(EIS). The contract services will consist of one (1) Lead NEPA project manager to be in charge of all aspects of the
EIS, and one (1) Administrative NEPA Analyst to provide technical support in research, analysis, review, edit, and advice on all aspects of the EIS. The Record of Decision for the CJMT EIS is scheduled for June 2016. HDR has been directly involved with this effort since 2012.

order that was placed in accordance with the applicable FSS ordering procedures on an unrestricted basis, which was solicited to all schedule holders under FSS 899-1, Environmental Consulting Services. A solicitation was issued and posted on the GSA eBuy web site in order to reach the maximum possible prospective vendors. Two (2) quotes were received in response to this solicitation. Task Order Number M00318-12-F-0053 under GSA Contract Number
GS-10F-0073L, was awarded on 27 September 2012 IAW procedures at FAR 8.405. The requirement was competed among GSA FSS holders. As a result of the evaluation, the quote received from HDR was determined to be the best value to the Government, price and other factors considered, and subsequent award was made to HDR.
HDR Environmental, Operations and Construction, Inc. has been the sole provider of NEPA project management services for the CJMT EIS. HDR has worked on the project since its inception in 2012 and is the keystone for ensuring the ultimate execution of the Record of Decision. HDR is currently involved in the EIS and associated public outreach, to include public meetings, legislative briefs and public hearings. There are various documents that
HDR is also waiting to receive such as the Record of Decision and regulatory consultation packages from federal agencies and ultimately the Deputy Assistant Secretary of the Navy. When the current period of performance expires, the EIS will only be in the Draft version. HDR will be working to address public comments, ensuring the required changes are incorporated into the Final EIS, and completing the administrative record. The following actions will still be on-going by September 2015, which is the end of the period of performance for the current task order: public hearings and comments, final document preparation, administrative record, project schedule, project team briefings and meetings, website development, briefings to senior military leadership, elected and appointed
Government officials; Federal regulatory consultation with Federal and State agencies. HDR is the only known firm that possesses the technical understanding of the Description of Proposed Action and Alternatives that will ensure that U.S. Pacific Command (PACOM) training requirements are met in the western Pacific. In addition, HDR has the sole institutional knowledge of history of negotiations with the regulatory agencies that will continue through
2016. As a result, HDR is uniquely qualified to provide the remaining project management services to finalize the
Environmental Impact Statement and resultant Record of Decision. If awarded to any other source, it would result in a substantial duplication of cost and time delay to the Government.
5. DETERMINATION OF THE BEST VALUE: The fair and reasonable determination will be based upon price analysis. Elements of the Contractor's quoted price will be compared with publicly available prices for similar services, current inflation rates, and the current task order for the same services (Order Number M00318-12-F-
0053). Travel is a not to exceed (NTE) line item reimbursed at cost in accordance with Joint Travel Regulations.
6. DESCRIPTION OF MARKET RESEARCH: The current task order for the required services was awarded in accordance with the procedures in DFARS 208.405-70(c)(2). An Internet search for "environmental consulting services" returned more than 26 million results. Three (3) company web sites were selected at random from the search results. All three (3) companies offer environmental consulting services to private industry as well as
Government entities, indicating that similar services are available from sources other than the incumbent Contractor.
Market research will continue to be conducted prior to the issuance of a solicitation. This justification will be made publicly available in accordance with FAR 8.405-6(a)(2). All responses to market research efforts and the publication of this justification will be considered.
7. ANY OTHER SUPPORTING FACTS: None.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: For the reasons set forth in Paragraph
4, the MCIPAC RCO Hawaii has no plans to compete any future contracts that may be needed to complete the
CJMT EIS. Absent unusual circumstances, the MCIPAC RCO Hawaii will compete any future requirement for environmental consulting services that do not involve the ongoing CJMT EIS.
