PERFORMANCE WORK

STATEMENTIN SUPPORT OF

MARINE CORPS JUNIOR RESERVE OFFICER TRAINING

CORPS SELECT MCJROTC PROGRAMS CYBER/STEM

ACADEMY

Part 1 General Information

1. General: This is a non-personal services contract to provide facilities, training areas, training activities, logistical and training support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, materials, instruction, and other items and non-personal services necessary to provide the specified training activities as defined in this Performance Work Statement, except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Objectives: The contract shall establish the Cyber/ Science, Technology, Engineering, Mathematics (STEM) Academy at Randolf Macon Academy in Front Royal, VA and Missouri Military Academy in Mexico, MO. The contractor shall provide adequate facilities to conduct in person instruction, logistical support, technical support, training areas/classrooms, lodging, messing, and training activities for the establishment of a Cyber/STEM Academy at both locations for the purpose of developing cadet interest and knowledge in elements of selected elements of STEM.

Additionally, provide Cadets who complete the course with a 70% or better will receive two (2) college credits in computer science from Shenandoah University. The contractor shall provide Five

(5) Adjunct Professors , Six (6) Cadre, One (1) Admin and One (1) Nurse will participate in this Academy.

1.3 The weeklong curriculum will focus on Computer Science with instruction in the following:

• Ethics - What makes ethical hacking ethical?

• Hands On Online Privacy & Anonymity .

• How to find anything: Google, databases, & more.

• Sample OSINT Investigation - Use your research skills to solve challenges.

• AI CTF

• Network Foxhunt - Use Nmap to find a hidden web server.

• Visualize the invisible world of Wi-Fi with the Wi-Fi Nugget.

• Wi-Fi Password Security CTF.

• Electronics basics and Breadboarding.

• Soldering RGB Meow Mixer Boards.

• Assembling a 3d printed IoT lightbox.

• Programming and customizing 3d printed lightbox.

• USB Scripting with Catscratch & the USB Nugget.

• CTF Game.

• Python on hardware basics: Introduction to CircuitPython

• CircuitPython Inputs & Outputs

• Wi-Fi Hacking Self Defense 101 - What do common attacks look like.

• Challenge: Make your own Wi-Fi attack detector with a Wi-Fi Honeypot.

• Challenge: Foxhunting - Locate a hidden Wi-Fi device by signal strength.

1.3.1 Government Point of Contact: The government Point of Contact (POC) will be provided upon award of the contract. The government POC will observe all aspects of this Academy.

1.4.1 Scope: The Contractor shall provide facilities, equipment, technical support, logistical support, training areas, testing equipment, transportation, and training activities for 100 JROTC cadets. The contractor shall provide dormitory lodging (On Campus) with no more than two (2) persons per room to both Cadre and Cadets. The contractor shall provide Cadets and Cadre attending the Academy with Three (3) meal per day. (3600 cadet meals/ 252 cadre meals for a total of 3852 meals).

1.4.2 Training areas and Training Activities (Programming and Staff): Training areas and Training Activities (Programming and Staff): Contractor shall provide training areas/classrooms, equipment, and Cyber/STEM lessons, activities, and associated curriculum materials to address elements of computer science and STEM Training. Contactor shall also provide instructional and support staff, instructional space and facilities setup as required, instructional materials for cadets, and other consumables as required. The contractor will provide for all administrative supplies and lab fees required by the University.

1.4.3 The contractor shall provide Cadets with a digital and hard copy workbook.

1.4.4 Academics/Certification: The contractor shall provide each student who performs in satisfactory manner 70% or better two (2) college credits in computer science from Shenandoah University.

1.4.5 Instructors: The course shall be taught by a subject manner experts , approved to teach the accredited course in Computer Science. The instruction ratio shall be 20:1

1.4.6 Instructor Resumes must be provided.

1.4.7 Cadre: Experienced former Officers and Staff Non Commissioned shall oversee student life during the period of performance. The Cadre will be responsible for the accountability and welfare of all students. The Cadre shall provide counseling, mentorship, and supervision always. The Cadre must be always available during the performance period and must be housed on campus. The cadre shall make wellness checks at a minimum of three (3) times per day and 3 times per night.

1.4.8 Admin Support: The contractor shall provide an administrative support specialist who can maintain student records, travel request, equipment request and all other administrative needs.

1.4.9 The contractor shall also provide transportation in the case of emergency and as needed in general support of the Academy. This transportation must be in 3 7-10 passenger vans.

1.4.10 Meals: The contractor shall provide Cadets and Cadre with three meals per day during each day of the period of performance. The meal shall coincide with the normal meal times of the

University (morning, noon & evening). The meals shall be balanced and meet the recommended daily nutrient requirements as established by the FDA

1.5.1 Period of Performance: This Period of performance is 6 July – 21 July 2024.

1.5.2 Hours of Operation: The contractor shall conduct business between the hours of 7:30 a.m. to 5:00 p.m. each day for classroom instruction & 24 hours per day for cadet supervision.

1.6.1 Type of Contract: The government will award a firm fixed price contract.

1.6.2 Security Requirements: Contractor shall be required to establish adequate security measures to ensure a safe training experience for all Cadets in attendance.

2. Government Furnished Items and Services.

2.1 Services: The government will furnish the contractor with an outline of the required support needed for their event.

3. Task Training Activities & Equipment (Curriculum).

3.1 The proposed curriculum shall include instructional periods and other activities that will enhance the development and learning experience of participants.

3.1.1 The course shall: Provide a quality Computer Science and STEM curriculum designed to stimulate cadet interest in all aspects of Computer Science and STEM with the goal of increasing cadet’s awareness, understanding, and interest in the importance of STEM to our nation’s defense.

4.1 All administrative actions must meet or exceed generally accepted academic standards outlined in the accreditation association granting accreditation to the institution.

4.1.1 Every reasonable effort must be made and procedures in place to assure the safety and well-being of cadets throughout all aspects of this program.
