QUESTIONS & ANSWERS
Q: Are there other pictures or other diagrams that can help us in the designing/material estimation of this project. Please let me know!
A: See attached Illustration #1, dimensions for reference.
Q: Do you want 11ga sheet or would you prefer a tubing with a similar wall thickness on the gate portion? The tube would be more rigid.
A: 11 gauge steel and required square steel tubing.
Q: How wide are the cross members and vertical post on the gate?
A: No particular width, just strong enough to support up to 200 pounds.
Q: Is the 74” width for the base the inside dimension or the outside dimension?
A: This is the outside dimension.
Q: Is there a particular hinge type/style and locking mechanism (other than quick-release) that is required for this project?
A: No particular type/style, just simple and strong enough to hold up during use.
Q: Will a final design with prints be supplied by you, or will we need to submit prints for approval?
A: Offeror is to submit prints with their quote, to be evaluated per the salient characteristics provided by the requiring customer.
Q: In reference to the powder coating on this, would galvanization be an option as well. This would allow maximum life expectancy on the item.
A: No, must be powder coated and painted.
Q: As far as payment terms is there net terms or is this payable upon award?
A: Delivery F.O.B. Destination with terms of Net 30.
Q: From the illustration provided, this appears to be a 2-dimensional barricade. What supports it and keeps it stable for shooting? Are there slots in the concrete at the range which will accept the 11 gauge legs? Or must the barricade be free-standing?
A: It is 2-dimensional, please refer to Illustration #1 attached. This will be a free-standing barricade.
Q: The top portion looks as though steel tubing is intended – is this accurate?
A: It is intended to be square steel tubing, not round.
Q: The dimension on the sides of the base are confusing – if the entire barricade is 52” from ground to top, how can the base legs be 53”? Shouldn’t the legs be 28” high?
A: The attached sample photo shows the structure in dimension. The drawing provided does not show the accurate shape. Please refer to Illustration #1 to understand the length of the base legs.
Q: “Solid” and “Heavy-duty” are great for stable support, which a shooting support must be, but transport by a single person is a concern. The design I am envisioning would be quite weighty. Is the intent for one person to fold the support arms and top portion, while two people would lift and move the barricade?
A: The characteristic “lightweight enough to allow for portability” will be removed from Factor 1 of the ADDENDUM to FAR 52.212-2. The barricades can be heavy with no weight restriction.

REVISED ADDENDUM TO FAR 52.212
ADDENDUM to FAR 52.212-2, Evaluation – Commercial Items
BASIS FOR AWARD: The Government will award a Firm Fixed Price award resulting from this solicitation to the responsible and responsive offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
EVALUATION PROCESS: The evaluation will proceed as follows:
· Step 1 – The Contracting Officer will review offers to determine if each offeror has submitted a responsive quote. To be responsive, quoters must submit a complete SF1449 IAW the ADDENDUM to FAR 52.212-1 paragraph 3. A quote may be eliminated from the competition without further consideration if it does not meet the responsiveness requirements.
· Step 2 –Responsive quotes will be Technically evaluated IAW Factor 1 below.
· Step 3 – Technically acceptable quotes will be evaluated for Delivery schedule IAW Factor 2 below.
· Step 4 - The technically acceptable quotes with acceptable Delivery evaluations will be evaluated for price IAW Factor 3 below.
EVALUATION: Award will be made on the evaluation of quotes received in response to this RFQ. Therefore, quoters are cautioned to ensure that l quotes contain your best terms from a technical and price standpoint. The following factors will be used to evaluate quotes:
Factor 1 Technical: Salient Characteristics.
The Offeror’s quote shall demonstrate the ability to meet the following salient characteristics:
· Solid - Heavy-duty construction made from 11 gauge US Standard Steel
· Hinged to lay flat so that it can be folded forward or backwards with a quick release design (no tools required and can be accomplished by one person)
· Powder coated and painted either "black", "tan" or "military green"
· Dimensions depicted on the diagram provided as attached and as follows: Top rung is 52” from the ground and 60” wide. Middle and bottom rungs are placed 12” below, respectively. Middle vertical post and sides will allow the shooters lateral stability. Base gap width is 74” to allow for ground based shooting positions if desired. (Dimension Requirements included in the RFQ)
The Government’s technical evaluation team will evaluate responses to determine if they are technically acceptable or technically unacceptable (price excluded). Failure to meet the technical criteria will render the response to be technically unacceptable and will not be considered further for award.
Acceptable
Quotation meets the requirements of the solicitation.
Unacceptable
Quotation does not meet the requirements of the solicitation..
Factor 2: Delivery Delivery will be evaluated on the responsive, technically acceptable quote that demonstrates the ability to meet the required delivery schedule IAW the SF1449 DELIVERY INFORMATION / DELIVERY DATE.
Factor 3: Price Quotes with acceptable Delivery will be evaluated for price. The total evaluated price will include the sum of the offeror’s price for each CLIN. Price will be evaluated for reasonableness and completeness. Pricing of contract line item numbers (CLINs) and total prices will be evaluated for price reasonableness in accordance with FAR 13.106-3(a). The quote that has been rated Acceptable for Factors 1 and 2 and has the lowest pricing determined fair and reasonable represents the best value to the Government.
The Government reserves the right to award no contract, depending on the quality of the quotes submitted and availability of funds for the requirement. The Government intends to evaluate quotes and award a single contract without requesting or accepting revised quotes. Therefore, the Offerors will be advised that their initial quote should contain the most favorable terms and reflect it’s best possible performance potential. The Government does reserve the right to clarify aspects of the quotes and hold discussions.
