About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by Marine Corps Base Quantico on August 18, 2026, for RFQ M0026426Q0146. The amendment addresses industry questions and provides clarifications regarding the procurement of 450 custom black insulated jackets for USMC detachment, Alpha Company Food Service, at Fort Lee, Virginia. Key specifications clarified include: the USMC logo embroidery must be 3 inches by 3 inches on the left chest of each jacket; digital embroidery mockups are acceptable for demonstrating compliance, with physical samples not required prior to award; manufacturer documentation of country of origin and trade agreement compliance (DFARS 252.225-7036 and 252.225-7002) is sufficient to demonstrate technical compliance, with qualifying countries listed; and jackets may be commercially available wholesale items provided all salient characteristics are met and no visible manufacturer name or logo appears on the finished product. Specification sheets/cut sheets are sufficient to demonstrate technical capability without requiring physical samples. A typographical error in the original solicitation referencing RFQ M0026426Q0132 was corrected to RFQ M0026426Q0146. The required delivery date is September 30, 2026, FOB Destination to MarDet Fort Lee, 1691 Lee Avenue, Fort Lee, VA 23801.

Quotations must be electronically submitted via email to Sergeant Jacob Espinosa at jacob.m.espinosa.mil@usmc.mil by 10:00 A.M. Eastern Standard Time on August 19, 2026. Vendors must submit a completed Standard Form 1449, a technical capability statement demonstrating compliance with government requirements, responses to all solicitation provisions (unless completed electronically at SAM.gov), and acknowledgement of all amendments. Vendors must be actively registered in the System for Award Management (SAM) at the time of offer submission. Pricing should be provided in U.S. dollars for all Contract Line Item Numbers (CLINs) with both unit and extended prices. Monthly invoicing is acceptable for work completed, with invoicing after delivery and acceptance of all end items as the only acceptable form of contract financing. This is a commercial procurement conducted under FAR Part 12 using simplified acquisition procedures, and the government reserves the right to award based on the initial offer received without clarifications.
