Performance Work Statement (PWS) / Statement of Work (SOW)
“Music in Motion” Brass Arrangements “The Commandant’s Own,” United States Marine Drum & Bugle Corps (D&B)
1. Background The mission of “The Commandant’s Own,” United States Marine Drum & Bugle Corps (D&B) is to provide music and drill ceremony for the Commandant of the Marine Corps and the Commanding Officer of Marine Barracks Washington, DC. Required performances include Friday Evening Parades, Sunset Parades, and Battle Color Ceremonies – all of which include performances of the “Music in Motion” program. The “Music in Motion” program is a 15 – 20 minute musical marching performance which highlights the musical and marching expertise of the unit and changes annually to meet the needs of the mission. As such a core facet of the unit’s mission, the “Music in Motion” program is required to be designed to the highest standards to align with the premiere status of the unit. The D&B is the premiere musical marching unit for the Marine Corps and the only active -duty drum and bugle corps in the Armed Forces. As a drum and bugle corps, the unit is comprised of marching battery percussion, front ensemble percussion, electronics section and brass bugles pitched in the key of “G”. This unique ensemble construction is distinct from any other military or civilian musical ensemble. Thus, musical arrangements and marching drill are not commercially available and are required to be custom designed.
2. Scope An industry expert in brass arranging is required to produce the D&B’s brass arrangements for the “Music in Motion” program, to provide in-person consultation on the development and implementation of the “Music in Motion” program, and to provide clinic opportunities to give professional level education to Marines.
Traditional musical ensembles use brass instruments pitched in the keys of “Bb” and “F” while the D&B is using brass bugles in the key of “G”. Musical selections for this key and arrangement of instruments are not commercially available for purchase, therefore all musical selections performed by the unit must be custom arranged or composed. The unit does not have internal individuals capable of rendering these services. Thus, an industry expert is required to fulfill these requirements to maintain the unit’s high standards and to meet the mission set forth by the Commandant of the Marine Corps and the Commanding Officer of Marine Barracks Washington, DC.
