Solicitation Section Question Answers
1 Attachment List (p.92); PWS: 6.6
The government provided Pricing Sheet (Attachment 4) identified in the Attachment List on Page 92 and referenced throughout Section
6.6 Volume 4 - Factor 4 - Price is not incuded
among the four documents (Attachments 1, 2, 3, and the RFP) attached/linked with the solicitation notice posted on 23 Oct at SAM.gov. Can the Government confirm the Pricing Sheet (Attachment 4) will be provided ?
The Government has included Attachment 4 Pricing Sheet with this Addendum 0001.
SF1449
Continuation Sheet;
PWS: 4.4.1.7;
4.4.1.8; 4.4.2.5;
4.4.2.6; 4.4.3.4;
4.4.3.5
Can the Government confirm that the contract line items identified as "optional" and corresponding PWS elements are recognized as requiring additional level of effort, and is it up to the offeror to propose the additional level of effort and pricing data in the Pricing Sheet (Attachment 4)?
Optional CLINs are services that may be needed as an additional effort. The Government, in its discretion, may exercise the options for these additional (optional) CLINs. Offerors must provide pricing for the optional CLINs as part of the proposal and Attachment 4.
PWS: 6.6.3; 6.6.4
Will the Govt consider providing an ODC reimbursable CLIN and instruct offerors to provide pricing and pricing detail for the core requirements specified in the PWS (to include service fees, software/licensing fees, and cloud hosting but not including those required to support optional CLINs, and assuming that any additional costs will be negotiated as a modification with the Government at the time of the execution of those optional CLINs)?
At this time, the Government is not considering an ODC reimbursable CLIN.
PWS 4.3.7
As there is no corresponding contract line item identifying these product upgrade and enhancement services as "optional," does the Govt consider the specified product upgrades and enhancements as "optional" or should the PWS reflect as directed/as needed?
The optional task described on PWS section
4.3.7 - "Additional Support Product Upgrades and Enhancements" has been included as CLINs 0005, 1005 and 2005.
This is an optional service, however pricing must be included as part of Offeror's proposal & pricing sheet (Attachment 4).
B
For CLINs listed as “Optional” for each year of the contract, will the Government decide which
Optional CLINs will be executed as the need is required, in the Government’s discretion.
optional CLINs will be exercised at the start of each option year, or will the Government award them at any time, even during the middle of an option year?
A modification will be executed as the optional task(s) is/are required.
3.2.1
Paragraph 3.2.1 states that “Contractor personnel supporting this effort are required to possess Personnel Clearance Levels”, but then lists 22 specific individuals that are required to have personnel clearances. Is the Government specifying that the effort requires exactly 22 people, including the five key personnel required?
PWS section 3.2.1 explains the roles that requires specific clearances. See updated Section 3.2.1 of the Performance Work Statement.
7 5.1 Paragraph 5.1 states that “Identified key personnel may not be replaced or diverted to other projects within 120 days of contract award except as provided in Section H of the contract.”
There does not appear to be a Section H. Could the Government please add Section H or otherwise revise this paragraph?
PWS section 5.1 "Key Personnel" has been revised to eliminate SECTION H from the paragraph.
8 6.1 Are a Table of Contents and Table of Acronyms required or permitted for each volume? We request that the Government exclude those tables from the page limitations for each volume.
A Table of Contents and Table of Acronyms is not required for each volume. If the Offeror decides to include these with their volumes, they will count as part of the page limit detailed in Addendum 52.212-1 -paragraph 6: Offer Format.
9 6.3.4.1 The DD254 states in section 1(b) that a safeguarding level of SECRET is required for material required at contractor facility, but Section 11 of the DD254 checks box (a), which states “applicable only if there is no access or storage required at contractor facility,” and no other boxes relevant to safeguarding are checked.
Sections 1(b) and 11(a) therefore appear to be in conflict with each other. Could the Government please confirm whether safeguarding at the contractor’s facility is actually required?
DCSA will only approve facilities for safeguarding when the offeror has a bona fide for safeguarding at their facility need as demonstrated by an awarded DD254. The current DD254 does not demonstrate a bona fide need to safeguard at the contractor’s facility. If a bona fide need for safeguarding arises during contract performance, will the Government sponsor the offeror’s safeguarding clearance at that time?
If the Government requires that the approved safeguarding level be in place at time of proposal
Safeguarding at the contractor’s facility is not required. If the need for safeguarding arises during contract performance, the Government will sponsor the successful offeror safeguarding clearance.
submission, can the offeror meet that requirement through a subcontractor?
10 6.4.1 Could the Government please confirm whether key personnel are required to be named and whether resumes are required? If resumes are required, what volume should they be included in and should they be included in the page count?
Please refer to RFP section 52.212-1 (6.4.
and 6.4.1) and 52.212-2, Factor 1.
11 6.5 Paragraph 6.5 (“Past Performance”) specifies that up to 3 recent contracts can be included. Could the Government confirm that the limit of 3 includes subcontractor references? Is there a limit to the subcontractor references that can be included?
The “three recent, relevant contracts” includes subcontractor references.
12 6.4 Paragraph 6.4 (“Price”) refers to a Government-provided Pricing Sheet (Attachment 4), but that Attachment was not included in the RFP. Does the Government intend to release that price template?
Attachment 4 - Pricing Sheet is included with this Addendum 0001.
13 Clauses This RFP is a Small Business Set Aside (and the clause for 52.219-6, Notice of Total Small Business Set-Aside is checked), but the RFP did not check the box for 52.219-14, Limitations of Subcontracting, which requires small business prime contractors to perform over 50% of the labor cost. Did the Government intend to include that clause to ensure that small business offerors are performing the majority of the effort?
FAR 52,219-14 Limitations on Subcontracting has been marked in solicitation FAR clause 52.212-5.
14 Clauses The RFP does not include a payment schedule.
Will the contractor be able to submit monthly progress payments for the 12-month CLINs, or any sort of progress payments for the feature development CLINs?
Payment is in accordance with the CLIN structure and instructions. See each applicable CLIN regarding payment schedule and DFARS 252.232-7006.
15 Attachment 4 When does the Government intend to provide Section H and Attachment 4? With at least one week’s delay in providing those requirements, would the Government consider extending the due date by one week to give offerors time to revise proposals to incorporate those requirements?
The Government does not intend to provide a Section H for this solicitation. Attachment 4 - Pricing Sheet is included as part of this Amendment 0001. The Government has extended the RFP due date until December 6th 2024, 10:00AM (EST).
16 PWS 3.2.1 - The Contractor is required and expected to have a Facility Clearance and Contractor personnel supporting this effort are required to possess
Personnel performing specified duties requiring Personnel Clearances will be employed by the company possessing the FCL. Will USG accept offers from Joint Ventures that do not possess an FCL but members of the Joint Venture possess
FCL?
All offerors submitting proposals are required to have a Facility Clearance and adhere to what is stated in the solicitation.
Personnel Clearance Levels.
PWS 4.1.4 Online Support - The contractor shall ensure all government or non-government web sites to interface with M-SHARP are in compliance with the applicable security protocols for M-SHARP access.
Is the current system published in compliance with applicable security protocols? Would awardee be granted all controls, permissions, access, to the currently published system or be required to redevelop this interface?
The current system published is in compliance with all the applicable security protocols for M-SHARP access. The successful offeror will be granted controls, permissions, and access to the current published system.
PWS 4.1.4. Online Support: The Contractor shall maintain (updated concurrently with the released version) electronic web-based help files accessible within the M- SHARP application.
Do current web-based help files exist and will full control be turned over to the awardee?
Yes, current web-based help files exist and will be turned over to the successful offeror.
4.1.6.3. Authority to
Operate (ATO) Plan of Action & Milestones
(POA&M) - PWS
Has Authority to Operate been granted for the current system? Can this ATO be published for offerors to review with this solicitation?
Authority to Operate will be granted for the current system. The ATO will be provided to the successful offeror.
Pricing Template
Since the pricing template was not provided, will there be an opportunity to ask any questions regarding the pricing sheet once a copy is provided?
Attachment 4 - Pricing Sheet is included with this Addendum 0001.
PWS 5. The Contractor shall provide proof of Vendor Capability Maturity Model Integration (CMMI) Level 3 Certification.
Will the USMC accept offers from a Joint Venture that does not have CMMI Level 3 Certification? If a JV member is currently undergoing the process for CMMI Level 3 certification, would they be eligible to bid?
See updated Section 5 of the Performance Work Statement.
4.2.1 Change
Management - PWS:
The contractor shall have experience and certifications in all aspects of Infrastructure as a
With sustainment of M-SHARP being listed as experience the contractor shall have, how can non-incumbent offerors satisfy this requirement?
PWS section 4.2.1 Change Management has been revised to reflect the following:
"The contractor shall have experience and certifications in all aspects of Infrastructure as a Service (IaaS) within the Amazon Web Services (AWS) GovCloud environment, Service (IaaS) within the Amazon Web Services (AWS) GovCloud environment, including migration, new architecture, and sustainment of

PERFORMANCE WORK STATEMENT (PWS)
TRAINING AND EDUCATION COMMAND (TECOM), AVIATION STANDARDS BRANCH (ASB):
MARINE SIERRA HOTEL AVIATION READINESS PROGRAM (M-SHARP)
REVISED IN ACCORDANCE WITH (IAW) RFP AMENDMENT 0001
1. Background:
In an effort to improve training management systems for U.S. Marine Corps aviation ground and flying squadrons, the Aviation Standards Branch of Training and Education Command implemented a Web-based program designed for the needs of the operation and headquarters units. The Marine Sierra Hotel Aviation Readiness Program, or M- SHARP, uses the Marine Aviation Training and Readiness (T&R) Program as its foundation to develop, approve and publish training plans, as well as to record and report scheduled T&R completion. More importantly, M- SHARP enables unit operations departments to track an entire unit’s progress through the training syllabus. The T&R Program sets the training stage and provides the necessary guidance for attainment and maintenance of individual, crew and unit combat skills. M-SHARP is an automated, government-owned data software program that provides real time forecasting, scheduling, execution, and reporting of accurate data and information.
The rationale behind the M-SHARP application is to integrate T&R Program guidance into a rules-based objective system that checks a unit’s training schedule based on the T&R standards in order to validate adherence to published guidelines. This functionality offers a very effective risk identification and management tool for commanders. While M-SHARP’s current functionality provides much needed assistance to squadron operations departments, other capabilities include training execution modules in the Help module.
M-SHARP enables aviation personnel to log pertinent pre- and post-flight data, T&R data for calculation of squadron readiness levels, management of crew qualifications and designations, ordnance and range use, snivels, Temporary Assigned Duty (TAD), and leave. The M-SHARP application provides the operational units a standardized means for scheduling and planning flight training and combat mission and allows the fleet to compare their present and expected training readiness to establish standards. With this information, aviation squadrons are able to intelligently plan and schedule training events to include flights, simulators, and ground events. In addition, M-SHARP provides a robust reporting interface that allows squadron personnel to create predefined and custom reports.
2. Scope of work:
M-SHARP is moving forward into its -seventeenth year of implementation across the Aviation and Aviation Ground Fleet Marine Corps Forces and Reserves (hereafter referred to as ‘Units’) wherein training and readiness is guided by the Aviation Training and Readiness Program Manual, Navy and Marine Corps Directive (NAVMC) 3500.14.
The objective of this requirement is to continue execution of efforts to deploy and support M-SHARP, implement new and enhanced functionality to fully support Marine Aviation, allow more simulator and ground utilization, and increase security. M-SHARP application increased functionality and sustainment will allow for ground and other units to use and build on current capabilities. Sustained development and support of a user friendly, web-based and stand-alone application are paramount to ensure M-SHARP remains a viable and authoritative resource for US Marine Corps Aviation flight hour and sortie-based training data.
The scope of this effort entails technical, analytical, and programmatic support to implement and sustain mission capabilities. Specifically: (1) develop and maintain significant experience and knowledge of Marine Aviation and the Aviation Program Manual; (2) continue the development of M-SHARP through sustainment of current capabilities and development of additional needed functionalities; (3) continue building, fielding, and supporting an integrated web-based application for the Units; and (4) provide the Higher Headquarters (HHQ) elements with reporting services necessary for the collection of data required to justify budgetary decisions.
3. General Requirements:
