About this file

This is a Notice of Intent to Sole Source a federal contract for Congressional Quarterly (CQ) subscription services. The Marine Corps Installations - National Capital Region (MCI-NCR), Regional Contracting Office in Quantico, Virginia intends to award a firm-fixed-price purchase order on a sole-source basis to CQ-Roll Call, Inc. (CAGE Code: 1HLK8) under Federal Acquisition Regulation authority for commercial products and services. The requirement is classified under NAICS Code 519290 (Web Search Portals and All Other Information Services) and Product Service Code DA10 (IT and Telecom - Business Application Software as a Service). The response deadline for capability statements or proposals from interested sources is Thursday, September 11, 2026 at 09:00 AM EST.

The Headquarters United States Marine Corps (HQMC) Office of Legislative Affairs (OLA) requires renewal of its enterprise commercial-off-the-shelf web-based legislative intelligence subscription to support a minimum of 50 concurrent user licenses across HQMC OLA and supporting headquarters commands, including Programs & Resources, Combat Development & Integration, Marine Corps Systems Command, Manpower & Reserve Affairs, and Marine Corps Installations Command. Key required capabilities include real-time legislative and congressional tracking, bill introduction monitoring, floor proceedings, full-text committee hearing transcripts, seamless compatibility with existing historical legislative archives and customized tracking dossiers, secure 24/7 web-based access, user onboarding, and dedicated technical support. The Government has determined that CQ-Roll Call, Inc. is the only source capable of satisfying these requirements due to the proprietary nature of the Congressional Quarterly application and OLA's existing baseline of historical data, which would result in substantial cost duplication and unacceptable mission disruption if migrated to an alternative platform. Capability statements and inquiries should be submitted to Contract Specialist Edgar Clark at edgar.clark@usmc.mil and Contracting Officer Kellie Holley at kellie.holley@usmc.mil.

Marine Corps Installations - National Capital Region (MCI-NCR), Regional Contracting Office (RCO), Quantico, VA hereby gives notice of its intent to award a firm-fixed-price purchase order on a sole-source basis to CQ-Roll Call, Inc. (CAGE Code: 1HLK8) in accordance with the Federal Acquisition Regulation (FAR) for commercial products and services, as the circumstances of the contract action deem only one source reasonably available.

Requirement Description: Headquarters, United States Marine Corps (HQMC), Office of Legislative Affairs (OLA) has a continuing operational requirement for the renewal of its enterprise commercial-off-the-shelf (COTS) web-based legislative intelligence subscription. HQMC OLA currently utilizes and relies upon active enterprise user licenses for the Congressional Quarterly (CQ) platform to execute its mandated legislative oversight, congressional engagement, and policy analysis workflows. The subscription must support a minimum of 50 concurrent user licenses across HQMC OLA and supporting headquarters commands (including Programs & Resources, Combat Development & Integration, Marine Corps Systems Command, Manpower & Reserve Affairs, and Marine Corps Installations Command).

Key required capabilities include:

• Real-time legislative and congressional tracking, bill introduction monitoring, floor proceedings, and full-text committee hearing transcripts.

• Seamless compatibility and uninterrupted access to OLA's established historical legislative archives, customized tracking dossiers, and active automated alerting profiles.

• Secure, 24/7 web-based access, comprehensive user onboarding, and dedicated technical support.

Market research confirmed that the Congressional Quarterly application is proprietary to CQ-Roll Call, Inc., which develops, maintains, and distributes the service directly to federal customers without utilizing third-party commercial resellers or distributors. Because of the proprietary nature of the software and OLA's existing baseline of historical data, only CQ-Roll Call, Inc. can satisfy the Government's technical and operational requirements without substantial duplication of cost and unacceptable mission disruption.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which, if received by the response deadline, will be considered by the Contracting Officer.
