About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity related to active shooter response and close-quarter battle (CQB) training for approximately 65 Marines at Marine Barracks Washington (MBW).
Training Requirements and Scope: The contractor must develop curriculum covering paired response training, fireteam response (4 Marines), and multi-element coordination for active threat scenarios. Training will focus on breaching closed doors for entries during active threat situations, with optional live-fire integration at MCB Quantico ranges. Marines will use M18 handguns, M1018 Shotguns, or M4 Rifles with blank ammunition. The government will provide blank firing adapters, limited dummy weapons (1 red dummy shotgun, 29 red dummy handguns, 19 blue dummy tasers), government-issued weapons systems without ammunition, and organic communications equipment. Contractors must provide breaching props/doors, simmunitions, training aids, and other equipment not organically available. The government can provide Range Safety Officers, Officers in Charge, and Corpsmen if needed, with 30 days' notice required. Structured stress inoculation methods and full mission-profile scenarios are authorized, provided all safety measures are in place. External asset coordination with fire, EMS, CASEVAC, and air assets is permitted. MBW can accommodate 65 students in classrooms with TV or projector capability and provide workspace for response drills and CQB training; however, training aids requiring significant noise or explosive effects must occur at ranges months in advance or during off-hours at MBW.
Administrative and Scheduling Requirements: Training dates are limited to Monday-Wednesday due to Marine shift schedules; April 6-8 and April 13-15 are acceptable (April 8-10 is not due to shift changeover). No facility fees apply at MBW. Marines must receive 8 hours of rest per day with no other timeline constraints. Curriculum must be submitted 14 days prior to execution; range reservations require 30 days' notice. Contractors will receive DBIDS credentials for facility access without escort requirements. Parking will be coordinated based on vehicle needs. The government requests an After-Action Report and future training recommendations but does not mandate completion certificates, though study materials or quick reference guides are encouraged. Training at MBW is limited to working or living spaces; flashbangs and artillery simulators must be conducted at ranges such as Quantico or Fort Meade and require months of advance coordination.

Questions and Answers
1) What size elements would typically respond to an incident? Size of smallest element? Need to determine if we include training for solo response, paired response, or just groups of 4 or more.
Depends on the location of the incident, but most of the elements would be conducting a paired response. The goal would be to train for a paired response, fireteam response (4 Marines), and ultimately how to coordinate once multiple of those elements link up.
2) What types of weapons would they be responding with? Types of handguns, rifles, shotguns, less lethal, crew served weapons?
Marines will be responding with one of three weapons depending on which Marines first respond: M18, M1018 Shotgun, or M4 Rifle.
3) Will the USMC provide blank ammunition and blank adapters for the types of weapons that would be deployed for this training?
Yes; we would just need to know the allotment well ahead of time to be able to place the order. Blank firing adapters (BFAs) we have on hand.
4) Does the USMC have dummy weapons (red guns) available for training? What quantity and type?
We have (1) red dummy shotgun, (29) red dummy handguns, and (19) blue dummy tasers.
5) Can the USMC provide Marine Corps Tactical Instrumentation System (MCTIS), or an older version of force-on-force laser tag type systems (MILES gear)?
No.
6) Are there any noise restrictions for firing blanks or gunshot simulators on MBW?
For blanks, no restrictions. If it is going to be the volume of actual sustained gunfire or louder, we will need to notify the residents who live around Marine Barracks Washington as well as the Metropolitan Police Department.
7) Can vendor training equipment be stored securely on MBW overnight? Locked room, or the ability to leave a locked truck or trailer on location for the duration or training?
Depends on the amount of equipment. If it can fit in a small room, yes. We can also organize parking to be able to park a locked truck or trailer.
8) What size classrooms are available? Can they hold all 65 students at a time? Is there a large screen TV or projector and screen available for use in the classrooms?
We have two options for classrooms, both of which can hold 65 students and have either a TV or projector.
9) Are there any dining facilities on MBW available to the contractors providing training?
No dining facilities on MBW besides the chow hall, however it is not open to civilians on a regular basis. However, there are many restaurants in the vicinity of MBW.
10) Are you looking for mechanical breaching of doors or windows with breaching tools, or just breaching closed doors for entries?
For this training evolution, only looking for breaching closed doors for entries during an active threat scenario.
11) Is a USMC trained Range Safety Officer (RSO) required if we are using blank ammunition? If so, can the USMC provide us with one?
Technically yes; almost all of the Guard company Staff Non- Commissioned/Commissioned officers are RSO certified and will be present during the training evolution.
12. Training venue confirmation for classroom and scenario lanes (MBW-provided space vs contractor facility; any facility fees).
MBW can provide the classroom; scenario lanes is going to be dependent upon which training the contractors are conducting. We can provide rooms and workspaces to conduct response drills, CQB, etc. However, if the contractor wishes to teach something outside of the capabilities of MBW contractor facility may need to be utilized. There are no facility fees for MBW.
13. Whether live-fire integration is required at MCB Quantico ranges; if yes, confirm range dates, safety requirements, and any Government-furnished items (weapons, ammunition, targetry).
Not required, optional as required by contractor curriculum. If contractor can build it into the three days, we can place a range request. However, no guarantee it will get approved at this point given the timeline.
14. Government-furnished vs contractor-furnished equipment expectations for breaching props/doors, PPE, medical training aids, and training weapons (if applicable).
The only thing MBW organically has that it can provide are PPE and limited training weapons (1) red dummy shotgun, (29) red dummy handguns, and (19) blue dummy tasers)
15. Daily training timeline constraints (start/end times) and any restrictions on training areas that affect staffing hours and scenario setup time.
None as long as the Marines are afforded (8) hours of rest time per day.
16. MBW access requirements beyond DBIDS (escort requirements, restricted areas, prohibited items, parking/loading procedures).
All instructors will receive DBIDS credentials. Once they have it, no escort required. Parking will be coordinated ahead of time depending on vehicle requirements.
17. Whether the Government requires any administrative products beyond “training delivered” (e.g., formal AAR report, student evaluations, completion certificates).
No additional formal requirements, however we will request an AAR report and future training recommendations based off trends and observations.
18. Are the proposed April 8–10 and April 13–15 training dates acceptable to the Government?
Due to the Marines’ shift work schedule, they can only train Monday-Wednesday. So they could do 6 – 8 April and 13 – 15 Apr. 8 – 10 Apr would not work because they conduct shift changeover on Friday at midnight.
19. Does the Government authorize incorporation of structured stress inoculation methods and full mission-profile scenarios under Section 3.1.2?
Yes, assuming that all safety measures are in place. There will be some limit to where items can be implemented, i.e. we can’t flashbang an occupied office building when people are working. So the methods would just have to be safely isolated and controlled.
20. Does the Government authorize actual external asset coordination with responding agencies (fire, EMS, CASEVAC, or air assets) during field training exercises (FTX) under Section 3.1.2?
Yes.
21. Will the government authorize training be conducted at Marine Barracks Washington to permitting full mission-profile scenario training as described in Question 2 and 3? If not, can the Government provide locations where this type of training may be conducted in a manner that does not create a logistics (travel/lodging) burden on the Government?
Location will restrict the use of some training aids due to the fact that MBW doesn’t have any organic training facilities, so any place we will be training in will be working or living spaces. Some of the sounds, blanks, strobes, etc. will be able to be utilized at MBW, but any flashbangs, artillery simulators, etc. will need to be conducted at a range, most likely at Quantico or Fort Meade. However, this needs to be coordinated months in advance so at this point conducting training there is unrealistic. Recommend operating within the bounds of MBW and limiting the mission-profile training. Training at night is also an option to train at MBW when personnel are not working.
22. Will the Government authorize students to utilize government issued weapons systems (no ammunition) and organic communications equipment during practical training scenarios conducted aboard MBW?
Yes.
23. Is the government able to authorize student use of organic communication devices with multiple dedicated tactical channels during training?
Yes.
24. Would you please clarify if the government will be providing the RSO, and OIC, and/or a Corpsman? Or must the vendor provide these?
We can provide them if the contractor doesn’t have their own personnel.
However, unless we are doing live fire training, we won’t require any of those.
RSO/OIC/Corpsman support requires 30 days notice.
25. Will Marines be given simmunitions (marking cartridges), targets, and live-fire ammunition or are these items the contractor needs to include in the quote? If offeror provided, what allotment is being provided per service member, per day for simmunition and/or live-fire ammunition?
Negative, we don’t have sim rounds. If contractor plans on using them as part of the training, they will need to provide.
26. Is there a process for the contractor to conduct training at Quantico for this solicitation or is that something that is worked out on Guard Company, Marine Barracks Washington, D.C. (MBW)'s side?
Any live fire training/ranges will need to be coordinated via MBW and will take place on Quantico.
27. When is curriculum expected to be submitted?
Any range reservations need to be submitted 30 days prior to the date of execution. For everything else (classroom instruction, response drills, etc.) we will request curriculum be submitted 14 days prior to execution.
28. Is there anything that needs to be included in the curriculum that is not included in the information provided or anything specific that you are requiring for the active shooter response and close-quarter battle training?
As long as the curriculum covers the topics outlined in the performance requirements, the intent of the training is met.
29. Are deliverables (certificates, handouts, etc.) expected to be given out?
Not mandatory. Any study materials or quick reference guides that the Marines can use in the future would be helpful though.
