About this file

This document appears to be a Question and Answer (Q&A) session related to a federal contract opportunity for the procurement and installation of Video Teleconferencing (VTC) equipment. The opportunity, solicitation number M00264-24-Q-0178, is set aside for 8(a) companies and is being issued by the United States Marine Corps.

The key details include: the room dimensions, existing equipment that will be reused, requirements for new equipment such as Crestron, Biamp, and Cisco products, the need for the system to be operational by September 30, 2024, and that the equipment must be TAA compliant. The Q&A also provides clarification on aspects like the use of fiber vs. copper cabling, the placement of the touch panel, and warranty expectations. The solicitation indicates this will be a multi-classification VTC system supporting two connected rooms, with one room housing the rack and networking equipment and the other room containing the display and AV components.

M0026424Q0178 Q&A

Q: Is there a list of existing equipment that is going to be reused? (That would include all displays and or projectors with screens, a rack to house the existing equipment, the current control and switching system that will be removed and existing microphones).

A: To my knowledge the only items that are going to be reused are the monitors (T.V.’s) and I believe the rack (seeing as how it is not listed on the original quote).

Q: What is the distance between rooms 136 and 139?

A: They neighbor each other and are connected with a doorway.

Q: Is there conduit between both rooms 136 and 139?

A: Yes

Q: Does the AV rack reside in either room 136, 139 or another room?

A: 136

Q: Does all the equipment need to be delivered to the site by September 30th, or does the system need to be fully installed and operational by September 30th 2024.

A: Operational by September 30th. Vendors may submit an alternative PoP in their quote based on the vendors availability to support.

Q: Does the 8A company need to be a direct and certified Crestron dealer?

A: Vendors are required to provide the brand name items stated in the solicitation. The

Government cannot determine the method of which the vendor obtains the brand name items.

Q: What are the dimensions of the room? Length, width, height?

A: Room 139 is 34’x17.5’x8’

Q: The solicitation mentions two rooms numbers, but it appears that it is only one room of equipment. Will this be built as one room only?

A: Room 136 will house the rack and networking equipment. 139 is the actual conference room.

Q: The solicitation lists some required equipment. Is this list all inclusive or is the government willing to consider other equipment to make the room function more efficiently?

A: This list is all inclusive. The equipment requested has already been verified to meet

SCIF requirements and is approved for network access.

Q: No monitors are listed in the equipment list. Are the monitors GFE or are the brands, quantities and sizes at the contractor's discretion? If at the contractor's discretion, does the government prefer one or two monitors on the front wall and any monitors required on side walls?

A: We already have monitors.

Q: Are any time zone clocks required in the room?

A: We already have a time zone clock.

Q: Is any signage required inside and outside of room to display classification?

A: No, but we do have an electronic sign above the door, however it has not been functional.

Q: What type of ceilings are in the room? 2'x2' ceiling tiles?

A: Concrete ceiling

Q: What type of walls are in the room? concrete or sheetrock?

A: Concrete

Q: Period of performance is 13-30 September. Even if all manufacturers have equipment on hand, it is likely that 30 September will not be attainable. Is 30 September a hard date or is it the contractor's best effort after award?

A: Vendors may submit an alternative Pop in their quote based on the vendors availability to support.

Q: Is there an existing AV rack that the new equipment will be stored in? Can you provide a list of the existing equipment so confirm what will be deinstalled to make room for the listed gear on the request?

A: There is an existing rack that consists of a codec, Crestron, UPS/surge protector, VCR/DVD player (not used) and two shelves for laptops.

Q: There is a request for a new Biamp Tesira FORTE DAN VT, but no microphones are mentioned. Can you confirm if the microphones to use are GFE? If so, please provide the make, models and quantities for all existing microphones being repurposed?

A: The microphones that are currently utilized are Shure Microflex RF filtering

Q: There is a new AMP-8150 being requested, but no speakers are mentioned. Can you confirm if the speakers to use are GFE? If so, please confirm the make, model and quantities for all existing speakers to be repurposed?

A: Speakers currently utilized only say “Tannoy” on the sides and back (no model number that I can find). There are 6 of them.

Q: Is there a reason that some of the extenders are Fiber and some are Copper? It is usually recommended to have either all copper or fiber when building out a dual classification solution. Please advise.

A: The two networks this system will be supporting use different cabling mediums. One uses fiber and the other uses copper.

Q: Can you confirm what display or displays are being used in this solution?

A: (4) Sharp Aquos T.V.’s and (1) Samsung 570DX

Q: Where is the intended placement of the touch panel? (Table, Credenza, Rack, etc.)?

A: Table

Q: Are there diagrams of the space? Are any pictures of the space available?

A: Diagrams only exist on a classified network. No pictures exist as it is in a secure building.

Q: Can you confirm the POP to be 17 days after award? Currently, the Cisco Codec Pro NonRadio, TAA Compliant version is showing a 56 day lead time, which would make this extremely challenging.

A: The most important thing for us is that we get the correct equipment that is compliant with the policies that govern our building. Therefore, we can be flexible here to ensure we get what we need.

Q: 3.1.2 states the system should come with a minimum of a 1-year manufacturer warranty.

Please confirm what is expected in that warranty. What SLAs are expected?

A: Unknown at this time. I will have to reach out to the VTC admins and see what they say.

Q: 4.3 states that there are 2 rooms (136 & 139), but the Scope seems to suggest that this is for a single room that will be a multi-classification conference room. Can you confirm which to be the case? If it is a single room with multiple classifications, are classification signs needed and/or Power Conditioners?

A: The VTC rack containing the codec, creston, etc will be located near the door inside of room 136. The camera, control panel, displays, etc are located in adjacent room 139. This will be a multi-classification room. We have existing electronic door signs. We are not looking to procure any additional equipment other than what is listed in the J&A.

Q: The notice states systems in two rooms, but only one control system is in the equipment list.

But there’s two codecs, system for two rooms?

A: There is only one overall VTC system consisting of two codecs. The conference/display equipment is located in room 139, and the codecs, Crestron, etc is located in adjacent room 136.

Q: Is it desired for the two rooms to share the video control system?

A: N/A

Q: Two codecs are listed does each room get a codec room136 and 139, if so there’s only one control system?

A: See previous answers

Q: Will this involve dual classifications? Unclassified and Classified?

A: This system will support to classified networks.

Q: If this is a dual classification system, do we need to follow DISA APL list of approved devices?

A: Please follow device list in J&A

Q: Does the equipment need to be TAA compliant?

A: Yes

Q: If dual classification is required, the Crestron 8x8 is not APL approved?

A: Please follow device list in J&A

Q: Does each room need to be separately used? Only one touch panel offered

A: N/A

Q: This is an 8A Set aside?

A: Yes.

Q: Are you offering a site visit?

A: The Government is not offering a site visit at this time.

Q: 3.1.2 states that there will be an 8x8 video matrix switcher, but the list of equipment and cards associated lean towards the 16x16, please confirm that the 16x16 is correct to avoid any confusion when others may be bidding?

A: Please follow list of equipment in J&A

Q: Will this order be a DPAS rated order to ensure delays are kept at a minimum?

A: Unknown
