer or source in Hawaii, are there any exceptions to Buy American Clauses on everyday trade items ? How do you monitor and verify such today?

Answer 2 – The current procedures for country origin verification vary depending on the method of procurement, but for the purposes of this contract, the language in DFARS 252-225-7001 apply, specifically 252.225-7001(c) “The Contractor shall deliver only domestic end products unless, in its offer, it specified delivery of other end products in the Buy American Balance of Payments Program Certificate provision of the solicitation. If the Contractor certified in its offer that it will deliver a qualifying country end product, the Contractor shall deliver a qualifying country end product or, at the Contractor’s option, a domestic end product.” FAR Part 25.104(a) lists items that are exempt from the Buy America statute, specifically “Spare and replacement parts for equipment of foreign manufacture, and for which domestic parts are not available.” Additionally, IAW DFARS PGI 225.872-1, only purchases those countries listed are exempt from the Buy American statute. Question 3 - If we were to source an everyday item, yet vendor could not provide certification of manufacture, how would Marine Base Hawaii prefer we as a contractor handle that?

Answer 3 - If the vendor cannot certify the source/manufacturer the vendor shall not procure that item for sale to Marine Corps Base Hawaii.

Question 4 - Are there exemption to Buy America Clauses at Marine Base Hawaii today on everyday commodities and purchases? Are there today certain exemptions for specific products? Is there a dollar limit where Buy America Clauses do not apply?

Answer 4 – Exemptions to the Buy America Act ar listed in FAR 25.103. It does not apply to contracts below the micro-purchase threshold, but it is presumed that most delivery orders placed against this contract will be above the micro-purchase threshold.

Question 5 - Who is the commercial internet provider on base.

Answer 5 – All commercial internet providers that provide service to Oahu can provide internet to Marine Corps Base Hawaii.

Question 6 - What is the process for issuing HAZMAT Material?-

Answer 6 – DFARS 252.223-7006 Prohibition on Storage, Treatment, and Disposal of Toxic or Hazardous Materials prohibits the storage, meaning, a non-transitory, semi-permanent or permanent holding, placement, or leaving of material on a DoD installation. It does not include a temporary accumulation of a limited quantity of a material used in or a waste generated or resulting from authorized activities, such as servicing, maintenance, or repair of Department of Defense (DoD) items, equipment, or facilities. Therefore, if HAZMAT is provided, then it will be stored at a separate facility, and issued to the government at the COPARS facility at the time of order fulfillment. Once the HAZMAT is issued to the Government, the Government will coordinate with base environmental for the appropriate labeling and tracking.

Question 7 - Who will be responsible for maintaining around building 385?-

Answer 7 – The vendor will be responsible for keeping the inside of the facility clean. The maintenance of the building (permanent fixtures, electricity, sewage, etc.) will be done by the government. The government will also maintain the buildings exterior.

Question 8 - Will the Government accept electronic submittals in lieu of hard copies?

Answer 8 – No, hard copies of the submittals are required. However, in lieu of a CD, an e-mail with electronic copies of the submittals will be acceptable. Note that maximum size for individual e-mail submittals is 5 MB. If your submission is larger than that, you may send multiple e-mails.

Question 9 - Will the Government accept ONLY COPARS experience in the referenced geographical areas or will the Government accept evidence of similar experience?

Answer 9 – The Government will accept evidence of similar experience, but the emphasis is on “relevant” The requirement is for an on-site COPARS store, so all experience must be relevant to the requirement.

Question 10 - It is the Government's intent that the catalog be provided within the Technical Volume's 30-page limit? Alternatively, will the Government accept an electronic copy of the catalog?

Answer 10 – The catalog will not count against the Technical Volume’s 30 page limit, and it is preferred that the catalog be provided electronically.

Question 11 - Does the Government intend the completed and signed copy of the solicitation and the required information for the Reps and Certs to be included in Volume III, Price Quote?
