1. Is there any incumbent on this or this a brand new project? If yes, could you please provide with us their contract number.
This is a new requirement to install a Bell AH-1W SuperCobra helicopter within the NMMC’s primary atrium as a historical exhibit; there is not an incumbent contract / contractor.

1. The desired display angle of the artifact has us concerned that we may not be able to simply connect to the roto head like we most often do with helicopters. Would we be able to get some photographs of the artifact?

If possible, we would like a few photographs of the rotor head and then also a view looking down on the transmission/engine cowlings from above. There are a few variations for this airframe and we'd like a better understanding of what this one looks like.

Performance Work Statement (PWS) AH-1W BUNO 160820 Helicopter Installation National Museum of the Marine Corps (NMMC)

1. Background The National Museum of the Marine Corps (NMMC), under the command of Marine Corps University, preserves and exhibits the material history of the U.S. Marine Corps; honors the commitment, accomplishments, and sacrifices of Marines; supports recruitment, training, education, and retention of Marines; and provides the public with universally accessible platforms for the exploration of Marine Corps history.

1. Scope NMMC has a requirement to install a Bell AH-1W SuperCobra helicopter within the primary atrium as a historical exhibit. The aircraft shall be transported to its destination and suspended from NMMC identified existing structures within desired height and display attitudes by means of certified rigging and installation.

1. Performance Requirements

2. Tasks: The Contractor shall:

0. Perform an initial site visit and attend a post-award kickoff meeting. These may be scheduled for the same date in coordination with the TPOC.

0. Perform an airframe inspection to provide verification and certification by a licensed engineer of the aircraft’s adequacy for permanent suspension at the desired orientation. See “Attachment 2 - Concept Drawings” for relative orientation details.

0. Establish lifting points on the aircraft that are suitable for a certified load test and permanent suspended installation.

2. All necessary items, fabrication, and materials required to establish lifting points shall be the responsibility of the contractor.

2. The lifting points shall be designed in such a way that no irreversible modifications or damage are imparted to the aircraft. Any removal, installation, or modification of parts on the aircraft shall require written approval from the TPOC.

2. The lifting points shall be capable of safely positioning the aircraft in the desired orientation as determined by TPOC.

2. Lifting point selection and designs are to be approved by the TPOC in writing.

0. Disassemble the aircraft as required for performing the airframe inspection, establishment of lift points, transportation to NMMC, and positioning within the museum.

3. All disassembly of the AH-1W shall be done only at manufacture points that have been bolted, pinned, or pressed together with no alterations to the aircraft being permitted without written approval from the TPOC.

3. The aircraft shall be reassembled into a whole state, with all components removed by the contractor attached to the aircraft using original and proper attachment methods, prior to load testing and installation.

3. The contractor shall provide all tools and equipment necessary for disassembly and reassembly of the aircraft, at either place of performance as necessary.

0. Design a rigging solution that is capable of permanently suspending the AH-1W at the desired orientation without causing damage to the aircraft or structure of the museum.

4. The rigging system components require verification and certification of adequacy. Verification and certification of adequacy may be accomplished by calculation or by testing.

4. Components of the rigging assembly shall be specifically designed and assembled with a maximum capacity for total assembly and for each individual attachment point. This capacity, certified by the manufacturer or a qualified rigger, shall be based on the manufacturer's specifications with an appropriate safety factor for all components.

4. Rigging design to utilize “Attachment 1 - 50% Design Drawings” and shall be submitted to TPOC for approval.

5. All rigging hardware to be manufactured in the United States.

0. Create a transportation plan that shall be provided to the TPOC in writing.

3. Hours of Operation: The only restrictive hours of operation are during U.S. Federal Holidays. Visit Federal Holidays (opm.gov) to view the applicable listing of U.S. Federal Holidays.

The National Museum of the Marine Corps shall close to the public as coordinated with the TPOC per the transportation and installation plan for performance of this requirement.

3. Travel: The Government intends to award a Firm-Fixed Price (FFP) contract type. The Contractor is responsible for all travel/per diem related expenses required to perform this contract. Any travel matters associated with the performance of this contract are the sole responsibility of the Contractor. The Government shall not have any financial responsibility other than paying for the FFP on each line item.

3. Government Facility Access: The Contractor must possess a current valid state driver’s license and/or form of government approved official identification containing a personal photograph. The identification is required for security purposes to access Government facilities.
