SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q&A Q&A RFQ number M00264-24-Q-0180 Photography of Posters and Archival Artifacts - IDIQ

Questions
Answers
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
The customer previously obtained similar services under contract number M0026420P0085 from contractor Rudinec & Associates (CAGE 55EX1).
1. Draft Task Order 1: FIC 2022.0181 is marked for retouch but the level of retouch required is not indicated. Can we assume a severe retouch (level 4)?
Poster was examined, final poster image would require light retouching, a level 1.
1. Task Pricing Table: Line items 17 through 21. Framing is requested as price per each. Can this be quoted as price per linear ft of the frame molding with the cover sheet, backer sheet, hangers and labor included in the price?
Please see the revised Attachment 1 – Pricing Table, Billable Tasks 17-21. Quoters are to provide a min/max pricing range for Tasks 17-21 based on the min/max sizes provided. The minimum price should be for the minimum size provided. The maximum price should be for the maximum size provided and is considered NTE (Not to exceed). The min/max sizes provided are based on the smallest and largest sized items the NMMC expects to potentially require services under this IDIQ contract.

Min/max prices can include hangers, dust cover, backer sheet, and labor.

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
See #1.

1. We are in the process of preparing this RFQ, and wanted to ensure i treated the pricing table appropriately:

For the Framing, lines 17-21, they appear to be disregarding the size of the print. Framing cost varies greatly between sizes, the cost of the largest size listed would be several times what the smaller sizes would cost.

From a company perspective, if we have to list 1 number to cover all sizes, we would list the highest necessary cost, and it does look like most of the listed items are of the larger sizes. But as a consideration, I just wanted to see if you might have further insight for us to consider in that pricing.

See #3.

1. How do we fill out the bid sheet or do we just attach the completed price table?
See p. 4 of the RFQ, 52.212-2 Addendum, “Price.” Quoters must complete and submit Attachment 1: Pricing Table with their quote submission. Quoters must submit a price estimate for the Task Order Example in the RFQ in accordance with their completed Pricing Table, Year 1 pricing. The Task Order Example starts on p. 10 of the RFQ.
1. The bid sheet has a max quantity of $200,000...is the unit price, the total of everything included on the price table? or is it everything included on the sample task order?
See p. 11 of the RFQ. The maximum total contract amount is NTE (Not to exceed) $200,000.00 for the entire 5-year ordering period.

See answer to #6 for how to submit quote pricing.

1. Is there a total cost estimate for the performance requirements and deliverables?
See p. 11 of the RFQ. The maximum total contract amount is NTE (Not to exceed) $200,000.00 for the entire 5-year ordering period.
1. pg 5, 3.1.1, For in the intake meeting, can it be done as a virtual meeting? Or in the event that documents need to be reviewed prior to capture in person, can this be done in the same visit with capturing?
Intake meeting will have to be held onsite at the Museum Support Facility (MSF). The contractor will have an opportunity at this time to review workspace for photographing the collection. It is possible the contractor could review documents in person prior to photography.
1. pg 6, 3.1.3/ pg 10, 2. Tasks c. i., iii., iv., Can the TPOC provide a requirement of minimum pixels on the long side of an image in addition to the number of inches?
The pixel range needs to be of fine art publishable quality as well as printing with no pixelation whatsoever at the largest size.
1. pg 10, 2. Tasks: b. i., Can artifacts and documents be moved, taken off wall, out of cases, out of frames; and moved to a flat surface?
In some cases, the poster or artifact may not be able to be removed from its frame. Most of the artifacts and posters are not framed. Some are laminated.
1. Can a flash be used on the items, additional indirect lighting, or infrared light?
In most cases yes, but on occasion indirect lighting will be needed to avoid glare.
1. What is the number of anticipated visits to site to capture over the 5 years?
See PWS Section 4.2: “The Government intends to award an Indefinite Delivery Indefinite Quantity contract (IDIQ) for this requirement with a 5-year ordering period during which individual task orders may be issued/awarded under the master IDIQ contract. The ordering period for the base year shall begin upon the date of contract award.” Due to the IDIQ nature of the contract, there is not a set amount of site visits known over the course of the ordering period.
1. What is the number of pieces needing captured 45 days following the award? [p. 10 of RFQ]
The number of pieces that will need to be photographed as outlined on the TO is 250 pieces. All the photography does not need to be completed during a single photography session. The number of pieces needing to be captured 45 days after the start of the contract is to be determined after contract award and Intake Meeting with contractor and TPOC.
1. How many files will need delivered in the 2 month timeframe? (pg 10, 3. Period of Performance)
This will depend on how many posters or artifacts have been photographed by that date.
1. Will it be possible to obtain the entirety of the captures within a series of capture days at the beginning of the contract and produce files, proofs, and print products over the course of the full timeframe?
No, it will not be. We are unable to do 250 posters, for instance, in one single day; this would be done over a series of dates or visits. After each photography session, contractor has 10 days to produce files, proofs, etc. per section 4.4 List of Deliverables in the PWS, however it is understood that framed prints would require more time and when required, will be established at the Task Order level.

1. pg 6, 3.1.4

1. What level of restoration will the artifacts and documents needed?

1. If an artifact is marked as severe would restoration to light/ medium be acceptable?

Light Retouch – May only involve minor creases, discoloration, loss in the poster or artifact.

Medium Retouch – May involve color correction and or repair to a major area where there is loss in a poster or artifact.

Heavy Retouch – May involve, color correction or restoration, significant creases, discoloration or loss in poster or artifact, heave image repair.

Severe Retouch – May involve major color correction and restoration of poster or artifact loss of image or text, creases or losses would be throughout the poster or artifact.

It is possible that the contractor may find that a photograph of a specific poster or artifact may require a lesser degree of retouching than indicated in the Task Order. This can be discussed with the TPOC who will make a final determination for that specific poster or artifact image.

1. Would TPOC consider restoration of artifacts to be in varying levels, an artifact marked severe would have "restoration file 1: color correction and removing of creases and marks", "restoration file 1: reconstruction of damage, reconstruction of loss, repair content"
See response to question #17.

Retouching would be at various levels. TPOC would consult with the contractor regarding the level that the poster or artifact image that would need to be retouched.

1. Pricing table asks for 1-5, 6-20, 21+ works however the solicitation states a total of 250 artifacts as a single group of items. Will the collection be captured over a series of small visits or can there be a work plan with less visits and longer capture times?
TPOC will work with contractor to schedule photography in manageable groupings of posters and artifacts. It is understood that the 250 items that will be photographed and retouched will not take place in a single photography session.
1. Fine art canvas is mentioned in 3. Performance Requirements 3.1 Tasks 3.1.2. There is no line for the billable task to give pricing on this production of fine art canvas.
At this time, no fine art canvases are anticipated on this contract. Please see the edits to PWS Sections 2, 3.1.2, and 3.1.6, removing the requirements for canvas.
1. Will the TPOC or team member be responsible for all handling of the posters and prints?
The TPOC and NMMC staff will be responsible for all handling of posters, prints, and artifacts.
1. Under Task Pricing Table #17 through #21, what size or dimensions of framing should be quoted? Price vary by size, is there a size that should be estimated?
See #3.
1. Under Task Pricing Table #22-#23, what size or dimensions of matting on 4-ply should be quoted? Pricing vary by size, is there a size that should be estimated?
Please see the revised Attachment 1 – Pricing Table, Billable Tasks 22-23. Quoters are to provide a min/max pricing range for Tasks 22-23 based on the min/max sizes provided. The minimum price should be for the minimum size provided. The maximum price should be for the maximum size provided and is considered NTE (Not to exceed). The min/max sizes provided are based on the smallest and largest sized items the NMMC expects to potentially require services under this IDIQ contract.
